Try a graceful shutdown first: Stop-VM -Name "<VMName>" asks the guest operating system to shut down cleanly. If that does not work, choose a forced shutdown or abrupt power-off only after considering possible data loss. A VM stuck in a Hyper-V state such as Starting or Stopping needs host-side troubleshooting; repeating the guest shutdown command may not resolve it.
Choose the right stop method
Run the commands in an elevated PowerShell session on the Hyper-V host, replacing <VMName> with the VM’s name. The options below are an escalation ladder, not interchangeable commands.

If the guest does not shut down and you accept the risk of losing unsaved data, escalate to

If a forced shutdown does not work, or you need to turn the VM off immediately, use
Stop-VM -Name "<VMName>" -TurnOffonly if the abrupt power-off and its data-loss risk are acceptable.
Check the VM’s state in Hyper-V Manager or with Get-VM -Name "<VMName>". If it remains in a transitional state such as Stopping, use the host-side procedure below rather than repeatedly issuing guest shutdown commands.

Recover a VM stuck in Starting or Stopping
Microsoft’s Windows Server troubleshooting guidance covers transitional and other critical VM states, including Starting, Stopping, Saved-critical, Running critical, Paused, Restoring, and Online pending. First identify the affected VM and host, note any error messages, and review the system and Hyper-V logs; in a clustered deployment, also review cluster logs. Identify the worker process before ending it
A VM’s worker process (VMWP) is associated with its virtual machine. Use Task Manager or elevated PowerShell to find worker processes:

Get-Process | Where-Object {$_.Name -like "*vmwp*"}
Do not terminate a process until you have confirmed that its PID belongs to the affected VM. Ending the wrong worker can disrupt another workload, and terminating the correct one can still lose unsaved or transient data. Use the host-side intervention only after weighing that impact.

End the identified worker and restart VMMS

From an elevated PowerShell or Command Prompt, end the confirmed PID:
taskkill /PID <PID> /F. -
Restart the Virtual Machine Management Service (VMMS) on the host. In PowerShell, use
Restart-Service vmms; this affects host VM management, so account for other VMs and administrative operations on that host.Recommended: Crashes or Glitches? Check the VM’s state again. If it remains stuck after VMMS restarts, Microsoft’s troubleshooting guidance lists restarting the host as a further step. A host restart has broader impact than ending one VM worker, so plan it accordingly.
When saved state or checkpoints are involved
A checkpoint or saved-state problem can prevent a VM from functioning or starting; it is not a default remedy for every unresponsive VM. For a relevant saved-state/checkpoint issue, Microsoft’s troubleshooting guide documents this command:
Get-VMSnapshot -VMName "<VMName>" | Remove-VMSavedState
Removing saved state can lose unsaved or transient data. Use this targeted step only when the symptoms point to a saved-state or checkpoint issue, and consult the Microsoft troubleshooting guidance for the applicable Windows Server version.
Check the host or cluster if multiple VMs are affected
If VM management operations fail across several VMs, investigate the host and shared infrastructure instead of assuming each guest is independently hung. Review VMMS, storage access, network configuration, and the relevant event logs. In a failover cluster, check cluster health and resource state as well as the guest and host. Microsoft recommends cluster validation with Test-Cluster when cluster health is in question; see the Hyper-V state troubleshooting guide and Microsoft’s failover cluster validation guidance.
