To start an online radio-style station on YouTube in Tamil Nadu, enable live streaming on a verified channel, choose a format, prepare an audio setup and encoder, then test a broadcast before announcing it. The main issue to resolve before playing commercial music is rights: you need permission covering live use on YouTube and the relevant territories. Whether a particular internet-only YouTube radio format also needs a separate broadcasting permission in India is not settled by the official sources discussed here, so get advice for your exact format before operating continuously or calling it licensed radio.
1. Decide what your station will broadcast
Start with the programme, not the equipment. A channel could carry presenter-led Tamil talk, interviews, original music, or a music programme built from recordings you are specifically licensed to use. Decide how often you will broadcast, how long each programme will run, whether you want an archive, and whether you plan to monetize.
Plan a recognisable opening, programme breaks and clear Tamil-language identification. Describe the service accurately as an online YouTube channel; do not present it as an authorized terrestrial or community radio station unless the relevant permission actually applies.

YouTube Help’s live-stream eligibility guidance sets three operational conditions: the channel must be verified, it must not have had a live-streaming restriction in the preceding 90 days, and the streamer must be at least 16. YouTube says first-time live-stream activation can take up to 24 hours. These are platform rules, not legal permission to broadcast music or operate a radio service, and YouTube may update them.

YouTube offers mobile, webcam, encoder and console streaming methods. A phone or webcam can be enough for a simple presenter-led show. An encoder is a practical option for a scheduled radio-style programme, a visual slate, interviews or an external microphone; it is not mandatory. A dedicated hardware encoder is another option, but YouTube describes it as a choice, not a requirement.
3. Prepare the audio and production setup
For talk, interviews or original programming
Use a quiet room and test the microphone position, input gain and background noise before investing in extra equipment. YouTube identifies microphones and preamps as possible external equipment for encoder streams; it does not require a particular microphone or an expensive setup. A basic USB microphone may be a sensible optional upgrade for a talk-heavy show, but it is not a prerequisite.

Choose a production method that fits the programme

For encoder-specific bitrate, resolution and keyframe settings, use YouTube’s current encoder guidance for the selected stream type and the capabilities of your connection and equipment. The official material summarized here does not establish one correct set of values for every Tamil Nadu channel or show, so do not copy arbitrary settings from another creator. Make a private or unlisted test and check the encoder’s status and YouTube preview before going public.

- Open YouTube Studio and create or schedule a stream. Choose the format and timing for your test or first programme.
- Copy the stream server URL and stream key from the stream setup. Enter them in your encoder’s streaming settings. Treat the key like a password: do not show it on screen or share it publicly.
- Check the audio path before starting. Confirm that the intended microphone or programme audio reaches the encoder, that levels are audible and not distorted, and that the correct input is selected.
- Start the encoder preview and inspect YouTube’s preview. Confirm the picture or slate, audio, stream status and event details before starting the public broadcast.
- Run a test and monitor it. YouTube recommends testing, monitoring stream quality and checking that the event is accessible from the channel and watch page. If anything is wrong, stop and correct it before promoting the launch.
Keep the first test short and use it to rehearse the complete process: programme opening, transitions, breaks, ending and any handoff between presenters. YouTube’s encoder workflow is a production connection; it does not supply music rights or legal authorization.

5. Clear music and other third-party material before broadcasting
YouTube’s Livestream terms state that the creator must have all necessary rights to exploit live content on Google services worldwide, including music licensing rights from artists, record labels, publishers and other royalty participants. YouTube scans live streams for third-party matches. A live stream may be interrupted when a rights holder’s content is detected; YouTube says this can happen even where the creator has a licence if the rights holder has not allowlisted the channel.
Keep a rights record for each track
- Retain the licence or written permission and verify that it covers live transmission on YouTube.
- Check the territories covered, whether monetization is allowed, and whether the recording may remain available as an archive or replay.
- Confirm permissions for any associated visuals, lyrics, artwork or other protected material used in the programme.
- If the rights owner uses Content ID, ask whether the channel can be allowlisted and retain the response.
A track being available online, labelled “free,” or credited in a description does not establish that you may broadcast it. YouTube also cautions that even its recommended safe-music routes do not guarantee that a stream will avoid claims or strikes. When rights are unclear, leave the recording out until you have written permission that covers the intended use.

Understand the Indian broadcasting question separately
Section 31-D of India’s Copyright Act, 1957 provides a statutory-licence framework for broadcasting already-published literary or musical works and sound recordings, subject to statutory conditions. The section alone does not establish that a particular YouTube-only creator stream qualifies or that music rights are automatically cleared. TRAI’s 2025 recommendations discuss terrestrial radio, internet simulcasting and stakeholder positions on licensing, but do not conclusively answer the YouTube-only case.

A YouTube channel does not itself grant CRS permission, and the existence of the CRS process does not prove that every internet-only stream needs that permission. Before continuous commercial operation or describing the channel as licensed radio, obtain current India-specific advice based on your programming, business model and broadcast setup.

6. Plan the schedule and archive
YouTube states that streams under 12 hours are automatically archived. Do not assume a single stream will archive an always-on station indefinitely. For a longer-running service, plan separate programmes or verify YouTube’s current stream-duration, archive and continuity behavior before relying on a continuous broadcast. Keep a separate copy of original programme recordings where you need an archive under your control.
Compare production methods by reliability, audio quality, how easy they are to operate on a schedule, archive needs and total equipment cost. Compare music sources by rights scope, territory, live and archived use, monetization, Content ID handling and whether you can retain written permission.
