To control AI API usage, combine a monthly spend limit with request- or token-rate limits, then monitor both provider reports and the usage data returned for each request. Alerts notify you; only an enforced hard limit is intended to stop spending at its configured ceiling. These controls differ by provider, account, and product, so a dashboard or limit at one service does not automatically protect the rest of your app.

Choose what you need to control

Decide whether you are trying to limit monthly cost, prevent traffic bursts, or allocate usage among teams and users. Each goal needs a different mechanism.

  • Monthly spend: A spend alert is a warning, not a cap. A hard spend limit is intended to stop qualifying requests after the configured amount is reached.
  • Throughput: Request-per-minute (RPM) and token-per-minute (TPM) limits control how quickly an API can be used. They are not monthly budgets.
  • Allocation: Project or workspace controls can separate usage across parts of an organization, but do not assume they provide synchronous per-user budgets across providers.

For OpenAI, the spend-limits guide documents organization limits and a project option. An authorized operator can enable Enforce a hard limit; affected requests return 429 after the configured amount is reached. Spend alerts remain active alongside the hard limit, so set a notification threshold below the ceiling if you want time to investigate before traffic is interrupted. OpenAI’s configured limit is separate from its provider-assigned monthly usage limit and its request/token rate limits. See OpenAI spend limits and usage tiers.

Anthropic documents monthly spend limits as well as request and token rate limits, with configurable workspace limits in addition to organization-level controls. Available settings depend on the account and product arrangement. Anthropic describes rate limits using a token-bucket approach: a short burst can exceed the effective per-second rate even when an average-per-minute figure appears acceptable. Its documentation says limits are maximum allowed usage, not guaranteed minimums. See Anthropic rate limits.

Track tokens for individual requests

Capture the usage object returned by the provider rather than estimating token counts from text length. The field names differ by OpenAI endpoint:

OpenAI endpoint Input usage field Output usage field Total field
Chat Completions prompt_tokens completion_tokens total_tokens
Responses input_tokens output_tokens total_tokens

For operational reporting, associate each result with its timestamp, model, application feature, project or key, status/error, and internal tenant or user reference as appropriate. These are useful application-side dimensions; do not log prompts or other sensitive content solely to count tokens. OpenAI’s usage documentation covers endpoint usage fields and dashboard reporting at Reviewing API usage and costs.

Use provider dashboards to spot trends

OpenAI Usage Dashboard

OpenAI’s Usage Dashboard shows current and prior billing-period activity, supports project filtering, and offers one-minute intervals for examining TPM. Dashboard times are UTC, so align that time zone with application logs when investigating a spike. The dashboard does not combine multiple organizations into one view; teams spanning organizations may need custom reporting. See OpenAI’s Usage Dashboard guide.

Automate reporting when dashboards are not enough

Anthropic Usage and Cost API

Anthropic’s Usage and Cost API can aggregate usage in 1-minute, 1-hour, or 1-day buckets and filter or group results across documented dimensions such as model, API key, workspace, and service tier. Token categories include uncached input, cached input, cache creation, and output; server-side tool usage can also be tracked. This makes it suitable for scheduled reports or an internal dashboard where Console views are not sufficient. See Anthropic Usage and Cost API.

Anthropic Rate Limits API

The Rate Limits API answers a different question: it reads organization-level rate-limit groups for the Messages API and supporting resources. Anthropic documents exclusions for some other products, so verify that the endpoint covers the product you use rather than assuming it reports every limit. Use the Usage and Cost API for accumulated consumption and the Rate Limits API for applicable rate-limit information. See Anthropic Rate Limits API.

Distinguish a rate-limit error from a budget or quota failure

A 429 status alone does not explain why a request failed. Inspect the structured error code and details: rate pressure, a spend cap, exhausted credits, or a provider-assigned usage limit require different responses.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Temporary rate pressure: Honor the provider’s retry guidance when supplied. OpenAI documents Retry-After for applicable temporary failures; Anthropic documents retry-after for rate-limit retries.
  • Spend-cap failure: Do not keep retrying blindly. Anthropic notes that spend-cap 429 responses do not include retry-after.
  • Quota or billing failure: Retrying will not resolve a quota or billing condition; investigate the configured limit, credits, or account status.

Implement bounded retries with backoff and a maximum attempt budget for transient rate pressure. If product requirements permit, queues, a lower-cost model, or a user-facing delay notice can provide alternatives when capacity is constrained; these are application design choices, not provider guarantees. OpenAI’s guidance on spend limits and rate limits is at OpenAI spend limits and usage tiers, and Anthropic’s is at Anthropic rate limits.

Set up a per-user budget across providers

Provider dashboards and controls are scoped to provider-defined organizations, projects, workspaces, keys, or products. They do not establish a universal cross-provider hard limit for an individual app user. If your app needs that guarantee, treat it as an application responsibility:

  1. Choose whether the allowance is measured in tokens, currency, or both.
  2. Attribute each API request to an internal tenant or user in your application.
  3. Maintain a local usage ledger and define how the app reserves estimated cost before dispatch.
  4. Reconcile the reservation against actual usage reported by the provider after the request.
  5. Define what happens when the allowance is reached, such as rejecting, queuing, or degrading the request, and validate behavior under concurrent requests.

This is an engineering pattern, not a provider-documented guarantee of cross-provider consistency or synchronous usage timing.

Choose native reporting or a custom view

Use a provider dashboard when its scope and filters answer the operational question. Build custom reporting when you need automation, a longer-term internal view, or consolidation that a native dashboard does not provide.

Approach Best fit Important boundary
Provider dashboard or console report Quick review of provider-side trends, model/key/project or workspace breakdowns, and available rate-limit charts. Views, granularity, and dimensions vary by provider; dashboards are not a universal per-user enforcement mechanism.
Provider reporting API plus application logs Scheduled reporting, custom dimensions, internal dashboards, or reconciliation with app-side users and features. Each API has its own product scope, grouping options, and timing semantics; validate those for your implementation.
Third-party observability or FinOps service Teams evaluating consolidated analytics or tracing across services. Verify current provider coverage, data handling, and feature fit for your deployment before choosing a service.
