To run a Hindi news clips rotation on YouTube, build a playlist of rights-cleared video files in OBS Studio using its VLC Video source, enable Loop Playlist, then send the scene to a YouTube live stream using the stream key and server URL from YouTube Studio. The computer running OBS must stay on and connected. Before going live, confirm that each clip and its audio are cleared for live streaming and archives; a clip being publicly available online does not grant those rights.
What you need before setting up the rotation
- OBS Studio and VLC: OBS’s VLC Video source plays a list of local media files and can loop or shuffle it. Install VLC; 64-bit OBS requires 64-bit VLC. OBS Media Sources
- Video files you are allowed to livestream: Check rights for the clip, embedded footage, and every audio track, including music. Record the permitted territory, term, live use, and archive use.
- An eligible YouTube channel: YouTube’s starter guidance says the channel must be verified and have no live-streaming restrictions in the past 90 days; streamers must be at least 16. Check the current requirements for your channel in YouTube’s live-streaming guidance.
- A stable operating setup: With OBS, playback and transmission depend on the computer and its internet connection staying available. Plan for supervision and recovery rather than assuming an unattended setup cannot fail.
Clear rights and plan the rotation first
Make a clip inventory before importing files. For each item, note the source, permission or license, allowed territories, expiration date, whether live rebroadcast and archived use are covered, and any restrictions on music or embedded broadcast material. Permission to post a clip as a regular video may not cover a continuous live rotation or its archive.
YouTube scans live streams for matches to third-party content, including another live broadcast. It can replace the stream with a placeholder, interrupt it, or terminate it. Even where a license exists, the rights owner may need to add the channel to a Content ID allowlist to prevent interruptions. YouTube’s live-stream terms place responsibility for necessary rights and applicable regulatory compliance on the person providing the stream. See YouTube’s live-stream copyright guidance and livestream terms.
Choose an order that makes editorial sense, and decide whether to shuffle. A news rotation should also have a review process: a clip can become outdated, expire, or become restricted while the stream is running. Make sure someone can remove or replace files promptly.

Build and loop the video playlist in OBS
- Install VLC and open OBS. Confirm that VLC’s architecture matches OBS: 64-bit OBS needs 64-bit VLC. OBS’s VLC Video source supports playlists, unlike a single-item Media Source. OBS’s media-source documentation
- Create or select a scene. In the Sources panel, select + and choose VLC Video Source. Give the source a descriptive name, such as “Hindi news rotation.”
- Add the cleared files. In the source properties, add the video files to the playlist and arrange them in the intended sequence. Use only files whose live and archive rights you have confirmed.
- Set playback behavior. Enable Loop Playlist to restart playback when the list ends. Enable shuffle only if a randomized order is appropriate. Decide whether playback should stop or continue when the source is not visible in the scene; this matters if you use multiple scenes.
- Prepare the scene and preview it. Fit the video to the canvas and check aspect ratio, sound level, clip changes, and any overlays. Use labels or context only when accurate. Check that the scene does not expose desktop notifications, private information, or unrelated windows.
- Test the full list. Confirm that the first item starts, the intended sequence or shuffle works, playback reaches the end and loops, and audio is audible. OBS documents looping and shuffle controls, but does not promise seamless transitions between files.
This is an OBS encoder playlist: it feeds local files into the live output. It is different from a YouTube playlist, which groups videos for viewers. YouTube’s playlist policy also applies to the combined context; titles or descriptions must not mislead, and a playlist can violate policy even if an individual item might not. YouTube playlist policy
Create the YouTube live stream and connect OBS
- Open YouTube Studio’s Live Control Room. Create a live stream or schedule one, and verify that the channel is eligible. YouTube’s encoder workflow is described in Create a YouTube live stream with an encoder.
- Copy the server URL and stream key. In the stream settings, copy the values YouTube provides. The key tells YouTube which feed to accept; treat it like a password and do not show it on screen or share it publicly. See Manage live stream settings.
- Enter the connection details in OBS. Open Settings > Stream, choose YouTube as the service if available, and enter or connect the stream key. If using a custom server option, enter the server URL and key supplied by YouTube. Do not reuse or publish a key carelessly.
- Start with a private or unlisted test if suitable. Start streaming from OBS, then check the Live Control Room for incoming video and audio. Confirm the right scene is live, the stream status is healthy, and playback order and loop behavior remain correct.
- Go public only after checking the content and presentation. Verify the title, description, visibility, and any viewer-facing YouTube playlist separately from the OBS media list. Avoid implying that clips are current live reporting if they are prerecorded.
Plan for 24/7 operation and YouTube archives
A local OBS setup is only as continuous as its computer, power, network, and encoder session. Decide who will monitor the stream and how to respond if OBS, VLC, the computer, or the connection stops. YouTube’s setup documentation explains how to start an encoder stream but does not guarantee gap-free operation or establish a specific failover behavior.

YouTube states that streams under 12 hours are automatically archived. A 24/7 operator should therefore plan how sessions and archives will be handled instead of assuming one archived live event will cover an indefinite broadcast. Schedule or restart sessions as needed, review the resulting archives, and recheck clips before they replay in case rights or permissions have changed. YouTube encoder streaming instructions
YouTube’s starter guidance lists a maximum of 10 active streams per channel and three per stream key. These are platform limits, not a recommended operating target; check current guidance before planning multiple simultaneous feeds. Get started with live streaming

Copyright permission is separate from monetization eligibility
Having permission to use clips does not by itself make a channel eligible for monetization. YouTube’s channel monetization policy describes reused content as material repurposed without significant original commentary, substantive modification, or educational or entertainment value, and it reviews a channel as a whole. On July 15, 2025, YouTube clarified that repetitive or mass-produced content is ineligible under its inauthentic-content policy; it said the reused-content policy did not change. A rotation dominated by third-party clips with little original contribution may therefore raise monetization concerns even if the clips are licensed. Commentary or editing is not a guarantee of monetization. YouTube channel monetization policies
Troubleshoot common setup problems
| Symptom | Likely cause | What to check |
|---|---|---|
| VLC Video source is missing or will not load | VLC is not installed, or its architecture does not match OBS. | Install VLC and ensure 64-bit OBS is paired with 64-bit VLC, then restart OBS. |
| Only one clip plays, or the list stops at the end | The source may be a single Media Source, or looping is disabled. | Use VLC Video Source, check the playlist contents, and enable Loop Playlist. |
| A clip plays in the wrong order | The list order differs from the intended running order, or shuffle is enabled. | Reorder the VLC playlist and disable shuffle if a fixed sequence is required. |
| The stream does not appear in YouTube | The stream key or server URL may be incorrect, the wrong stream may be selected, or YouTube may not be receiving the encoder feed. | Compare OBS’s stream settings with the values in Live Control Room, confirm the selected stream, and check YouTube’s incoming status before promoting the stream. |
| YouTube interrupts or replaces the broadcast | A third-party content match may have been detected, even when the operator believes a license is in place. | Review YouTube’s copyright notice, confirm the license covers live and archived use, and ask the rights owner whether Content ID allowlisting is required. |
| Video or audio is wrong in the live output | The scene, source sizing, audio levels, or selected files may not match the previewed setup. | Preview the exact scene, test audio, verify the files and aspect ratio, and check for overlays or desktop content that should not be broadcast. |

Can I rebroadcast Hindi news clips I find online?
Not without rights that cover the intended live stream and any archive. Public availability alone is not permission, and YouTube may still interrupt a stream if Content ID allowlisting is needed.

Does an OBS playlist create a playlist on my YouTube channel?
No. OBS’s VLC Video playlist feeds media into the encoder; a YouTube playlist is a separate viewer-facing collection.
