Protect risky actions—not every request. Match rules to the specific endpoint and behavior you need to control, measure normal traffic in preview or count mode, and use challenges or throttling before hard blocks when a client’s intent is uncertain. The right threshold depends on your application, identity signals, traffic patterns, and security provider; there is no universally safe request limit.

Start by scoping the rule to the risky action

A site-wide cap can punish normal browsing, shared office or household networks, mobile users, and integrations. Begin with the operation that is being abused—such as POST requests to a login or one-time-password (OTP) endpoint—and verify its exact hostname, path, and method in your traffic logs. A rule aimed at the wrong path may not match the attack traffic at all; Cloudflare calls out this scope mismatch in its rate-limiting best practices.

Keep the match as narrow as the risk allows. For a login rule, that might mean the exact login route and POST method rather than all requests to the site. Consider whether legitimate retries, password managers, mobile clients, or integrations use the same operation before choosing an action or threshold.

Choose what the rule counts

A threshold only makes sense in relation to its counting identity. Counting by IP address is simple, but one address can represent many legitimate people behind a shared network or carrier-grade NAT. If your provider supports it and your application can reliably identify the client, a session, account, token, cookie, or operation-based key may distinguish users more accurately. Available counting characteristics vary by provider and plan; Cloudflare documents its options and limitations in Rate limiting rules.

If traffic reaches your application through a CDN or reverse proxy, check how the security layer identifies the originating client. A rule that sees only the proxy address can group unrelated visitors together. Configure forwarded-client-IP handling only in a way that trusts headers set by your own infrastructure; client-supplied forwarding headers are not proof of identity.

Establish a baseline before enforcing a threshold

Observe traffic before turning on a block. Look for normal peak usage, retries, batch jobs, partner integrations, campaigns, and the steps real users take to complete the protected operation. Start with the provider’s preview, logging, or count mode, then inspect matched requests and false positives.

Threshold selection is application-specific. Google Cloud Armor describes using an observed traffic percentile, such as the 99th percentile of per-IP request rates, as one way to inform a threshold—not as a universal limit. Its documentation recommends previewing a first deployment and validating application-specific behavior before enforcement in Rate limiting overview and Best practices for Cloud Armor. AWS likewise says to deploy Bot Control in count mode first and inspect labels in WAF logs before blocking in Choosing and configuring Bot Control for your use case.

Count failed authentication attempts when possible

For login and OTP protection, counting only failed authentication responses can avoid charging successful submissions against the same budget. Cloudflare’s examples show response-based counting for 401 or 403 failures on authentication routes. If successful and unsuccessful OTP submissions both return 200, its guidance instead illustrates using a lower request-based threshold. Before relying on response codes, confirm that your application actually distinguishes failure from success consistently. If it does not, use a request-based rule with a carefully tested threshold, or make the application expose a reliable failure signal for the security layer.

Use graduated responses for uncertain traffic

Not every excess request is malicious. A challenge or throttle can slow suspicious activity while giving a legitimate visitor a way to proceed; reserve temporary bans or outright blocks for repeated excess or stronger evidence of automation. Make challenge and denial pages understandable and provide an appropriate support route for users who cannot get through.

AWS describes using Bot Control labels in the application for step-up verification, such as MFA, rather than treating every bot signal as an automatic block. Cloudflare supports managed challenges and bot-score-based matching, while Google Cloud Armor offers throttling and rate-based bans. The available actions depend on each provider’s features and configuration.

Protect good automation and special clients

Review legitimate non-browser traffic before enabling broad bot rules. That includes verified search crawlers, monitoring services, payment callbacks, webhooks, partner APIs, and mobile apps. Preserve verified crawlers when appropriate; blocking them can affect search visibility. Cloudflare also notes that bot detection may be more sensitive to mobile traffic and illustrates excluding API paths in its Challenge bad bots guidance.

Do not treat a user-agent string as proof that a client is trustworthy: it can be copied or spoofed. Prefer authenticated credentials, verified provider signals, or other reliable identity checks for exceptions. AWS documents that verified bots are permitted by default in its Bot Control context and that bot labels can be used by the application; check the details for your configuration in AWS’s Bot Control guidance.

Account for rule order, plan limits, and deployment topology

  • Rule order: Check which rules run first and whether an action stops later evaluation. Cloudflare documents rule execution and rate-limit behavior in Rate limiting rules.
  • Plan and feature availability: Counting fields, aggregation choices, bot signals, and response-based counting may depend on provider and plan. Confirm the features your deployment actually has before designing around them.
  • Regional deployments: Google Cloud Armor applies configured thresholds independently across regions, so a multi-region service may see a higher aggregate rate than a single-region threshold suggests. See Google Cloud Armor’s overview.
  • Counter timing: Rate limiting is not necessarily an exact hard cap. Cloudflare says counters can take seconds to update, allowing some excess requests to reach the origin before mitigation takes effect; see Rate limiting rules.

A cautious rollout for a login rule

  1. Match the exact operation: Configure the rule for the correct hostname, login path, and POST method.
  2. Observe first: Use logging, preview, or count mode and review ordinary retries, shared-network traffic, password-manager behavior, and integration requests.
  3. Use failure signals if available: Count failed 401 or 403 responses if the application returns them consistently; otherwise, tune a request-based rule against observed traffic.
  4. Begin with a reversible response: Challenge or throttle elevated activity, and escalate only for repeated excess or stronger evidence of abuse.
  5. Make exceptions verifiable: Allow trusted automation through authenticated identity or dependable provider signals, not a user-agent string alone.
  6. Review impact after rollout: Check matched, allowed, challenged, throttled, and blocked requests alongside user reports, successful conversions, and origin load. Adjust the scope, counting key, or threshold if legitimate activity is caught.

Cloudflare illustrates one staged login policy: four failed attempts per minute prompt a managed challenge, followed by another challenge after ten failures in ten minutes and a one-day block after twenty failures in an hour. Its documentation says the example requires Business or higher; the figures are illustrative, not recommended universal settings. It also gives an OTP example of a ten-minute block after five failed attempts per minute. See Cloudflare’s best practices.

Keep tuning after launch

Monitor how many requests are allowed, challenged, throttled, or blocked, and compare that with customer reports, successful conversions, and load reaching your origin. Revisit the rule when user geography, campaigns, product releases, integrations, or abuse patterns change. A limit that fit one traffic pattern may become disruptive after the application or its audience changes.
