Whether you can send money to Iran depends on the laws that apply to you, the purpose of the payment, everyone involved, and the route used. There is no single worldwide rule. U.S. rules allow a limited category of noncommercial personal transfers subject to strict processing and sanctions conditions; UK rules focus on designated persons and entities they own or control. Even when a transfer is legally permitted, a bank or transfer provider may not support or accept it.

Can I send money to Iran?

Possibly, but the answer depends on your circumstances. The U.S. and UK rules described here are not interchangeable, and they do not establish the law for every sender country. A payment can raise sanctions issues because of the people, banks, or intermediaries involved—not simply because Iran is the destination.

Also distinguish two separate questions:

  • Is the transaction legally authorized? That depends on the applicable sanctions rules and the facts of the transfer.
  • Will a provider process it? A bank or transfer company can decline a route even when a general authorization may apply. Legal permission is not a promise of service or successful delivery.

The information below summarizes U.S. and UK official guidance current as of October 4, 2026. It is not a complete survey of other jurisdictions or a determination about an individual transaction.

How U.S. rules treat personal transfers to Iran

The U.S. Treasury Department’s Office of Foreign Assets Control (OFAC) says in FAQ 243 that the Iranian Transactions and Sanctions Regulations authorize certain transfers that are “noncommercial and personal in nature” to or from Iran, or for or on behalf of an individual ordinarily resident in Iran. This is a limited authorization with conditions; it is not permission for every payment to an Iranian recipient.

Processing conditions matter

For the authorization described in FAQ 243, the transfer must be processed by a U.S. depository institution or a U.S.-registered broker or dealer in securities. OFAC says a U.S. person may not deal directly with a money service business (MSB) or hawala, wherever located. The FAQ does say that the authorization does not prevent a qualifying U.S. financial institution from using a third-country MSB or hawala to process an authorized transfer.

OFAC FAQ 164 discusses why the route matters: U.S. banks are prohibited from operating correspondent accounts for Iranian banks, and the FAQ describes an intermediary non-U.S. financial institution in the circumstances it addresses. This is regulatory processing information, not a recommendation of a particular route and not a guarantee that a transfer will clear.

Screen every party, not just the destination

OFAC’s consolidated FAQ describes restrictions on transactions made by, to, or through persons and financial institutions blocked under specified sanctions authorities. It also describes a narrow exception for an Iranian financial institution blocked solely under Executive Order 13599. Do not assume either that every Iranian bank is permitted or that every Iranian bank is prohibited: the applicable designation and its legal basis matter.

When a specific license is not a routine workaround

OFAC’s Iran sanctions materials explain that general licenses authorize only the activities they describe and that Iran sanctions arise under multiple legal authorities. OFAC’s current specific-license page states a presumption of denial for Iran-related applications, subject to exceptions described there. If a transfer does not clearly fit an applicable authorization, do not assume that applying for a specific license will make it viable.

How UK sanctions affect a transfer

The UK Iran sanctions statutory guidance, updated September 9, 2026, describes a targeted asset freeze and prohibits making funds or economic resources available to designated persons, including through entities they own or control. UK financial sanctions guidance applies to people and activities in the UK and to UK-incorporated organisations operating elsewhere.

The cited UK guidance does not establish that every ordinary personal transfer to an Iranian recipient is prohibited. Before paying, check whether the recipient, any relevant entity, or another party is designated or owned or controlled by a designated person, and consider the payment’s purpose and the current rules. This UK summary should not be used to decide whether a transfer is allowed under U.S. law or the law of another country.

How to check a transfer before sending it

  1. Work out which jurisdictions apply. Consider where you are, your citizenship or organizational status, and other relevant connections. If you are acting for an organization, consider where it is incorporated and operates. Do not assume that the U.S. or UK rules alone answer the question for you.
  2. Define the payment’s purpose. Identify who is sending, who will receive the funds, and what they are for. For the U.S. authorization discussed above, the transfer must be genuinely personal and noncommercial; a business-related payment should not be treated as a personal remittance.
  3. Check the parties and institutions against applicable sanctions. Include the recipient, recipient’s bank, and any intermediary the provider proposes to use. Consider applicable ownership and control rules as well as listed names. If you cannot resolve a possible match or designation, pause and ask the provider or a qualified sanctions professional.
  4. Ask a regulated financial institution about its route. Explain the destination, purpose, sender and recipient, and ask whether the institution can lawfully process that specific transfer and which intermediary institutions may be involved. For a U.S.-connected transfer, ask how the institution handles the U.S. processing requirement and third-country route described by OFAC. Do not assume a provider’s general international-transfer service includes Iran.
  5. Confirm current provider acceptance and requirements. Ask which recipient, bank, and payment details or supporting documents it needs, and whether it currently accepts the corridor. Answer compliance questions truthfully. Provider support, fees, exchange rates, delivery methods, and timing can vary; the official rules cited here do not establish availability or terms for any named service.
  6. Stop if the facts do not fit a clear authorization. If the transfer is commercial, involves a designated person or institution, or otherwise falls outside the conditions you have confirmed, get advice specific to the relevant jurisdiction or guidance from the appropriate regulator before attempting payment. Do not disguise the purpose or parties to get a transfer through.

Can I send money to family in Iran?

A family relationship may help explain why a payment is personal, but it does not by itself establish that the transfer is authorized or that a provider will process it. For a U.S.-connected transfer, check whether it meets OFAC’s noncommercial, personal conditions and processing requirements, then screen the recipient and financial institutions. For a UK-connected transfer, check the recipient and relevant entities against designation and ownership or control rules.

What this guidance does not establish

The U.S. and UK sources summarized here do not settle every country’s rules, the facts of your particular payment, a provider’s risk policy, or whether a specific transfer will succeed. They also do not verify any named service’s Iran availability, fees, exchange rate, delivery time, or payment method. Check current official rules and sanctions designations, then obtain confirmation from the financial institution that would handle your transaction.
