Secure a static-site deployment by controlling every step that can turn a repository change into a live page: who can change the source and workflow, which jobs can access credentials, what code runs during a build, who can publish production, and who can open previews. Static describes the served output—not the risk of the build and release pipeline.

Map the route from a change to a published site

Before changing settings, trace the deployment path for your project. A typical route runs from a repository change through a CI runner and its actions or dependencies, into a build command and generated files, then through hosting credentials to a preview or production deployment. Domain and DNS configuration determine where visitors ultimately arrive.

At each step, identify who can authorize it and what it can access. Ask which inputs are untrusted, which jobs receive secrets, which branches or tags can publish production, and whether preview environments contain anything that should not be public. This matters even when the published files are static: client-side code, third-party services, or functions can still create security concerns, and a compromised build can alter the output.

Protect repository changes and workflow code

A deployment workflow is privileged code: changing it can change what gets built, where it is sent, or which credentials are used. Protect the source branch used for production with appropriate branch rules and review. Review changes to workflow files and dependencies as carefully as application changes, and use trusted actions whose provenance and requested permissions you understand.

  • Set each job’s permissions to the minimum it needs; do not grant repository-wide write access by default.
  • Review workflow triggers and how event data is used. Pull-request content and other contributor-controlled inputs are untrusted, particularly in workflows that can access secrets or write permissions.
  • Keep production changes subject to the review and authorization process your project requires.

GitHub’s secure-use reference covers broader Actions hardening. Its guidance should be applied to the actual triggers, permissions, and code in your workflows rather than treated as a guarantee that a workflow is safe by default.

Gate production publishing

GitHub Actions environments

For a GitHub Actions deployment, create an environment for production and configure its deployment branches or tags so only intended refs can target it. Add required reviewers when a person should approve a release. GitHub documents that environment protection rules can gate a job and that environment secrets are available only to jobs that reference that environment; when reviewer approval is required, the job cannot access those secrets until approval.

These controls are not identical across every GitHub account. Available protection features depend on repository visibility and plan, so check the current GitHub environments documentation for the repository and account you use before relying on a particular rule.

Netlify production deploys

Netlify documents an Require Git-based workflows to publish to production setting. When enabled, production publishing must come through Git pushes to the configured production branch; other deploy contexts can be deployed separately. This creates a defined route for production rather than allowing an unrelated publishing path to bypass it. See Netlify’s Git workflows overview for the setting and its behavior.

Keep credentials out of source and public output

Store deployment credentials in the CI or hosting provider’s secret manager, scope them as narrowly as possible, and expose them only to jobs that need them. Do not commit credential files or .env files, print secrets in build logs, or bundle server-side credentials into generated assets. Anything shipped as a public static file should be treated as accessible to visitors.

Cloudflare’s documented GitHub Actions example for Pages Direct Upload stores the account ID and API token as repository secrets and uses explicit job permissions of contents: read and deployments: write. Treat those values as an example to adapt—not as a universal permission recipe. Create a token with only the authority the project needs, and review the permissions required by your own workflow. Netlify recommends managing sensitive environment values through its controls and scopes. Its documentation also describes secret scanning that can fail a build when potential secret exposure is detected. Scanning is a useful backstop, not a substitute for limiting access or keeping sensitive values out of source, logs, and generated output. Set an access policy for previews and branch deployments

Preview URLs and branch deployments make review easier, but they can expose draft content or internal information. Decide who should be able to open each preview, whether it contains production data, and whether its build can access secrets. Do not infer that a preview is private simply because the platform supports previews.

  • Netlify recommends team-login protection for non-production previews. Check the project’s access settings and apply protection where preview content should remain internal.
  • Cloudflare Pages supports preview deployments for custom branches and pull requests. Configure and verify access according to the sensitivity of the content rather than assuming the feature itself restricts viewers.

Choose a deployment integration with migration in mind

Hosting integrations differ in where builds run and how code reaches the host. A provider’s Git integration can manage builds directly from repository changes; an external CI workflow can build and upload output, such as through a Direct Upload path. Compare the options against how your team will control production refs and approvals, create and revoke credentials, restrict previews, and audit publishing activity. Verify which controls are available for your account, plan, repository visibility, and workflow design.

Cloudflare’s current Pages documentation says that a project created with Git integration cannot later be switched to Direct Upload. If that choice may matter to your workflow or migration plans, account for it when creating the project. The documented constraint appears in Cloudflare’s Git integration documentation.
