Short answer: collect Instagram data only when you have explicit permission or a current Meta-approved access path for the account and data involved. “Public” does not automatically mean “licensed for automated collection.” Meta describes scraping as automated collection from a website or interface and distinguishes authorized from unauthorized activity. Before writing code, check the current Instagram Terms of Use, Meta developer documentation for your account type, and the rights attached to any content you plan to store or republish.
If you cannot establish that permission, do not bypass a login wall, CAPTCHA, rate limit, or other platform control. Use an account export, an approved integration, or obtain written consent instead.
What Instagram scraping actually means
Scraping is a method, not a permission. It can mean downloading HTML, reading data exposed by an approved interface, collecting an account export, or rendering a page in a browser and saving selected information. Meta’s help material describes automated collection from websites or interfaces built for people and notes that collection may be authorized or unauthorized.
That distinction matters for profiles, posts, comments, Stories and photos alike. Meta has described enforcement actions involving automated collection of those categories in particular cases. Those descriptions are reports about specific actions, not a promise that every tool can access every field.

Why a visible page is not an authorization
A person can view a profile or download an image manually and still lack permission to automate collection, retain the data, or republish it. The current terms and any agreement with the account owner control what you may do. An archived reproduction of Instagram’s terms says unauthorized access or automated collection without express permission is prohibited; verify the live terms before relying on that wording.
What rate limits tell you
Meta identifies rate limits as one measure used to make unauthorized scraping more difficult. No stable, Instagram-specific numeric limit is established here, so do not design a system around a guessed requests-per-minute figure. A challenge, login prompt, HTTP error or sudden empty response is a signal to stop and review authorization, not to add evasion logic.
Choose a compliant source before collecting anything
Document the purpose, account owner, fields, retention period and reuse plan. Then choose the least invasive source that satisfies that purpose.

Current endpoint names, scopes, eligibility requirements and fields for profile, post, comment and photo data must be checked in Meta’s live developer documentation. Do not assume an endpoint exists, that a field is available to your app, or that a permission granted for one data type covers another.

- Identify the account owner and obtain express permission when the account or content is not yours.
- Record the allowed data types: profile details, post text, comments, images, video, Stories or metadata.
- Specify purpose, retention, deletion requests, who can access the files and whether results will be published.
- Use the official access method approved for your account. Never use someone else’s password or session cookie.
- Stop when you encounter a login wall, CAPTCHA, bot check, consent failure or rate-limit response. Do not attempt to defeat it.
- Minimize collection. If you need comment counts, do not retain full comment text; if you need thumbnails, do not keep original-resolution files.
- Secure exports and tokens, separate them from source code, and delete data when the agreed period ends.
A safe do-it-yourself browser capture (only with authorization)
A browser can render a page that requires JavaScript, but it does not create permission. The example below is intentionally limited: it opens a URL you own or are authorized to capture, saves the rendered HTML, and does not log in, solve a challenge, or evade a control. Install Playwright with pip install playwright and then playwright install chromium.

- Replace the target with an account or page covered by your written authorization.
- Run at low volume and keep a record of when each capture occurred.
- Inspect the result manually before extracting fields or media.
- Delete the snapshot if permission is withdrawn or the retention period expires.

Instagram’s markup can change, consent dialogs can alter what is rendered, and a page may omit information that an approved interface would provide. If you later parse the file, validate every selector against a small authorized sample and expect breakage after site updates. Never turn this into a password-login bot or a mechanism for collecting accounts you have not been authorized to access.
Extracting only the fields you need
Keep extraction separate from capture. Parse the saved file, select the minimum fields named in your authorization, and write a structured record with a capture timestamp and source URL. Avoid treating CSS classes, embedded JSON objects or image URLs as stable APIs. They are implementation details and may expose data that your permission does not cover.
Profiles, posts, comments and photos require different checks
Profiles
Confirm whether the owner permitted collection of the biography, avatar, follower information or other attributes. A profile can contain personal information even when the page is visible to the public. Do not infer sensitive characteristics or combine fields to create a new profile without a lawful, documented purpose.

Define whether you need captions, dates, engagement numbers, location labels or only a list of URLs. Keep a versioned record if the data will support an audit, because posts and captions can be edited or deleted. Do not claim that a field is available through an API until current Meta documentation confirms it for your app.
Comments
Comments may include usernames, personal opinions and information about people who never agreed to your project. Collect only the comments necessary for the stated purpose, restrict internal access, and provide a deletion process. Do not use automated collection to identify or contact commenters.

Photos and other media
Access is not ownership. Instagram’s help guidance says users should post content that does not violate another person’s intellectual-property rights. Downloading an image does not grant a license to publish it on a website, in advertising, or in a dataset. Obtain permission or rely on a clearly applicable legal basis before republication, and keep proof of that basis.
Processing an authorized export instead of scraping live pages
For your own account, an export is often safer and more reproducible than repeatedly loading live pages. Store the original archive read-only, work on a copy, and hash files if you need to prove that records were not altered. A small local script can inventory files without contacting Instagram:

- Throttle by design: schedule small batches, cache unchanged pages and honor every documented limit. More retries can increase risk rather than reliability.
- Make jobs idempotent: identify a capture by URL, authorization record and timestamp so a restart does not duplicate data.
- Use timeouts and a stop policy: one timeout should mark a record for review, not trigger an endless loop.
- Separate raw and derived data: encrypt originals, expose only the fields analysts need, and log deletions.
- Budget media: photos and PDFs consume more storage than text. Set maximum dimensions, use permitted thumbnails where possible and apply a retention date.

Troubleshooting without bypassing controls
The page shows a login prompt or CAPTCHA
Stop the job. Confirm that the account and method are authorized, then switch to an approved integration or export. Do not rotate accounts, spoof identities or attempt to solve the challenge automatically.
The browser returns an empty or partial page
Check whether JavaScript finished, whether a consent dialog blocked rendering, and whether the page is available to your authorized session. Capture a single page manually, increase the navigation timeout modestly, and record the failure. Do not increase concurrency until the cause is understood.
Requests begin failing after a batch
Treat this as a possible rate-limit or policy signal. Pause, review your permissions and contact the data owner or Meta support channel available to your app. There is no verified universal Instagram limit to tune against.

An image is needed for publication
Ask the rights holder for a written license or use content for which you have another clear legal basis. A successful download, screenshot or API response does not itself grant republication rights.
Decision rule
Proceed only when you can answer “yes” to all three questions: Do I have permission for this account and data type? Am I using a currently approved access method? Can I protect, minimize and delete the resulting data as promised? If any answer is no, stop collecting and redesign the workflow around consent, an export or official documentation.

Is scraping limited to downloading page HTML?
No. Automated collection can include browser rendering, structured exports, media downloads and data obtained through an approved interface. The permission analysis applies to each method.

A screenshot may still contain personal information and copyrighted material. Store it only for an authorized purpose, restrict access and follow the agreed retention and deletion rules.
