To run a regional news archive channel around the clock, schedule a YouTube Live event in YouTube Studio and feed it continuously through an encoder or cloud playout service. A YouTube playlist organizes videos for viewing; the YouTube help pages cited here do not describe a playlist as an automatic, endless live broadcast. Plan the continuous feed, rights, local recording, and recovery separately from the event schedule.
What “schedule a 24/7 playlist” means on YouTube
YouTube’s documented workflow separates scheduling a livestream from organizing archives and highlights into playlists. Scheduling creates the live event and its watch page; an encoder or hosted playout workflow must supply the actual continuous video feed. Do not rely on a playlist alone to loop as a live channel. YouTube’s scheduling guidance and promotion guidance cover these as distinct tasks.
For a regional news archive, think of the operation as two connected parts: the scheduled Live event and the source of its uninterrupted feed. You can use software or hardware encoding, or a hosted playout service. Before choosing, confirm that it can loop or schedule files, recover after interruption, protect the stream key, and make local recordings if you need them.
Prepare the channel and content before scheduling
Check live-stream access and activate early
- Verify the channel and confirm it has no live-streaming restrictions during the preceding 90 days. See YouTube’s live-streaming tips.
- Enable live streaming well before launch. YouTube says first-time activation can take up to 24 hours, so do not leave activation until the planned broadcast day. See YouTube’s scheduling guidance.
Clear the rights for every item
Before putting archive material into continuous rotation, confirm that you have the necessary rights for worldwide exploitation of the live content and meet applicable law and regulatory requirements in the territories where it is streamed. That review should include reports, clips, photographs, graphics, music beds, and sound recordings. Public availability or an earlier broadcast does not by itself establish replay rights. YouTube sets out provider obligations in its livestream terms.

India’s Ministry of Information and Broadcasting says its Digital Media Division administers Part III of the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021. That part includes a Code of Ethics for covered publishers of news and current affairs on digital media and a three-tier grievance-redressal mechanism. Whether a particular channel is covered depends on its facts and status; the ministry’s overview is not an individual legal determination. See the ministry’s Digital Media Division page.
India’s Copyright Rules page describes notice and royalty provisions for statutory broadcasting of certain published literary and musical works and sound recordings. That framework is specific; it is not blanket permission to rebroadcast a news archive online. Seek qualified legal advice if the rights or regulatory position is unclear.

Investigate Indian news-material sources carefully
In a release dated 10 March 2026, the Press Information Bureau described PB-SHABD (Prasar Bharati-Shared Audio-Visuals for Broadcast and Dissemination) as supplying daily video, audio, text, and photo news items, including material in major Indian languages. The release said the service’s content was logo-free, required no credit, and that access would remain free through March 2027. Confirm current account eligibility, service terms, and permitted uses before adding any material to a YouTube stream. See the 10 March 2026 PIB release.

Schedule the YouTube Live event
- In YouTube Studio, select Create > Go Live.
- Open the Manage tab, then choose Schedule Stream.
- Create a stream or reuse settings. Set the title, planned time, visibility, and relevant stream settings. If reusing settings, verify the copied metadata and stream key rather than assuming they are current.
- Copy the stream URL and key into your encoder or hosted playout service. Treat the key like a password; YouTube describes it as analogous to a password and address. Do not expose it in public notes, screenshots, or a shared playlist description.
- Connect the encoder, start sending the feed, and check the Live Control Room preview before making the event live. Test watch-page and channel-page access, mobile playback, and audio/video quality.
For a scheduled event, YouTube advises setting up the encoder at least two hours in advance and starting it at least 15 minutes before the event. If you operate a backup encoder, test failover rather than assuming it will take over correctly. See YouTube’s live-streaming tips.
Plan the continuous feed, bitrate, and recording
Leave upload bandwidth headroom
Make sure the available upstream bandwidth exceeds the total stream bitrate. YouTube recommends leaving about 20% spare upload bandwidth; include primary and backup feeds where applicable. This is a recommendation, not a guarantee against congestion or outages. See YouTube’s streaming tips.

Do not treat a 24-hour broadcast as a dependable archive
YouTube says it can automatically archive livestreams shorter than 12 hours. If a stream exceeds 12 hours, it may not be captured at all. A single continuous 24/7 broadcast is therefore not a dependable way to create a complete YouTube archive. Record locally, check that the recording file is growing during the broadcast, and plan how to preserve and publish usable segments. The cited YouTube guidance does not guarantee how a third-party playout service will split or reconnect a continuous feed. See YouTube’s archive guidance and live-streaming tips.
Organize the published archive separately
After the broadcast, organize finished archives and highlight clips into YouTube playlists. Share the scheduled watch link in advance if viewers should find the upcoming live event. These steps help viewers discover the material, but do not provide the live playout mechanism. See YouTube’s promotion guidance.

Choose a way to keep the stream running
Compare options on unattended restart behavior, file scheduling and looping, stream-key security, local recording and recovery, redundancy, required upload bandwidth, operating cost, and YouTube Live compatibility. YouTube’s cited guidance supports encoder-based streaming and operational checks; it does not compare specific 24/7 automation products.

Quick Recap
Troubleshoot common launch problems
- Live streaming is not available yet: activate it earlier; first-time activation may take up to 24 hours. Check channel verification and recent live-stream restrictions.
- The event is scheduled but viewers see no video: scheduling does not supply the feed. Check that the encoder is connected to the correct server URL and stream key, is sending video, and that the Live Control Room preview appears.
- The encoder will not connect: confirm the copied stream URL and key, and ensure you did not reuse an outdated key or metadata. Keep the key private while checking it.
- Playback stutters or drops: compare the stream’s total bitrate, including any backup feed, with available upload bandwidth. Leave YouTube’s recommended 20% headroom and test the network before airtime.
- The broadcast is missing from automatic archives: a stream longer than 12 hours may not be captured. Use and verify a local recording, then publish suitable segments deliberately.
- The backup encoder does not take over: test failover in advance and verify that the backup has the correct stream configuration and source material.
- A clip triggers a rights or policy concern: pause its use until you verify ownership, licences, and any applicable permissions; prior public availability is not proof of replay rights.
