Capture the relevant page in its browser view, preserve the unaltered original, and keep it with a capture log recording the full URL, capture time and time zone, page title, operator, and browser/device context. Include any publication or review date displayed on the portal. If the screenshot may be submitted in legal proceedings, treat that as a separate evidence-handling question: section 63 of the Bharatiya Sakshya Adhiniyam, 2023 (BSA) sets conditions for proving computer output and provides for a certificate. A screenshot alone does not guarantee admissibility.
What to record before you capture the portal
First confirm that you have reached the exact page relevant to the compliance point. Government portals may move content between pages or redirect an address, so record the page you actually viewed and any change in its address.
- Full URL: Include the path and query string when relevant. If the site redirects, note the original address and the final address shown in the browser.
- Capture timestamp: Record date, time, and time zone in a consistent format. Use your organization’s approved clock source where applicable.
- Page identity: Record the page title and portal or department name.
- Displayed dates: Note any publication, effective, or last-reviewed date visible on the page. GIGW 3.0 calls for publication or review dates on important pages, but the presence or absence of such a date does not by itself establish when the page was captured.
- Operator and environment: Identify who took the screenshot and the browser and device context. These details make the capture’s provenance easier to understand later; the guidance cited here does not prescribe a specific log template.
GIGW recognizes gov.in and nic.in as indicators of official government website identity. That can help identify a portal, but a domain indicator or screenshot does not independently prove a page’s authenticity or legal status.
Capture and preserve the screenshot
- Open the relevant page in a browser. Confirm the URL, page title, relevant content, and any date displayed by the portal.
- Capture the content needed for the report. If the information continues below the visible screen, capture the additional views needed to show it. Do not present one partial view as if it represented the complete page.
- Save the original file unchanged. Retain it in its native output format. Do not crop, annotate, or overwrite the original. If the report needs highlights or redactions, make a separately named working copy and keep the original.
- Name and group the files consistently. Use a stable identifier that connects the screenshot to the report item, such as a case reference and capture timestamp. Store the image with its capture-log entry.
- Apply your retention and access controls. If organizational rules call for a second controlled copy, retain one and log transfers or custody changes. GIGW policy material discusses safe custody and restricted, logged access in its website-security context; applying suitable controls to a report package is a practical measure, not a screenshot-specific statutory format.
- Consider fixity records for recurring preservation. An organization may record a cryptographic hash under its approved procedure to help detect subsequent file changes. Government digital-preservation guidance includes fixity metadata, but the material cited here does not mandate a screenshot hash algorithm, and a hash does not prove what the portal displayed.
Suggested capture-log entry
No particular log template is prescribed by the guidance cited here. A useful entry can include: report or case reference; screenshot filename; full URL as viewed; redirect notes; page title; portal or department; visible publication, effective, or review date; capture date and time with time zone; operator; browser and device context; and the related report point. Keep the log linked to the original image rather than relying only on a caption embedded in an edited copy.

Assemble the report appendix
For each image, provide a concise caption with the page title, complete URL, capture timestamp and time zone, and the compliance point it supports. State whether the portal itself displayed a publication or review date. Link the image to its capture-log entry and retain the original file with the report records.
GIGW’s archival policy templates explain that departments should set out how long content remains online, when it moves to offline archives, and whether or when it may be purged. A dated capture can therefore help preserve the context of a time-sensitive notice or page that might later change or disappear. GIGW’s website and archival guidance is operational context, not an evidentiary rule.

When a screenshot may be used as evidence in India
The BSA distinguishes recognition of electronic records from the requirements for proving their contents. Section 61 says an electronic or digital record is not to be denied legal effect merely because it is electronic, subject to section 63. Section 62 directs that the contents of electronic records may be proved under section 63. Section 63(1) addresses computer output, including information stored, recorded, or copied in electronic form, when statutory conditions are met.

Section 63(4) says that when a statement is to be given in evidence by virtue of that section, a certificate is to be submitted with the electronic record each time it is submitted for admission. The certificate identifies the record, describes how it was produced, gives appropriate particulars of the devices involved, and addresses the conditions in section 63(2). Accordingly, do not assume that taking a screenshot, printing it, or saving it to a storage device alone satisfies the evidentiary requirements.

A presentation by Dr. M. S. Deshpande, Additional Director, Maharashtra Judicial Academy, says website contents may be proved by producing a printout of the site or screenshots, and says section 63(4) certification is necessary. This is judicial training material, not a court holding and not the wording of the statute. If the report may be used in litigation, a regulatory proceeding, or a formal evidentiary submission, ask the responsible legal professional to confirm the certificate and handling requirements for that particular record and proceeding.
A USB flash drive can be used as a storage medium for a secondary copy if your policy calls for one. It is not required to capture a screenshot, is not secure merely because it is removable, and does not establish authenticity or admissibility.

Use a browser screenshot or an API?
For a compliance appendix where the visible browser context matters, a manual browser capture makes it straightforward to inspect the page and record what you observed. An API can automate repeat captures, but automation does not replace the capture log, original-file preservation, or legal review described above. Choose based on whether the workflow captures all relevant content and preserves the URL, time, provenance, an unchanged original, and a readable appendix.
