First check whether the government website already offers an official PDF or download of the information you need. If it does not, open the page in a browser, use its print function, and choose the PDF or “Save as PDF” destination. Then open the saved file and check that it contains the material you need and is readable. A PDF is a snapshot, not a live copy: keep the page URL and capture date with it, and revisit the official page when you need current information.
Choose an official download or a browser-created PDF
Look for a PDF or other download linked from the government page before printing the page yourself. An official file may be a better fit when you need a particular form, notice, report, or document rather than a copy of the page that presents it. The Guidelines for Indian Government Websites and Apps (GIGW) say downloadable material should include details such as its title, size, format, and usage instructions; GIGW help also describes information being made available in PDF and other formats.

A physical printer is not required to make a digital PDF. The browser’s print dialog can save to a PDF destination, though the label and menu location depend on the device and browser.

- Open the specific government webpage you want to keep. If it offers an official download, open that file and confirm it covers your need before making a page printout.
- Open the browser’s print function. Choose a PDF destination or the option labeled “Save as PDF”; the exact controls vary by browser and device.
- Review the print preview. Check that the needed text, tables, and images are present and that the page breaks do not cut off important material.
- Save the file to a folder you can find offline. Give it a useful filename, and record the page URL and date captured alongside it—for example, in the filename or a note stored with the PDF.
- Open the saved PDF and inspect it at a readable zoom. If content is missing or badly laid out, try adjusting the print dialog’s layout or scale settings, or use an official download if one is available.
GIGW includes the printability checkpoint, “Content of the web page prints correctly on an A4 size paper” (checkpoint 20). That is a useful quality check, not a requirement that every reader use a particular browser or print workflow.

What a saved PDF can—and cannot—preserve
A browser-created PDF preserves a rendered page at the time you saved it; it does not update when the live website changes. Rendering may differ with the browser, device, and page design. Do not assume a PDF will preserve interactive forms, animations, changing database results, or material behind a login. Check the individual page and saved file rather than relying on those elements to transfer.
Keep the live page available as an alternative where accessibility matters. PDF accessibility is not guaranteed: the eFiling Services accessibility statement for eCourts says that portal’s PDF files are currently not accessible. That warning is specific to eCourts and should not be generalized to every government website or PDF.

The eCourts homepage cautions users to cross-check information with relevant authorities or records and says its website information is not meant for legal evidence; that disclaimer applies to eCourts, not automatically to other portals.

DigiLocker describes services for accessing, storing, sharing, and verifying authentic digital documents and certificates. Its stated scope does not establish it as a webpage-to-PDF conversion tool.
Do I need to install a PDF reader or buy a printer?
No purchase or physical printer is required to create a PDF through a browser’s print function. A PDF reader is for opening or reading a PDF, not for establishing that a separate paid product is needed to create one.
