To save a webpage as a PDF, use the browser’s Print dialog and choose its PDF destination; Developer Tools are for inspecting and adjusting the page’s print layout, not for saving the file themselves. For repeated automated captures, Chrome offers Headless printing and the DevTools Protocol.
Save a webpage as a PDF with the browser’s Print dialog

Open the webpage and choose Print from the browser menu, or use the browser’s print shortcut. Microsoft Edge documents Ctrl+P on Windows and Command+P on Mac; shortcuts can vary by browser and platform. See Microsoft’s Edge printing instructions.

In the print preview, choose a PDF destination rather than a physical printer. Firefox labels its option Save to PDF; other browsers may show a different PDF destination. See Mozilla’s Firefox printing instructions.

Review the preview, adjust the available layout settings, then select Save and choose where to store the file.

You do not need a printer or paper to create a PDF. The exact controls and labels vary by browser version and operating system, so use the current print preview as your guide.
What to adjust when the PDF layout is wrong
A printed page can look different from the screen because websites may apply separate print styles. Check the preview before sharing or relying on the PDF.

Use Developer Tools to preview and debug print styles
Developer Tools do not create the PDF. They let you see how the page’s CSS changes for print and inspect or edit those styles; when the layout is ready, use the browser’s Print dialog to save the PDF.

If needed, reveal Quick View, then select More tools > Rendering.

In the Rendering tool, set Emulate CSS media type to print. The page now displays its print-media styling.

Use the Elements panel to inspect the page structure and print styles. You can edit styles there to examine possible layout changes. See Microsoft’s print-preview workflow and Elements panel overview.

Return Emulate CSS media type to No emulation when you want to restore the normal screen rendering. To produce the file, open the browser’s Print dialog and select its PDF destination.

Automate PDF output with Chrome
For repeatable capture, Chrome provides two developer-oriented routes: the Headless command line and the DevTools Protocol’s Page.printToPDF method. These are more suitable for automation than a one-off save through the print dialog.
Chrome Headless command line
Run this command with Chrome installed; it writes output.pdf to the current working directory:
chrome --headless --print-to-pdf https://example.com/To omit PDF headers and footers, including date/time and URL/page-number material, add --no-pdf-header-footer:
chrome --headless --print-to-pdf --no-pdf-header-footer https://example.com/For pages that may still be loading, Chrome documents --timeout=<milliseconds> as a maximum wait before capture. It also documents --virtual-time-budget for time-dependent page code. A fixed wait does not guarantee that delayed, personalized, or interaction-dependent content has finished rendering. Chrome DevTools Protocol
Browser automation clients can call the DevTools Protocol method Page.printToPDF. Its options include landscape orientation, page margins, scale, paper-related settings, and whether to display headers and footers, including custom templates. Consult the current Page.printToPDF protocol documentation for the method’s parameters and response format. This is a browser-control interface, not a substitute for the simpler print dialog when saving one page manually.
Troubleshoot common PDF problems

The PDF looks different from the webpage: inspect the print preview and adjust paper size, orientation, scale, or margins. Print-specific CSS may change the page’s layout; use Edge’s print-media emulation to inspect it.

Background colors or images are absent: in Edge, check More settings > Background graphics. The output depends on the print setting.

The PDF includes too much surrounding content: try a browser’s simplified reading or immersive printing option where available, or print a selection in Edge. Availability depends on the browser and site.

A Headless PDF is incomplete: a timeout or virtual-time budget can help with some loading and time-dependent behavior, but neither ensures that every site-specific script or interaction has completed. A page may need handling tailored to its behavior.

You changed a style in DevTools but the PDF did not change: DevTools is for inspecting and previewing the rendering. Open the browser’s print dialog after adjusting the page and inspect that dialog’s own preview before saving.
