For a paginated, readable PDF, open the exact government webpage and use your browser’s Print → Save to PDF option. That creates a print layout, not a pixel-for-pixel screenshot. If you need the page’s visual appearance, capture it as a full-page image first and convert that image to PDF.
Choose between a print-ready PDF and a visual screenshot
These methods serve different purposes. Browser printing flows webpage content onto paper-sized pages; print styling can change or omit parts of the screen view. A full-page screenshot preserves the page as an image, but it may be harder to search, select text from, or read with assistive technology. Decide which quality matters most before saving.

Save the government webpage as a PDF using browser printing
- Open the exact page. Confirm the page title and address bar URL. For a record, note the URL and capture date; a portal home page is not a substitute for the page you need.
- Open Print. In Microsoft Edge, press Ctrl+P on Windows or Command+P on macOS. In Firefox, open the browser’s print workflow.
- Select the PDF destination. Firefox documents “Save to PDF” as a destination. In other browsers, choose the available PDF-saving destination rather than a physical printer.
- Review the preview before saving. Set paper size, orientation, scale and margins as needed. Choose landscape for wide tables if it avoids clipping. Firefox documents controls for destination, orientation, page range, colour, paper size, scale, margins, headers and footers, and print backgrounds. In Edge, More settings includes headers and footers and background graphics.
- Save and verify the file. Use a clear filename containing the organisation or page topic and date. Reopen the PDF and check the first, middle and last pages, plus any critical text, links, charts or attachments.
Mozilla cautions that “Web pages can set themselves up to appear different on paper to how they look on screen, so don’t be surprised to see some changes.” Use preview to catch blank sections, clipped menus, broken tables and unexpected pagination. Enable background graphics only when they carry useful information or are needed to match the preview to the intended appearance. Add date and page headers or footers if useful; retain the URL and capture date in the filename or an accompanying note when they are not included in the printout.

If the print layout does not preserve the appearance you need, use a full-page capture feature supported by your browser or capture tool, then convert the resulting image to PDF. The exact controls vary by browser and device; confirm the current steps in that tool’s documentation rather than assuming the same menu path everywhere. Check whether content below the fold or loaded after scrolling appears in the capture. If you need a PDF, make sure the conversion keeps the image legible at the size you intend to view or print.

Check authenticity, context and accessibility
The Guidelines for Indian Government Websites and apps say, “Content of the web page prints correctly on an A4 size paper.” This is a website design requirement, not a guarantee that every individual page will print perfectly. GIGW also describes a government website’s URL as a strong authenticity indicator and identifies gov.in and nic.in domains as restricted to government websites. Treat the domain as a useful check, not proof that every page is accurate or current; keep the exact URL and capture date with your saved record.
If the file will be searched, quoted or used with assistive technology, test whether its text is selectable and its reading order makes sense. GIGW’s accessibility guidance includes performing OCR on scanned PDFs to capture actual text. A print-to-PDF file may still need accessibility checks or remediation.

Troubleshoot common PDF and capture problems
- Content is missing or clipped: inspect print preview, try landscape for wide content, and adjust scale or margins. If the missing material is specific to the on-screen layout, use a full-page image capture instead.
- Backgrounds or visual styling are absent: check the print background-graphics setting. Turn it on only if those graphics matter to the record.
- Tables or page breaks are awkward: compare portrait and landscape preview and review scale and paper size before saving. Reopen the saved PDF to confirm the result.
- The PDF is hard to search or use accessibly: test text selection and reading order. For scanned or image-only text, OCR may be needed.
- The record lacks context: include the page topic and date in the filename, and preserve the exact URL in the filename or a companion note.
- A full-page capture omits later content: check whether the page loads content as you scroll or after a delay; the capture method may need to wait for that content before saving.
