You can inspect and statically analyze a PowerShell script before changing execution policy. Start with Get-ExecutionPolicy and Get-ExecutionPolicy -List, review the script’s source and origin, then run PSScriptAnalyzer. These checks help you understand the script and identify some problems; they cannot prove arbitrary code is safe. For scripts that may change a system, use a controlled, isolated test environment before running them.
What execution policy does—and does not—tell you
Microsoft describes PowerShell execution policy as “defense in depth,” not a security boundary. A script blocked by policy is not necessarily malicious, and a script allowed by policy is not necessarily safe. A permissive setting is not a substitute for reviewing code or controlling where it runs. Microsoft’s execution policy documentation explains the policy’s purpose and limits.
Execution policy affects scripts run from files; commands entered interactively can run regardless of policy. Trying a line at the prompt therefore does not establish what a complete .ps1 file will do.
Check the PowerShell version and host first
Policy behavior depends on the PowerShell edition and operating system. Windows PowerShell 5.1 and PowerShell 6 and later manage settings separately. Since PowerShell 6.0, non-Windows systems default to Unrestricted, and Set-ExecutionPolicy cannot change policy there; the cmdlet reports the operation as unsupported. Windows client and server defaults also differ. Check the documentation for the version and platform you are actually using rather than assuming that a setting applies everywhere. Diagnose policy without changing it
In the PowerShell session where you would run the script, enter:
Get-ExecutionPolicy
Get-ExecutionPolicy -List
The first command reports the effective policy. The second lists policy values by scope, helping explain where the effective setting comes from. Pay particular attention to MachinePolicy and UserPolicy: these indicate Group Policy settings, which take precedence over locally set policy. Get-ExecutionPolicy documentation
For example, Restricted is the Windows client default and permits individual commands while disallowing script files. That explains why a script may be blocked; it does not tell you whether the script is trustworthy. If Group Policy sets the effective value, a local change may not override it.

Review the script as text
Before running an unfamiliar script, establish where it came from and read its contents. Look for commands that download or launch additional code, alter files or registry settings, change accounts or permissions, or send data elsewhere. Follow referenced files and commands where possible; a script that delegates work to another file cannot be fully assessed by reading only its own text.

Reading code is an important check, not a guarantee. A script may be difficult to understand, depend on external content, or behave differently according to its environment and inputs. Do not run it on a system you cannot afford to change merely because its contents look plausible.
Run static analysis with PSScriptAnalyzer
PSScriptAnalyzer is a static code checker for PowerShell scripts and modules. It analyzes source without running the script and reports findings against its rules. It supports .ps1, .psm1, and .psd1 files; compatibility rules can also assess the availability of commands, cmdlets, syntax, and types in other PowerShell environments.

After installing or otherwise making the official PSScriptAnalyzer module available for your platform, analyze a script with:
Invoke-ScriptAnalyzer -Path .YourScript.ps1
Read each finding in context. A finding may indicate a real problem or a rule that does not fit the script’s purpose; a clean report does not establish that the script is harmless, because static analysis is not a runtime sandbox.
Avoid applying automated fixes to your only copy. PSScriptAnalyzer’s -Fix option modifies files and can change encoding in some cases. Preserve a backup before using it.

Know what each check can establish

If runtime testing is necessary, isolate it
Static checks cannot show all runtime behavior. If the script performs system changes or you cannot confidently assess its effects, test it only in a suitably isolated, disposable virtual machine or another controlled environment. The appropriate setup depends on what the script does and the systems it can reach. Monitor what it changes, and avoid connecting the test environment to sensitive files, accounts, or networks unless the test specifically requires them and you understand the risk.

A downloaded-file block and execution policy are separate mechanisms. Unblock-File removes the file’s block; it does not change execution policy. Removing the block can allow a file to run when the applicable policy permits it, so do not treat the cmdlet as a safety test or a way to validate the code.
Microsoft advises reading and verifying a script before unblocking it. Review the code and its source first, then decide whether unblocking is appropriate. Microsoft’s Get-ExecutionPolicy guidance

If you still need to change policy, understand scope
Change policy only when you have a specific need and understand which setting you are changing. The main scopes differ in reach and persistence:

See Microsoft’s Set-ExecutionPolicy documentation for scope behavior and syntax. Do not choose Bypass as a safety measure: it blocks nothing and provides no warnings or prompts. A temporary Process setting limits how long a policy change lasts, but it does not make code safe or remove Group Policy precedence.
