Use Selenium 4 with Microsoft Edge WebDriver (msedgedriver), match EdgeDriver’s major version to Edge’s, and ensure the driver is discoverable. If policy blocks WebDriver, headless mode is not a workaround: ask IT for an approved policy, test device, or managed runner.
Check whether this is a policy block
First confirm that the browser is current Chromium-based Microsoft Edge, not legacy EdgeHTML, and ask your administrator whether developer tools and WebDriver automation are permitted. Microsoft documents that the DeveloperToolsAvailability policy set to 2 blocks Edge WebDriver because it uses Edge DevTools. The documented values that permit automation are 0 or 1. See Microsoft’s Edge WebDriver documentation.
If the device is managed and that policy blocks automation, do not try to evade it. Request an approved policy change, a test account or device, or a managed test runner. The documented policy behavior does not provide an ordinary-user bypass.
Set up the supported Selenium and EdgeDriver combination
Use Selenium 4
Current Edge automation uses Selenium 4’s built-in Edge support. Microsoft says Selenium 3 is unsupported for current Edge automation and recommends the Selenium 4 Edge classes rather than the older Microsoft.Edge.SeleniumTools package.

Match Edge and EdgeDriver
The EdgeDriver major version must match the installed Edge browser’s major version. Obtain the official Edge WebDriver build for the installed Edge release. Extract it, then either place its directory on PATH or configure its executable path in Selenium’s service object. Check Selenium’s Edge-specific documentation for binding details.
Launch Edge with Python
With Selenium 4 installed and a matching EdgeDriver available on PATH, this minimal script opens a page and always closes the browser session:

driver.quit()Headless mode changes the browser’s presentation; it does not establish permission to override an administrator policy. If the driver is not on PATH, configure a Selenium Service with the explicit executable path, following the API for your installed Selenium version.

These causes need different owners: IT for policy, test or release maintainers for versions and driver installation, project maintainers for Selenium integration, and enterprise site-list administration for Application Guard trust configuration. Fix the identified cause rather than changing unrelated test code.

Keep the test reliable on a managed machine
- Record the installed Edge major version, EdgeDriver major version, Selenium version, and whether the machine is policy-managed when reporting a failure.
- Keep driver discovery explicit and consistent across local runs and managed runners: use a known
PATHsetup or a configured service path. - When a failure is policy-related, get the approved environment or administrator decision before iterating on browser flags. Presentation settings such as headless mode do not grant permission.

Frequently Asked Questions
Can I use headless Edge to get around a company WebDriver block?
No. Headless is a presentation option, not a policy bypass. Ask for an approved test environment or administrator authorization.
Can Selenium automate a site opened in Application Guard?
Untrusted Application Guard sites may not be automatable because the container does not expose the remote debugging port WebDriver requires. Ask the enterprise site-list administrator about approved handling.
