You can send a radio station’s recorded program to YouTube Live through an encoder, but keeping the channel running safely takes more than starting playback: confirm music rights for the stream and its territories, test the upload path and backup, and plan how to handle YouTube session boundaries and archives. The steps below cover a self-managed setup; a cloud option for uploaded recordings appears after the do-it-yourself method.

Before you start: confirm rights and channel eligibility

Get permission for this use of the music

YouTube’s livestream terms require the streamer to have the necessary rights for the live content on Google services, including music licensing rights from artists, record labels, publishers and other rights participants. An existing terrestrial-radio or online-radio agreement should not be assumed to cover a YouTube livestream. Confirm the actual scope with the relevant rights holders and a qualified adviser.

Before building the playlist, make an inventory of the recordings and their sources. Check that the agreements cover live transmission, the countries where viewers may watch, monetization if applicable, and any replay or archive you intend to keep. The licenses and regulatory approvals that apply depend on the station’s location, catalog and audience territories; there is no single universal license list for every station.

Check livestream access

Verify that the YouTube channel is eligible to livestream and that livestreaming has been activated. First-time activation can take time, so do this before your planned launch rather than during the final setup window.

How to configure the station’s YouTube stream

1. Create or schedule a stream in YouTube Studio

  1. Open YouTube Studio and use the Live Control Room to create or schedule a live stream.
  2. Copy the stream URL and stream key shown for that stream. Treat the key as a password: do not publish it or share it with people who should not be able to broadcast on the channel.
  3. Choose an encoder that can accept the station’s audio/video output. YouTube describes an encoder as software or a standalone hardware device that converts the feed into a digital stream; this is useful when routing an external audio or video source into the broadcast.

2. Connect the encoder and choose an output mode

  1. In the encoder’s YouTube or custom ingest settings, enter the stream URL and key from Live Control Room.
  2. Set the video and audio codecs to options supported by YouTube’s current ingest guidance: H.264, H.265 or AV1 video, and AAC or MP3 audio. Use RTMP or RTMPS as supported by the encoder and selected ingest endpoint.
  3. Set encoding to constant bitrate (CBR), with a two-second keyframe interval. YouTube’s published guidance gives four seconds as the maximum interval.
  4. Choose a resolution and frame rate appropriate to the visual element accompanying the radio audio. A simple static station visual generally does not need a high-resolution video preset; use a mode the station’s upload connection can sustain reliably.
  5. Choose a bitrate based on the selected resolution, frame rate and codec, using YouTube’s current ingest settings guidance for the target mode. The guidance does not establish one bitrate that is right for every setup.

3. Wait for the preview, then start the broadcast

  1. Start sending the encoder output and wait for the Live Control Room preview to appear.
  2. Check the preview and listen to the actual program audio. Confirm the correct input is selected, levels are usable, and the picture is present if the stream includes video.
  3. Start the live broadcast from the Live Control Room when the feed is ready. Keep the control-room view available during the initial launch so you can respond to health warnings or a missing preview.

Make the stream reliable enough to run unattended

Measure upload capacity and leave headroom

Use a measurement of the connection’s outbound bandwidth, not its advertised download speed. Compare sustained upload capacity with the combined bitrate of the outgoing stream and leave room beyond that total. YouTube recommends 20% upload-bandwidth headroom. Test at the times and on the network the station will actually use; a connection that works briefly may not be stable over a long run.

Monitor the feed and prepare a tested backup

  • Watch stream health in Live Control Room and monitor the actual audio and video output, not only the encoder’s status indicator.
  • Test the complete signal path from the station output through the encoder to YouTube’s preview before going public.
  • Prepare a backup encoder or failover plan. Test it by stopping the primary encoder and confirming that staff can restore the feed using the backup procedure.
  • If you need a local recording, handle it separately from the YouTube broadcast. Check that the recording file is growing and that a completed file is intact.

A dedicated hardware encoder is not automatically necessary: YouTube says a laptop with software can be used, while recommending professional-grade hardware for higher-production events. Choose equipment by considering continuous-run stability, unattended restart and recovery, audio routing, scheduling needs, local recording, backup, remote monitoring and the staff available to maintain it. YouTube names the AJA HELO Plus as a standalone H.264 encoder with pre-recorded media scheduling; investigate whether its capabilities fit your workflow rather than treating it as a required or sufficient reliability solution.

Handle YouTube’s music matching and interruptions

YouTube scans live streams for third-party content. If it identifies music, it may show a placeholder image, warn the streamer, or temporarily interrupt or terminate the stream if the content remains. A license alone does not guarantee that the automated system will let the stream continue: YouTube says a licensed track can still cause an interruption if the rights holder has not allowlisted the channel.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Before the public launch, ask the relevant rights holders or music distributor whether the station’s channel must be added to a Content ID allowlist, and arrange that where needed.
  • If a warning or interruption occurs, check the Live Control Room message and contact the relevant rights holder or distributor about the detected recording and channel allowlisting. Do not assume that repeatedly restarting the encoder resolves the underlying rights or matching issue.
  • If you keep an archive of the broadcast, account for the fact that YouTube says Content ID claims may be made after the live stream ends.

Do not use YouTube’s live matching feature as a way to clear ordinary station music. That feature is for eligible Content Manager partners and requires global rights and exclusive ownership over matched content; YouTube says third-party background music cannot be included in content used for it.

Plan session boundaries and archives for a continuous station

“Nonstop” should describe the station’s operating plan, not an assumption that one YouTube live session runs forever. YouTube says streams under 12 hours are automatically archived when stopped; this is an archive behavior threshold, not a recommended session length. The guidance does not establish that a single session can stay live indefinitely.

Decide in advance how staff will manage session boundaries, preserve listener continuity and handle public video-on-demand archives. If the station needs an archive, define who checks that it was created and whether it should remain available. Keep the local recording plan separate, and confirm each file is complete before relying on it.

Troubleshoot common problems

Symptom Likely cause What to check or do
No preview in Live Control Room The encoder is not sending to the expected ingest endpoint, or the stream URL or key is wrong. Confirm the selected stream, URL and key in both YouTube Studio and the encoder, then restart the encoder feed and wait for the preview.
Unstable stream health or dropouts Upload capacity is insufficient or variable, or the outgoing bitrate leaves too little network headroom. Measure sustained outbound bandwidth, compare it with the combined stream bitrate, retain YouTube’s recommended 20% headroom, and lower the output mode or bitrate if needed.
YouTube warns about music or interrupts the broadcast Third-party content was detected; the channel may not be allowlisted even if the station has a license. Review the Live Control Room notice and contact the relevant rights holder or distributor to verify the permission and channel allowlisting.
Encoder stops and the station loses the feed The primary encoder or its input path failed, and no tested recovery path is in use. Follow the station’s backup-encoder procedure; test failover in advance by stopping the primary encoder.
A recording is missing or unusable The station relied on the live session as its only archive, or did not verify the local file. Keep archive and local-recording procedures distinct, check that local files are growing, and verify them after recording.

What the do-it-yourself approach costs

The information above does not establish a universal equipment or staffing cost: that depends on the encoder, existing audio/video routing, network and backup arrangements the station already has. Budget for the full operating path, including monitoring and failover, rather than the encoder alone. Music rights and regulatory approvals are separate from streaming equipment and must be checked for the station’s circumstances.

Or let it run in the cloud

StreamNeo is a cloud service for keeping a YouTube channel live from uploaded videos or playlists. Upload the recording or build a playlist, add your YouTube stream key once, and go live. It plays uploaded video rather than a live camera or real-time studio input, so it may fit a pre-recorded station feed but not a workflow that must carry a live studio output.
