You can run prerecorded news clips as a continuous YouTube Live broadcast by sending a programmed playlist or playout feed through a software or hardware encoder. Create a stream in YouTube Studio, connect the encoder with the stream URL and stream key, test the preview, then monitor the broadcast. The technical setup is only half the job: clear rights for every clip and build enough original reporting or analysis into the program to address YouTube’s separate monetization rules.
Before you set up: check channel access and clip rights
Confirm the channel can livestream
YouTube requires channel verification and no live-streaming restriction in the previous 90 days. First-time livestream activation can take up to 24 hours, so enable it before your planned launch. YouTube’s current help page also states that livestreamers must be at least 16. Check the current requirements in YouTube’s live-streaming eligibility guidance.
Clear every element in every clip
For each item in the playlist, record who owns it, what permission or license covers it, the territories and dates it covers, and whether it permits both live transmission and archived use. Check embedded music, footage, photographs, graphics, and other protected material as applicable, along with any attribution requirements. YouTube’s livestream terms place responsibility on the provider to have the rights needed for worldwide use on Google services and to comply with applicable laws and regulations in the stream’s territories. The terms state: “You represent and warrant that you have all necessary rights for the exploitation of the Live Content on the Google Services throughout the world.” Read YouTube’s Livestream terms and conditions.
Ask the rights owner whether your channel must be added to their Content ID allowlist. A license does not necessarily prevent an automated interruption if the owner has not allowlisted your channel.

Choose how to send the continuous program
YouTube’s broadcast path is an encoder connected to your Live Control Room stream. The encoder may be software running on a computer or standalone hardware. YouTube documents both, but does not prescribe a particular playlist scheduler or guarantee a 24/7 playout service. For recorded clips, make sure the chosen system can play the planned sequence unattended and that you know how it behaves after a playback, computer, encoder, or network failure.

Set up and launch the stream
- Prepare the playout. Arrange the cleared clips, transitions, graphics, and audio in the software or hardware system that will feed the encoder. Check that every playlist item is licensed for the intended live use and archive.
- Create the YouTube stream. In YouTube Studio, open Create → Go Live, then create or schedule a stream in Live Control Room.
- Connect the encoder. Copy the stream URL and stream key from Live Control Room into the encoder’s connection settings. Treat the stream key as a private credential: it tells the encoder where to send the feed and allows YouTube to accept it. Do not share it with people who should not be able to send video to your stream.
- Preview and test. Check the Live Control Room preview, watch-page access, picture, and audio before starting the public broadcast. If the workflow uses a backup encoder, test failover in advance rather than assuming it will work. If you record a local copy, confirm that it is being created and growing as expected.
- Start the broadcast and monitor it. Watch for playback failures, encoder or network interruptions, audio/video problems, and copyright warnings. Keep a restart procedure and someone responsible for responding to failures.
Copyright detection and monetization are separate checks
A live match can interrupt the broadcast
YouTube scans live broadcasts for third-party content, including another live broadcast. A detected match may trigger a warning; if the material remains, YouTube may replace the stream with a placeholder, temporarily interrupt it, or terminate it. If you licensed the material, ask the rights owner whether they need to add your channel to their Content ID allowlist. See YouTube’s guidance on copyright issues with live streams.

Permission alone does not settle monetization eligibility
YouTube’s monetization policy applies to livestreams as well as other content. It may treat republished clips with little original commentary, substantive modification, or educational or entertainment value as reused content, even when the creator has permission. Build clear audience value into the program through original reporting, context, analysis, or other substantial contribution; doing so does not guarantee monetization approval. YouTube says its July 15, 2025 policy update renamed “repetitious content” to “inauthentic content” to clarify its treatment of repetitive or mass-produced work, and that the reused-content policy did not change. Plan for archives and interruptions
YouTube says streams under 12 hours are automatically archived. Do not assume a 24-hour broadcast will be preserved as one complete automatic archive. Decide how you will preserve or divide the program, and verify the resulting archive rather than relying on a single continuous video. Troubleshoot common failures
