To keep a YouTube live stream playing regional-language recordings, use an encoder such as OBS Studio and add your local media files as an OBS VLC Video Source. Arrange the files in the order you want, then enable Loop Playlist. This repeats one list; it does not schedule separate language playlists to start at particular times. For a hands-on setup, follow the steps below. If you want uploaded videos to run from the cloud instead of a home computer, StreamNeo is another option for YouTube.
First, decide what “rotate” means
Repeat one mixed playlist
If you want Tamil, Telugu, Hindi, or other recordings to play in a fixed sequence and repeat, put those files in one OBS playlist. You can group them into language blocks in the list, but the sequence will repeat as a whole.
Switch languages at set times
A playlist that loops is not a clock-based scheduler. The OBS VLC Video Source controls documented by OBS support ordered playback, looping, and shuffle; they do not establish a way to start a Tamil block at one hour and a Hindi block later. This guide does not prescribe an unverified plugin or scheduler for timed changes.
YouTube watch playlist versus a live feed
A YouTube watch playlist is for organizing videos for viewers; it is not established here as a continuous live broadcast feed. To make the recordings appear in a live stream, send them through an encoder connected to YouTube Live.

Prepare the recordings and clear the rights
Use files you are authorized to rebroadcast
Before assembling the list, confirm you have the permissions needed to stream each recording and its underlying composition to the territories you intend to reach. YouTube’s live-stream terms place responsibility on the provider to have the necessary worldwide exploitation rights, including applicable music rights and legal clearances: YouTube Terms of Service.
Owning a recording, or having access to it through a personal music service, does not by itself grant permission to rebroadcast it. The clearances required depend on the catalog, rights holders, territories, and use; general YouTube guidance does not determine the particular licenses needed for Indian-language repertoires.
Check Content ID handling
YouTube scans live streams for third-party content. If it detects a match, it may replace the live picture, interrupt the stream, or terminate it if the content remains or a strike is issued. Licensed content may still be interrupted if the rights owner has not added your channel to its Content ID allowlist. Confirm the relevant permissions and allowlisting with the rights holder where needed: YouTube Help: Copyright issues with live streams.

Build a looping playlist in OBS
Install the required software
Install OBS Studio and VLC. OBS’s VLC Video Source requires VLC; the OBS documentation specifies that 64-bit OBS requires 64-bit VLC. Check the current OBS and VLC documentation and match the installed editions before troubleshooting the source: OBS Project: VLC Video Source.
Add media in the sequence you want

In OBS, add a VLC Video Source to the scene you intend to broadcast. The source’s playlist uses local media files.

Add the files in the order you want them to play. To make language blocks, place each language’s files together in the desired order.

Enable Loop Playlist to repeat the list after it reaches the end.

Leave shuffle off for a predictable sequence. Enable shuffle only if you want the playlist items randomized.

Preview the scene and check that both video and audio play as expected before connecting it to a public event.
OBS’s documented source behavior supports looping and shuffle, not time-of-day switching between separate playlists. For timed language changes, you will need to investigate and validate an additional scheduling method rather than assume this source provides one.

Connect OBS to YouTube Live
Check channel eligibility and create the live event
YouTube requires a verified channel with no live-streaming restrictions in the preceding 90 days. Follow YouTube Studio’s current live-stream setup flow to create or schedule the event and connect an encoder: YouTube Help: Get started with live streaming.

In YouTube Studio, open the live event’s stream settings and copy its stream key. Treat the key like a password: do not publish or share it.

In OBS, open Settings > Stream, select YouTube as the service if available, and connect using the account flow or paste the stream key, following the current YouTube and OBS interface.

Start the encoder and check the event preview in YouTube Studio. Confirm the stream appears on the channel and watch page, then check it on a mobile device.

Monitor the picture and sound before making the event public. YouTube’s setup guidance recommends previewing and checking the stream path: YouTube Help: Get started with live streaming.

Plan for continuous operation and archives
Allow upload bandwidth headroom
YouTube recommends keeping upload bandwidth headroom; its streaming tips give 20% as a recommendation and advise accounting for primary and backup stream bitrates together. Network disruption can break a stream, so check the actual encoder bitrate against the upload capacity available at the streaming location. Test the backup path and monitor
Test the live path before relying on it. YouTube’s tips describe testing failover with a backup encoder; if continuity matters, decide who will monitor the stream and how they will respond to a failure. A successful test does not guarantee that the computer, power, network, encoder, or stream will stay operational around the clock.
Keep a local recording for long broadcasts
YouTube says it can automatically archive a stream shorter than 12 hours, but warns that a stream exceeding 12 hours may not be captured at all. If you need a dependable archive, make a local recording as a backup: YouTube Help: Archive live streams.

The VLC Video Source is missing or will not load

Likely cause: VLC is not installed, or its edition does not match OBS. Fix: Install VLC and ensure 64-bit OBS is paired with 64-bit VLC.

Likely cause: The media files are unavailable to the source. Fix: Check that the files still exist at the locations used by the playlist and that the streaming computer can access them.

The list plays once and stops

Likely cause: Looping is not enabled. Fix: Open the VLC Video Source properties and turn on Loop Playlist.
The songs or videos play in an unexpected order

Likely cause: Shuffle is enabled or the playlist order differs from the intended sequence. Fix: Turn shuffle off for predictable playback and arrange the files in the desired order.
The live stream is interrupted after a copyright match

Likely cause: YouTube detected third-party content, or the rights holder has not allowlisted the channel for Content ID. Fix: Review the event notice, confirm you have the applicable rights, and contact the rights holder about Content ID allowlisting. Do not assume a license alone prevents interruption.

The stream drops or the archive is missing

Likely cause: A network interruption, encoder failure, or a broadcast longer than YouTube may capture. Fix: Check upload capacity and headroom, test a backup encoder where practical, monitor the feed, and record locally if you need an archive.
