Give each AI agent its own accountable identity, limit that identity to the data and actions required for one defined task, and enforce authorization in the systems the agent connects to. For an email summarizer, that means mailbox reading without send or delete capabilities—not a broad mailbox permission plus a prompt asking the agent to behave. Require approval for consequential actions, log what the agent does, and test that you can revoke its access.
Why prompts are not an access control
A system prompt can explain what an agent is supposed to do, but it does not make a connected account or tool incapable of doing something else. If an agent can send email, alter files, or update records, its permissions may let it take those actions even when its instructions say not to.
That distinction matters because an agent may retrieve content that tries to manipulate it. OWASP’s LLM06:2025 Excessive Agency guidance describes a maliciously crafted email that could prompt an agent to search for and forward sensitive messages. The risk is not only what the model intends to do: it is also what the available tools, permissions, and autonomy allow it to do.

Set the agent’s identity and task boundary
Give every agent an owner and a distinct identity
Keep an inventory of deployed and planned agents. For each one, record its business purpose, accountable human owner, connected tools, effective permissions, and the data it can reach. Use a dedicated managed identity or a user-context authorization flow where appropriate; avoid shared high-privilege credentials that make activity hard to attribute or revoke.
Review the combined access the agent gets across connectors, plugins, APIs, and other paths. Looking at each integration separately can miss the broader authority created when their permissions add up.

Write down what the task permits
Before connecting tools, specify the agent’s purpose, permitted data locations, allowed operations, prohibited operations, owner, and approval conditions. Make these boundaries concrete enough to translate into resource scopes, roles, and tool allowlists. For example, “summarize approved customer tickets” is more actionable than “help the support team.”
Separate data scope from available actions
Access to the right information does not require access to every operation on it. Limit both the resources an agent can reach and the actions it can perform there. Prefer purpose-built functions over open-ended tools such as a general shell or unrestricted URL fetcher, and remove tools the workflow does not need.

- Email summarizer: Allow reading only the intended mailbox or messages; omit send and delete methods. If the workflow creates a draft, have a person inspect and send it.
- Workspace document summarizer: Restrict retrieval to approved repositories or collections, and log the sources and effective scope used.
- Ticket assistant: Use read access for evidence gathering and a limited create or update role only when needed. Exclude delete and administrative operations; require approval for bulk changes.
- Remediation agent: Limit access to named resource groups and services. Use temporary elevation for execution, require step-up approval for destructive changes, and maintain rollback and change-tracking procedures.
- Regulated-data agent: Require explicit access approval, stronger audit and retention controls, and confirmation that the downstream application enforces the intended boundary.
Where higher privilege is needed only occasionally, use approval-based or just-in-time elevation rather than leaving broad write access permanently enabled.
Choose an access pattern that limits standing authority
When evaluating an integration or agent architecture, compare how it identifies the agent, scopes access, enforces decisions, handles approval, and supports investigation and containment.

Also establish which identity, scope, audit, and approval controls the provider manages and which your organization must configure. Microsoft’s AI agent shared responsibility model makes clear that deployment model does not remove organizational responsibility for data, agent identity and credential scope, action authorization, human oversight, and acceptable-use governance.

Implement controls in a practical sequence
- Discover access paths. Inventory agents and proposed deployments, including connectors, plugins, tools, downstream APIs, guest or cross-tenant paths, and the effective permissions each path grants. Review aggregate access, not just connector-by-connector settings.
- Define the task boundary. Record purpose, approved data locations, permitted and prohibited operations, owner, and approval conditions.
- Create a scoped identity. Use a dedicated managed identity or an appropriate user-context flow with only the required scope. Do not use a shared high-privilege account.
- Reduce the tool surface. Remove unused tools and plugins. Prefer purpose-built functions, and separate read, write, delete, and administrative capabilities.
- Enforce authorization downstream. At the target system, check each operation against applicable policy using the initiating identity and the specific resource and action where available.
- Set operating limits and approval gates. Require confirmation for irreversible or high-impact actions such as sending, deleting, bulk updating, deploying, or changing permissions. Consider step, iteration, rate, and budget limits to constrain runaway activity.
- Log and review. Capture identity, role, scope, tool, action, resource, correlation ID, and the on-behalf-of user where applicable. Review for unexpected scope expansion and revisit access after material changes to the task, tools, data, or deployment.
- Test revocation and recovery. Exercise disabling the agent, invalidating tokens, rotating credentials, removing old grants, and restoring a known-good state. Confirm that active tokens and downstream permissions do not leave access behind.
Make approval proportional to impact
Not every tool call needs a person in the loop. A narrowly scoped read operation for a low-impact summary may be automated, while sending a message, deleting records, changing permissions, or applying a bulk update warrants stronger control. Define the threshold with the workflow owner and enforce it in the application or downstream system, rather than asking the model to decide whether its own action is safe.

Where approval is required, make it specific to the proposed action and resource, and use time-bound elevation if the agent needs additional privilege to carry it out. Keep the human step meaningful: the reviewer should be able to understand what will change before approving it.
Plan for the operational trade-offs
Least privilege reduces the consequences of an unexpected or manipulated agent action, but it does not make the agent safe by itself. Narrow roles and allowlists take work to design; identity lifecycle management, access reviews, and revocation tests require ongoing operations; approval gates can slow privileged workflows. Those are design and maintenance costs to plan for, not reasons to substitute a prompt for enforceable controls.

Use these as implementation guidance, then verify which controls are available and customer-configurable in your own deployment.
