The right reporting route in France depends on both what happened and where it happened. For danger or unhealthy conditions at an apprentice’s employer workplace, contact the labour inspectorate. For discrimination, contact the Défenseur des droits or use the police and gendarmerie’s online reporting service. For a problem with apprenticeship teaching or delivery, contact the regional apprenticeship pedagogical-control mission. These routes are not interchangeable, and regional contacts vary.
If someone is in immediate danger, get away from the danger and seek emergency help when needed. Tell the responsible employer or training centre promptly; for a safety issue in a training-centre building, ask the local DREETS/DDETS or relevant education authority which service handles it, because there is no single centre-safety inspection channel established for every vocational site.

First identify the site and the problem
An apprenticeship generally combines training at the employer’s workplace and at a CFA (centre de formation d’apprentis). A concern at the company may involve workplace health and safety rules; a concern about what is taught may call for a pedagogical review. A learner at a vocational school who is not an apprentice should not assume that apprenticeship-specific procedures apply.

- Discrimination: contact the Défenseur des droits, or use the official police/gendarmerie discrimination reporting service.
- Apprenticeship teaching or delivery: ask the regional apprenticeship pedagogical-control mission to review whether training meets the relevant diploma standard.
- Other training-provider oversight: contact the regional service for control of vocational training providers where appropriate. Its remit is distinct from pedagogical control.
These channels can be complementary when a situation involves more than one issue. The labour inspectorate is not a general complaint service for every problem on a school campus, and the Défenseur des droits is not a court.
#1 Best Overall
Report danger or unhealthy conditions at the employer workplace
The labour inspectorate is the appropriate starting point for health and safety risks or unhealthy conditions at the employer’s workplace. The Ministry of Labour says workers can contact it about such conditions; its agents advise people and check workplaces. Find the responsible local unit through the DREETS/DDETS service directory or the labour-inspection contact route.
An apprentice can also inform the CFA and employer, particularly when the concern affects training across both sites. For danger at a CFA or another training-centre building, notify the responsible centre and ask the local DREETS/DDETS or relevant education authority to direct the report. The available official guidance does not establish one safety-inspection channel for every vocational-centre building.
The labour inspectorate does not decide individual disputes about an employment contract. Those disputes are for the labour court, the conseil de prud’hommes.

Report discrimination in education or training
Contact the Défenseur des droits
Anyone who experiences or witnesses discrimination—including in education—may contact the Défenseur des droits confidentially through antidiscriminations.fr. The service is free. Contacting the Défenseur des droits does not stop or extend legal limitation periods, so check deadlines promptly if you may take legal action.
Rank #3
Use the police and gendarmerie reporting service
Victims and witnesses can use the official online service to speak with an officer trained in discrimination. It is available 24 hours a day, seven days a week. The officer can discuss next steps, including whether to file a complaint, and can arrange an intervention if considered necessary. See Service Public’s discrimination-reporting service.
These are different routes: the Défenseur des droits offers confidential rights support, while the police/gendarmerie service connects the person with law enforcement. Choose based on the help or action sought; one does not replace the other.

Ask for a review of apprenticeship teaching
If the concern is that apprenticeship teaching is not delivering the knowledge or skills expected for the diploma, an apprentice or former apprentice may request pedagogical control through the regional process. National guidance describes a written request addressed to the regional prefect, who transmits it to the relevant certifying ministry; the DREETS is commonly the contact point. Identify the diploma or certificate being prepared and the site involved when asking where to submit the request.
The pedagogical-control mission examines whether the training meets the applicable diploma standard and can consider both the CFA and employer sites. A request is assessed: it may not lead to an inspection, and a matter outside the mission’s remit may be redirected. Consult the relevant regional DREETS/DRIEETS or rectorat rather than using another region’s form or email address.

A complaint that apprenticeship teaching does not prepare learners for the diploma is not the same as a request for general oversight of a training provider. The regional service for control of vocational training providers (service régional de contrôle) may be relevant to provider oversight, but its remit and contact process differ by region. Use the regional authority’s instructions for the specific issue; a process published for Hauts-de-France should not be assumed to apply elsewhere.
Prepare a clear report
There is no universal official evidence checklist for these routes, but a concise dated record can help an authority understand what happened and what response is sought. Include:
- the site: employer workplace, CFA, or another training location;
- dates, times, and locations, plus the condition or conduct observed;
- the people involved and any witnesses;
- any injury or immediate risk, and what has already been reported internally;
- relevant emails, messages, course materials, lawful photographs, and written responses;
- the requested outcome, such as stopping a danger, investigating discriminatory treatment, or reviewing training delivery.
Choose the authority according to the issue, location, action sought, and that authority’s remit. In particular, do not treat a teaching-quality concern as automatically a workplace-law complaint.
Sources and scope
This is general information about official reporting routes in France, not a case-specific legal assessment. Regional contacts and procedures vary. The routes described are grounded in guidance from the Ministry of Labour on contacting the labour inspectorate, the Service Public discrimination-reporting listing, the Ministry’s guidance on discrimination and victim protection, the Education Ministry’s pedagogical-control circular, and its guidance on CFA training and oversight.
