If a child is in immediate danger, call your local emergency number now. Otherwise, contact the child-protection or children’s social-care authority that serves the child’s location. You do not need to investigate or prove abuse before raising a concern; report what you know, explain what you are unsure about, and let the agency assess it.

Where should you report suspected child abuse?

Use the official child-protection reporting route for the place where the child is located. Search that local government’s official website for its current hotline, phone number, or online form. Reporting channels and legal duties vary by jurisdiction, so a number or process used in one place may not apply elsewhere.

  • Immediate danger: Contact emergency services first. Do not delay to complete a child-protection form or gather more information. GOV.UK directs people in the UK to call 999 if a child is at immediate risk; Alaska’s Office of Children’s Services directs callers to 911 or the nearest law-enforcement agency in an emergency.   • No immediate emergency: Contact the child-protection or social-care intake service serving the child’s location and describe the concern. For example, GOV.UK directs people in England to the local council’s children’s social-care team. In New York City, the Administration for Children’s Services directs the public to 311 or the New York State Central Register. These are local examples, not general contact details. If contacting authorities could put you or the child at risk, prioritize safety. Alaska’s guidance advises taking steps to keep the child safe only if doing so does not put you at risk. Do not confront the person you suspect or try to investigate; pass the information to the appropriate authority.

Do you need proof before you report?

No. A suspicion can be reported; you do not need to establish that abuse occurred. GOV.UK puts it plainly: “You do not need to be sure that a child or young person has been abused – it’s OK to report a suspicion.” That is UK public guidance, not a statement of every jurisdiction’s legal threshold. Report promptly rather than waiting for every detail. Official reporting guidance asks people to provide information they have or as much as they can; the agency can ask follow-up questions. If you do not know an answer, say so instead of guessing.

What information should you share?

Give the intake worker the clearest, most concrete account you can. It is useful to separate what you personally saw or heard from what someone else told you, and to distinguish facts from uncertainty.

  • Child’s identity and location: Name, approximate age or date of birth, address, school, and any other details that could help locate the child.
  • People connected to the child: Names and relationships of parents, guardians, caregivers, other household members, and the person suspected, if known.
  • What prompted the concern: Describe what you observed or heard. If the child disclosed something, use their own words as closely as you remember them. Identify anything you learned from another person as secondhand information.
  • When, where, and who was present: Give dates or approximate times, locations, and the names or descriptions of people present, if known.
  • Current safety concerns and observed signs: Say whether you believe the child may be at risk now, and describe visible injuries or other signs you observed without trying to diagnose their cause.
  • Relevant history and actions taken: Mention prior concerns involving the child or siblings, relevant family or household information, and steps already taken, such as seeking urgent medical help or contacting another authority.
  • Your contact information, if safe to share: Give a reliable way for the agency to reach you if you are comfortable doing so, and tell the worker about any safety concern connected to contacting you.

Official guidance in Nebraska, New York City, Michigan, and Pennsylvania asks reporters for details about the child, family or household, incident, and observed signs; some guidance also asks about prior concerns, the suspected person, actions taken, or reporter contact information. The details requested differ by process, so answer the questions asked and share what you know. What should teachers and other mandated reporters do?

If your job may make you a mandated reporter, check the current law and official reporting procedure where the child is located. The covered professions, reporting threshold, destination, method, and deadline depend on local law. Follow workplace safeguarding procedures too, but do not assume that telling a supervisor alone fulfills a duty to report directly to the authority. Michigan, for example, says that reporting to an organization’s head does not itself fulfill the duty to report to the state department. Michigan DHHS mandated-reporter guidance

Deadlines can include more than one step and are jurisdiction-specific. NYC ACS and Maryland DHS describe a 48-hour written-report requirement in their respective procedures after an oral report; those deadlines should not be treated as universal. What happens after you make a report?

The authority will explain its local process and may ask questions to clarify the information. Do not assume you will receive details about what happens to the child: GOV.UK says social care can explain what happens next but cannot provide confidential case information. Anonymity and reporter-identity protections also depend on local rules. GOV.UK says a person may choose not to share their details; Michigan describes confidentiality protections under Michigan law with exceptions. Do not rely on either rule outside its jurisdiction.
