If you spot a bank-account transfer you did not make or authorize, contact your bank or credit union promptly through a known official channel and report the specific transaction as unauthorized. Keep a record of your notice. In the United States, federal Regulation E gives consumers rights and sets reporting and investigation rules for many electronic fund transfers, but liability and deadlines depend on the circumstances.
What to do as soon as you spot a suspicious transaction
- Contact your bank or credit union. Use the number on your card, the institution’s official app or website, or another contact method it provides. Avoid using contact details in an unexpected message until you have verified them.
- Identify the transaction and say it was unauthorized. Give the date, amount, and other identifying details shown in your account, if available. Ask how to secure the affected card or account and how to submit an error notice.
- Record your notice. Write down when and how you contacted the institution, the representative’s name if available, any case number, and any next steps or deadlines the bank gives you. Keep copies of relevant statements, transaction details, and messages.
- Follow up in writing if useful. Regulation E recognizes notice given through reasonable steps in person, by phone, or in writing. Notice can be effective when you take reasonable steps to provide the pertinent information, even if a particular employee has not yet received it.
If the card or other access device is missing, tell the institution when you learned it was lost or stolen as well as when you reported it. That timing can affect the liability rules.
Which reporting deadline applies?
There are separate clocks for a lost or stolen access device and for an unauthorized transfer shown on a periodic statement. The two-business-day rule is not a substitute for the statement deadline, and meeting a deadline does not by itself guarantee reimbursement.

These thresholds come from the Consumer Financial Protection Bureau’s 2026 consumer guidance and current Regulation E, 12 C.F.R. § 1005.6. The institution and the facts of the transfers determine how the liability rules apply.

What happens after you report the error?
For a covered electronic-transfer error notice, the institution generally must investigate promptly. Its usual initial investigation period is 10 business days. If it needs more time, it generally must provisionally credit the disputed amount within that initial period, notify you of the credit, and let you use the funds while the investigation continues. Provisional credit is interim handling, not a final decision that fraud occurred.

The periods and conditions in this table are described in CFPB 2026 consumer guidance and Regulation E § 1005.11. The bank should explain what it needs from you and whether it has issued provisional credit.

- TEST THE CARD: Test the card is working at your local supermarket. At the self-service checkout machines, combine the card and a contactless card on the payment reader. Payment with the contactless card will be blocked and an error message should occur on the reader.
Does the bank need a police report to start investigating?
No. A police report is not a prerequisite to starting a Regulation E error investigation. The CFPB’s Electronic Fund Transfers FAQs state that a financial institution may not delay starting or completing its investigation while waiting for information from the consumer, including a police report or other requested documentation.

There is a separate rule for an oral notice: in specified circumstances, the institution may require written confirmation within 10 business days after you gave oral notice. If it requests that confirmation, ask how to provide it and keep a copy. That request does not turn a police report into a condition for beginning the investigation.

What counts as an unauthorized electronic transfer?
Regulation E defines an unauthorized electronic fund transfer as one initiated by someone other than the consumer, without the consumer’s actual authority, and from which the consumer receives no benefit. CFPB guidance gives examples that can qualify, including a fraudster using credentials stolen through hacking or credentials obtained through fraudulent inducement. Whether a particular transfer meets the definition depends on what happened and whether it was authorized; the fact that a transaction looks unfamiliar is a reason to report it, not by itself a final legal determination.
If the bank denies your dispute
- Ask for the information the institution relied on. CFPB consumer guidance says you can request the information used to reach its decision and that the institution must send it promptly.
- Review the decision against your records. Compare the bank’s explanation with your timeline, account statements, transaction details, and any notices you submitted. If you believe the issue remains unresolved, contact the institution again and clearly explain what you dispute.
- Consider a CFPB complaint. If you cannot resolve the problem with the institution, you can consider submitting a complaint through the Consumer Financial Protection Bureau. The appropriate regulator may depend on the institution and the issue.
If the institution gave you provisional credit and later concludes that no error occurred, it must give you written notice before removing that credit.

Which transactions these rules cover
This guidance concerns U.S. consumer electronic fund transfers covered by the Electronic Fund Transfer Act and Regulation E, including debit-card transactions and certain account-to-account transfers. It does not automatically apply to credit-card billing disputes, checks, business accounts, every remittance, or accounts outside the United States. Different laws or procedures may apply to those situations.
