In the United States, call 911 if people face immediate danger, then report an environmental emergency such as an oil or chemical spill to the National Response Center at 1-800-424-8802. For a non-emergency suspicion, report what you observed to the relevant state or local authority, or use the U.S. Environmental Protection Agency’s online form. The right contact depends on where the discharge is happening and what may be causing it; outside the United States, use your jurisdiction’s official reporting route.
Choose the route by urgency
Immediate danger or an environmental emergency in the United States
If someone may be injured or is in immediate danger, call 911. Then report the environmental incident to the National Response Center (NRC) at 1-800-424-8802. The EPA identifies sudden threats such as oil or chemical spills and biological discharges as environmental emergencies. The NRC is the federal reporting point, staffed 24 hours a day, and routes incident information through the response system. Do not wait to identify the exact substance or responsible party before reporting a dangerous event. See the EPA emergency and environmental-violation guidance and its NRC overview.
Non-emergency suspected violation in the United States
For a suspected violation that is not an immediate emergency, submit the EPA’s Report Environmental Violations form or contact the state or local authority responsible for the waterway or suspected source. EPA’s form accepts reports of suspected violations and forwards them to EPA enforcement personnel or the appropriate regulatory authority. You do not need to establish that a law or permit was violated: describe what you saw and identify your concern as a suspicion, not a proven conclusion.
Possible NPDES permit issue
If you suspect a problem with a discharge under the National Pollutant Discharge Elimination System (NPDES), EPA advises contacting the state authority implementing the program first for non-emergency matters. EPA’s form is another reporting route. The agency maintains state environmental agency and NPDES contact listings; the authority that handles the issue can depend on the state and the kind of discharge.

Outside the United States
Do not use U.S. phone numbers for incidents elsewhere. Contact the official environmental regulator, emergency service, water utility, or local authority for the place where the discharge is occurring. For example, England’s official service covers pollution in rivers, sea, lakes, reservoirs, canals, and smaller watercourses. It lists the Environment Agency incident hotline, 0800 80 70 60, as a 24-hour option. The service says reports are reviewed, but reporters do not receive updates. In New South Wales, the appropriate contact varies by water type and source and may be a council, the NSW EPA, a maritime authority, a water utility, or another body. What to tell the authority
Give the agency enough factual detail to locate the event and understand its urgency. Separate direct observations from guesses about the substance or source.

- Location: Name the waterway if known, and give the nearest address or cross streets, access point, and a recognizable landmark. A map pin can help.
- Timing: Give the date and time you noticed the discharge, and say whether it is still happening or when it stopped, if known.
- What you observed: Describe visible material, color, odor, sheen, unusual flow or foam, the area affected, and any fish or wildlife that appear affected.
- Possible source: Identify a suspected outfall or nearby facility only if you have a factual basis. Make clear what you know and what you do not.
- Immediate risks: Say whether anyone appears injured or in danger, and mention other agencies you have already contacted.
- Media: Provide photos or video only if you can take them from a safe, lawful place. EPA’s online form permits media uploads and asks for information about the location and event.
For an oil or hazardous-material emergency, the NRC may ask for your name and phone number, the responsible party, date and time, location, source and cause, material and estimated quantity, affected medium, threats, injuries, weather, evacuations, and other agencies notified. Give what you know; do not delay an urgent call to estimate an unknown quantity. EPA lists these details in its oil-spill and hazardous-substance reporting guidance.

Stay clear of the discharge
Do not enter the water, touch the substance, open or move containers, confront a suspected polluter, or collect a sample of an unknown material. Keep others away if you can do so safely, and tell emergency responders about hazards. A safe, specific observation is more useful than evidence gathered at personal risk.

What to expect after you report
The EPA form asks for details such as the incident location, date, whether it is ongoing, emergency status, suspected intent (including “unknown”), reporting method, affected subject (including water), and a description. Reporter contact information is optional, but EPA says that without it the agency may be unable to request follow-up details. A report gives authorities information to review; it does not guarantee a particular investigation or outcome.
The EPA’s general reporting page says its regional-office telephone route is available during normal business hours, Monday through Friday, local time. For an urgent after-hours environmental emergency, use the emergency route rather than waiting for an office to open. Some local governments handle certain nuisance or waste matters, so confirm which body covers the particular waterway and source instead of assuming every report goes to EPA.
