A drop in revenue does not, by itself, mean you filed GST incorrectly. To find out whether there is a return error, compare the sales actually documented for each tax period with your books, filed GSTR-1 and filed GSTR-3B, then trace every difference to its source and record the action taken.
What you are reconciling—and why lower sales are not the answer
GSTR-1 reports details of outward supplies, while GSTR-3B summarizes transactions and tax paid. Your sales register and related books are the underlying records. The Government of India says these should ideally be synchronous, because differences can point to tax not paid or tax paid in excess (Government of India clarification on annual returns and reconciliation statements).
A slowdown is a business trend to explain, not a reconciliation entry. If your invoices show fewer or lower-value supplies in a period, that may account for a real fall in turnover. It does not establish why the books and returns differ—or prove that they differ at all. Reconcile the transactions and classifications before drawing a conclusion from the revenue trend.
Prepare the records for the same GSTIN and tax period
Start with one GSTIN, financial year and tax period. Note whether you file monthly or quarterly, and use the period applicable to the transaction and return records rather than assuming the date a customer paid determines the reporting period.

Gather the sales register and relevant books, filed GSTR-1 data, filed GSTR-3B and source documents. CBIC record rules include invoices, bills of supply, delivery challans, credit and debit notes, receipt, payment and refund vouchers, and e-way bills among records to keep. Records may need to be maintained separately by activity where applicable (CBIC CGST Rules, Part A).
Reconcile the records step by step
- Compare the source transactions. Match each relevant register entry to its supporting document and GSTR-1 record. Check invoice or document number and date, recipient GSTIN where relevant, taxable value, tax rate and amount, place or type of supply, and document type. The exact reporting table depends on the supply and your circumstances.
- Compare classified totals with the returns. Group the transactions by the relevant supply and document categories, then compare those totals with GSTR-1 and the relevant GSTR-3B summary. GSTR-1 covers more than ordinary invoice sales: it includes specified registered-customer and interstate consumer supplies, notes, exports, consumer summaries, advances and adjustments, amendments, nil-rated, exempt and non-GST supplies, and HSN/SAC summaries. A single turnover total can conceal a difference between categories (GST Portal GSTR-1 guidance).
- Investigate each variance separately. Look for missing or duplicate entries, period cut-off differences, amendments, credit or debit notes, advances and subsequent adjustments, and incorrect treatment of taxable, exempt, nil-rated or non-GST supplies. The GST Portal says GSTR-1 includes these kinds of details and that system validation rejects duplicate supply invoices.
- Document the bridge. For each difference, record the amount, period, source documents, likely cause, whether tax was underpaid or overpaid, action taken and reviewer/date. Keep a reconciliation schedule that lets another person follow how the books connect to the return figures. This is a practical control, not a statutory form requirement established by the cited guidance.
- Decide on a correction only after identifying the cause and period. Do not assume every discrepancy can be fixed through the same mechanism. The right treatment depends on the transaction, period, forms already filed, liability and applicable law.
Common reasons books and returns differ
- Real change in sales: Fewer documented supplies may explain lower turnover, but compare their recorded values with both returns to check whether reporting also aligns.
- Timing or cut-off: An item may appear in different periods across records. Check the transaction documents and applicable period rather than using customer payment date alone.
- Missing or duplicate document: Trace register entries to invoices and return details; investigate omissions and duplicates instead of netting them against unrelated differences.
- Notes, amendments or advances: Check whether credit/debit notes, amended details, advances and later adjustments are reflected in the appropriate records and return categories.
- Classification difference: A supply may be recorded under the wrong category, such as taxable rather than exempt, nil-rated or non-GST. Review the underlying facts and supporting records.
Correction timing: check the period before acting
Same-period GSTR-1A
The GST Portal describes GSTR-1A as an optional facility to add or amend GSTR-1 records for the same period. It is available after GSTR-1 is filed or due, whichever is later, and before GSTR-3B is filed for that period. The Portal says GSTR-1A changes auto-populate into that period’s GSTR-3B (GST Portal GSTR-1 guidance).

Previous financial-year invoices
The Portal states that GSTR-1 correction for invoices of a previous financial year is not allowed after 30 November of the following financial year. Check the actual tax period and applicable rules before advising on a historical omission. These timing details do not establish that GSTR-1A or a later-period return is appropriate for every discrepancy; consult a qualified GST practitioner for fact-specific tax treatment.

Keep the reconciliation reviewable
Retain the supporting records and the schedule explaining each variance so a bookkeeper, accountant or authority can trace the figures from source documents through the books and returns. The GST Portal lists online entry, its Returns Offline Tool and third-party applications through GST Suvidha Providers as ways to prepare GSTR-1. A spreadsheet or accounting system can organize a comparison, but the cited official guidance does not establish that a particular paid product is necessary.
