Yes—if you mean reading conversations in Teams yourself, or having an authorized administrator search and export content in Microsoft Purview. For a custom application that retrieves messages automatically, Microsoft’s documented Teams export APIs use Microsoft Graph; the official sources cited here do not establish a non-Graph alternative.
Choose the route that matches what “read” means

The key distinction is whether you want to avoid writing Graph calls yourself or require that a custom program avoid Graph entirely. Purview can let an administrator collect and review content without personally making Graph requests. That does not make Purview a hidden API or a way around tenant controls.
Read conversations you are authorized to see in Teams
If you only need to read your own conversations, sign in to the Teams client with the account that has access to them and open the chat or channel. This is ordinary user access, not a custom integration or a way to view messages beyond your permissions.
Search or export organizational content in Purview
Use Content Search or eDiscovery for compliance work
An authorized administrator can use Microsoft Purview Content Search to search Teams data with filters and export results. Microsoft says this can be done with or without an eDiscovery case. eDiscovery supports preservation, search, analysis, and export for review. These tools are intended for organizational compliance and investigation workflows, rather than personal reading or a developer’s general-purpose message feed. Allow for discovery delay and understand what is being reviewed
Microsoft warns that discovery of Teams content through compliance systems can take up to 24 hours. It is not real-time reading. More importantly, an eDiscovery result should not be treated as a guaranteed mirror of the current Teams client: Microsoft explains that Teams messages live in Azure Cosmos DB, while Exchange Online stores compliance records captured for eDiscovery. Its documentation states that “eDiscovery never operates against the real Teams message data, which remains in Azure Cosmos DB.” Read Microsoft’s explanation of finding Teams content in eDiscovery.
Storage locations also differ by content type. For example, private-channel messages are stored in the Exchange Online mailboxes of channel members, while shared-channel messages are stored in a system mailbox associated with the shared channel. Files may be in associated SharePoint sites. Do not assume that all message text and attachments come from one mailbox or one location; Microsoft’s eDiscovery guide describes these distinctions.

For a custom reader, Microsoft’s documented export route is Graph
Microsoft’s Teams Export APIs use Microsoft Graph URLs, including paths such as users/{id}/chats/getAllMessages and teams/{id}/channels/getAllMessages. The documentation identifies application permissions including Chat.Read.All and ChannelMessage.Read.All; application permissions require administrator approval. Microsoft also says an app must acquire an access token from the Microsoft identity platform to call Graph. See Export content with the Microsoft Teams Export APIs.
Those APIs require active Teams licenses assigned to the users whose data is exported. Microsoft’s statement that no additional Purview DLP service plan is required applies specifically to the Export APIs; it should not be generalized to every Purview feature or tenant configuration. Microsoft’s published documentation reviewed here does not establish an official non-Graph API for a custom application to retrieve Teams messages. Microsoft’s overview of integrating custom collaboration applications with Microsoft 365 describes the published integration API coverage, but does not change the documented Graph basis of the Teams Export APIs.
Deleted-content windows are specific to the Export APIs
Microsoft’s Export API documentation describes access to some deleted content for limited periods: user-deleted messages for up to 21 days, and messages in deleted Teams and channels for up to 30 days. These are API-specific windows, not guarantees for every Purview search or every tenant’s retention configuration. Check the current Export API limitations before relying on them.

If your need is ongoing retention or supervision
For organization-wide archiving, compliance supervision, or backup and recovery, Microsoft lists certified partner solutions, including Smarsh and Proofpoint for archiving and compliance, and Rubrik and Veeam for backup and recovery. These are separate services to evaluate against your organization’s requirements; backup and recovery alone does not provide a general method for reading messages. Microsoft’s partner information appears in its Teams Export API documentation.
