A hemp certificate of analysis (COA) is useful only if it matches the product and batch in your hand—and if you understand what its results do and do not cover. Check the sample identity first, then the cannabinoid figures, units, test scope, laboratory details, and report verification. A COA describes the sample tested; it is not, by itself, a universal guarantee of product safety, accurate labeling, or legality.
Start by matching the COA to the package
Before interpreting a result, confirm that the document belongs to the item you are considering. Compare the product name and formulation, sample description, batch or lot number, and report identifier against the package. The sample type should make sense for the product—for example, flower, oil, or an edible.
A missing batch number, a different product name, or a sample description that does not fit the product means you cannot confidently connect the results to that item. State rules may prescribe particular batch and report fields: Ohio’s rules are one example, and Texas law is another example of requirements for testing and access to COA information. Neither example establishes a nationwide rule. Ohio Administrative Code, Rule 901:14-2-05; Texas Health and Safety Code, Chapter 443.
Check who issued the report and whether you can verify it
Look for the laboratory’s name, the report number, the date the sample was received or tested, and the report issue date. If the package provides a QR code or link, follow it and compare the report returned by the destination with the copy you have. The product details, batch, and results should agree. A QR code is not proof of authenticity on its own; its destination and the report contents still need to match.

Read THC, THCA, total THC, and units correctly
THC and THCA are different measurements
A cannabinoid table may list delta-9 THC and THCA separately, as well as a calculated total. For USDA hemp production compliance, the testing method accounts for THCA’s potential conversion to THC. The familiar calculation is total THC = delta-9 THC + (THCA × 0.877). USDA’s production program uses a threshold of 0.3% total delta-9 THC on a dry-weight basis. That is a production-compliance framework, not a universal rule for every finished hemp product or a complete answer to whether a product is legal in a particular state. Dry-weight percentages are not serving amounts
Dry weight expresses a result relative to the sample’s material after its water content is excluded or accounted for. A percentage by dry weight does not directly tell you how many milligrams are in a serving. To relate a concentration to a serving amount, you need comparable units and the relevant product mass. Do not treat percentages, mg/g, and mg per serving as interchangeable.
Keep measurement uncertainty in context
When a report gives measurement uncertainty, read it alongside the result, units, and the rule that applies to the product. USDA requires uncertainty to be estimated and reported under its hemp production testing guidance, but does not set a general upper or lower boundary for laboratories’ calculations. Check what the laboratory actually tested
A cannabinoid profile does not establish that a sample was screened for other substances. Look for an explicit result or separate panel for each category relevant to the product and applicable rules, such as:
- Pesticides
- Heavy metals
- Microbes
- Mycotoxins
- Residual solvents
If a category is absent, it is not reported—not a pass. A COA showing cannabinoid potency alone does not support a broader claim that a product was screened for contaminants. Testing and reporting requirements depend on the relevant regulatory context; Texas and Kentucky rules illustrate requirements tied to particular jurisdictions, not every state. Red flags that warrant a closer look
Pause and seek clarification or independent verification if you find any of these issues:

- Report dates appear inconsistent with the package’s batch information.
- Pages or result tables appear to be missing.
- Units are not stated, or the laboratory cannot be identified.
- A QR code or link leads to a different report.
- The COA lists potency results, but the seller makes broader contaminant-safety claims.
These are reasons to investigate, not proof by themselves that a seller falsified a document. Compare two reports on the same bases: product and batch match, report date and verifiability, laboratory identity and relevant credentials, comparable cannabinoid analytes and units, total-THC basis and uncertainty, and the contaminant panels actually performed. If sample types, units, or test scopes differ, some comparisons cannot be made reliably.

Accreditation and legal status depend on the program
Do not assume that every legitimate hemp-testing laboratory must hold ISO/IEC 17025 accreditation based on USDA’s production guidance. USDA says laboratories testing hemp under that program are not required to be ISO accredited, although adherence to ISO 17025 is strongly encouraged. Likewise, the federal 0.3% dry-weight threshold discussed here concerns USDA hemp production compliance; it does not settle the legality of every finished product everywhere. FDA describes the broader federal regulatory context for cannabis and CBD, while states may set product-specific provisions. Note the current USDA laboratory update
USDA AMS says enforcement of the DEA-registration requirement for hemp testing laboratories is delayed until December 31, 2026. This is a time-sensitive update to the USDA program; it does not verify an individual COA’s accuracy or establish that a laboratory meets every other applicable requirement. Check the USDA laboratory information page for the current status.
