You can use a Live Photo as your iPhone Lock Screen wallpaper, but Apple’s documented wallpaper steps do not offer a way to select an ordinary video or GIF directly. If your video or GIF is not already a Live Photo, you’ll need to convert it with a method you trust, then add the resulting Live Photo through Settings.
What works in iOS 27
Apple’s support instructions say Live Photos can be used as Lock Screen wallpaper on iOS 17 or later. The documented input is a Live Photo—not a raw video file or GIF—and Apple’s instructions do not describe direct video or GIF selection or promise continuous playback. The same general instructions are the verified method here; Apple’s page does not specify a separate iOS 27 device list or new iOS 27 video-wallpaper feature. See Apple’s Live Photo wallpaper instructions.
Apple Developer documentation discusses video assets as animated artwork supplied by apps for media in system views, including the Lock Screen. That is a feature for app-provided media artwork, not a way to set an arbitrary video as wallpaper: Providing animated artwork for media items.

If your video or GIF is not a Live Photo
First find a conversion method that can turn your particular video or GIF into a usable Live Photo. Then select that Live Photo using the Settings steps above. Apple’s documented wallpaper instructions do not provide a video/GIF converter, and no specific converter is verified here, so check an app’s current details before relying on it.
When comparing conversion apps, check whether the app accepts your source format, exports a Live Photo that works in Photos, supports your iOS version, and imposes export limits or charges. Review its privacy disclosures as well. A wallpaper app is not necessarily a video-to-Live-Photo converter.

Check app claims and privacy before installing
For example, the App Store listing for Live Wallpapers & Themes 4K says it saves a Live Photo wallpaper to Camera Roll for setup through Settings or Photos, and lists compatibility with iOS 18.0 or later. Those listing details do not establish that the app converts videos or GIFs, or how it behaves on iOS 27. Its privacy section says developer disclosures may include data used to track you and data linked to you; Apple notes that these disclosures are not verified by Apple.
