Protecting a home from river flooding starts with understanding how deep and long floodwater could remain at the property. Clear drainage, a sump pump, or a temporary barrier can help with particular kinds of water entry, but none is a universal defense against deep or prolonged river flooding. Match permanent upgrades and emergency preparations to the building, local flood requirements, and likely water levels.

Assess your home’s flood exposure before choosing a fix

Check whether the property is in a mapped flood hazard area, and ask the local floodplain manager or building department about applicable flood elevations, codes, permits, and requirements. A map or general checklist cannot determine how water will behave at a particular house; a qualified professional can assess the building and the expected source, depth, and duration of flooding.

FEMA’s Homeowner’s Guide to Retrofitting describes several approaches, including elevation, relocation, and floodproofing. The right choice depends on the home’s construction and site. Dry floodproofing—using measures intended to keep water out—may require doors, shields, or other components to be installed or activated before a flood. It depends on timely action and may not be appropriate where water is expected to remain high for an extended period. In some circumstances, elevating or relocating a home is worth evaluating instead.

Reduce runoff and water entry around the foundation

Keep gutters, downspouts, splash areas, and nearby drainage paths clear so water can move away from the house. Check that grading and landscaping direct runoff away from the foundation rather than toward it. FEMA also describes sealing foundation cracks with suitable mortar, masonry caulk, or hydraulic cement where appropriate.

These steps address runoff and limited water entry; they should not be treated as protection against high river water or long-duration flooding. If cracks are significant, water intrusion is recurring, or you are unsure what a repair can withstand, get a qualified assessment before relying on a sealant.

Choose basement and plumbing measures for the problem they solve

Sump pump for seepage and groundwater

For a basement with recurring seepage or groundwater problems, FEMA identifies a sump pump as a possible defense. Consider a battery-operated backup because a flood can coincide with a power failure. Have the system sized and installed for the property, and plan a discharge route that will not send water back toward the home or create a problem for neighboring property. Ask about capacity for the site, backup runtime, alarms or monitoring, and maintenance.

A sump pump is not a guarantee that a basement will stay dry during river flooding. It may be overwhelmed by the volume or duration of water, or be unable to operate if its power and backup fail.

Drain plugs and sewer backflow valves

A plug for a basement floor drain can help address water entering through that drain. A sewer backflow valve is a separate plumbing measure intended to reduce sewage backup through connected plumbing. FEMA advises having a qualified, licensed plumber install a backflow valve; ask the plumber whether the measure fits the home’s drainage system and local requirements.

Protect utilities, belongings, and vulnerable interior areas

FEMA recommends raising electrical system components and protecting or elevating service equipment such as HVAC equipment and appliances above the relevant flood elevation. Electrical system modifications should be handled by a licensed electrician and follow local code. Ask a qualified professional what elevation applies to your property rather than assuming a generic height will be adequate.

  • Move paperwork, photographs, medications, and other valuables above the potential flood level; use watertight containers for items that cannot be moved higher.
  • Where flood exposure is known, consider flood-resistant choices for floors, walls, ceilings, and doors. Material selection should reflect the expected water exposure and local building requirements.
  • Keep permanent flood vents clear. Properly positioned and installed vents allow water to pass through an enclosure and can reduce pressure buildup; they are not a substitute for a property-specific design.

Use temporary barriers only when they fit the site and the warning time

FEMA lists portable flood gates or shields, sandbags, inflatable floodwalls, and flood skirts among temporary barrier options. A barrier needs to fit the opening and be suitable for the expected conditions. Check the manufacturer’s instructions for intended use, target water depth, deployment, storage, and reuse; get qualified help if the site or design is uncertain.

Temporary barriers require advance deployment and should be treated as one part of a flood plan, not as a promise of a dry home. They do not make it safe to remain in a building or ignore an evacuation order.

Prepare when river flooding is expected

Follow local emergency alerts and evacuation orders. If there is time and it is safe, use this sequence to reduce avoidable damage without entering floodwater or delaying evacuation:

  1. Activate installed measures: operate the sump pump and any installed flood-protection or backflow equipment according to its instructions.
  2. Move contents upward: move valuables, important papers, rugs, and electronics above the expected water level; elevate portable appliances where feasible.
  3. Clear drainage routes: remove accessible obstructions from gutters and drainage paths without approaching rising water or other hazards.
  4. Deploy barriers as designed: install shields or other temporary barriers according to their instructions, only if conditions and available time allow.
  5. Leave when directed: do not enter floodwater or stay behind to protect belongings. Shut off electricity only if it is safe to do so.

Flood insurance is a separate financial protection measure, not a physical barrier to damage. FEMA recommends considering it, but coverage depends on the policy and circumstances. Review current terms, limits, and exclusions with an authorized insurer or agent. NFIP loss-avoidance provisions are policy-specific and should not be assumed to apply without checking the current policy.

Return only after the home is cleared for re-entry

Wait until officials or qualified professionals say it is safe to go back inside. EPA advises that floodwater may carry sewage, chemicals, and other hazards. Watch for structural damage, and turn off electricity only when it is safe. Photograph damage and contact your insurer before cleanup.

For cleanup, EPA recommends at minimum an N95 respirator, goggles without holes, gloves, and clothing that covers exposed skin; use boots or waders where standing water is present. People with asthma, weakened immune systems, or other relevant health vulnerabilities should avoid moldy cleanup sites. Seek qualified help for extensive contamination or structural concerns.

Dry the home carefully and prevent secondary damage

EPA says to assume mold growth if you could not dry the home and belongings within 24–48 hours. Sort wet items for cleaning or disposal, clean wet surfaces and belongings, and dry them completely before rebuilding. Do not mix cleaning products or add bleach to other chemicals. Before replacing floors or walls, confirm that the structure and materials are completely dry.

If several feet of water are inside, do not pump it out too quickly. EPA warns that rapid removal can crack or collapse walls and floors; follow local professional advice for the building’s conditions. Operate fuel-powered generators outdoors, at least 20 feet from buildings, and away from standing water and openings to reduce carbon monoxide and electrical hazards.

Build a plan around the home, not a single product

FEMA’s guidance covers several layers of protection because the measures solve different problems. Keep records of the home’s flood exposure and installed equipment, know which actions require warning time, and arrange professional assessment for structural, electrical, or plumbing work. No pump, sealant, barrier, or insurance policy guarantees that a house will avoid flood loss; evacuation directions and local safety guidance take priority.
