You can collaborate on a simulation without pooling every supplier’s raw data. First agree what the simulation needs to accomplish, then share only the information each participant needs for that purpose. Protect the data and the simulation system before, during, and after exchange, and document who may access, use, retain, or disclose it.
What should you decide before sharing supplier data?
Start by defining the simulation’s purpose and boundaries—not by choosing a platform or sending a data dump. Identify the information involved, the people and organizations who need it, the systems it will pass through, and how long it must be retained. Classify information under the contracts and organizational rules that actually apply. Commercially sensitive supplier information is not automatically Controlled Unclassified Information (CUI).
Inventory the information and system boundary
Include more than the obvious input files. Record the simulation’s inputs and outputs, telemetry, model parameters, derived results, supplier identifiers, and any information visible in dashboards or reports. Note which components process, store, or transmit those data, who administers them, and whether any component connects to operational systems.
Write down the purpose and limits
For each data category, specify why it is needed, who may receive it, what they may do with it, whether onward sharing is allowed, and when access and retained copies must end. These decisions help distinguish necessary simulation inputs from information that would merely be convenient to have.

What supplier information should a simulation partner receive?
Give collaborators the least detailed information that still lets them run or validate the agreed simulation. Depending on the purpose, that may be a derived value, a range, an aggregate, or a standardized event record rather than a raw operational record. Keep process recipes, detailed capacity, pricing, proprietary model parameters, and supplier identifiers under the supplier’s control unless the agreed purpose requires their disclosure.
Use selective disclosure for traceability
NIST IR 8536, Supply Chain Traceability: Manufacturing Meta-Framework (final publication September 9, 2026), describes a conceptual manufacturing approach in which organizations abstract internal operations into standardized, shareable supply-chain event data, link records cryptographically, and disclose selected information. Its value here is the pattern: a partner may be able to verify relevant events or provenance without receiving every underlying operational detail. It is a conceptual meta-framework, not a required implementation for every simulation.

Check that reduced data still serves the purpose
Data minimization should not make a result unusable or misleading. Before restricting detail, confirm with the collaborators which attributes, precision, timing, or provenance they need to perform their part of the work. Share an agreed representation, and document its meaning and limitations so a recipient does not mistake an estimate or abstraction for a raw measurement.
How do you govern access and protect the exchange?
Information protection follows the exchange, not just the network connection. NIST SP 800-47 Rev. 1, Managing the Security of Information Exchanges (final publication July 20, 2021), addresses protection before, during, and after information is exchanged or accessed, with protection commensurate with risk. It also treats agreements between organizations as part of managing exchange security.

Make access individual, limited, and reviewable
- Use individually attributable accounts rather than shared credentials, and grant only the permissions needed for a person’s role and project.
- Limit access by supplier, project, data object, and purpose where the system supports it.
- Remove or change access promptly when a participant changes role or leaves the collaboration.
- Log access, exports, permission changes, and relevant model or configuration changes; review permissions during the project.
Set authentication requirements according to risk and organizational policy. NIST IR 8356 gives two-factor or multi-factor authentication and hardware keys as examples for digital-twin access governance. A hardware key is an authentication method or factor, not a substitute for authorization or secure system design. Check that any FIDO2/WebAuthn-compatible key works with the organization’s identity provider and policy.
Protect data in transit, at rest, and in use
Use protected communications for transfers and protect stored data, including exports and retained copies. Also assess exposure while data is actively processed. ITU-T X.2011, Security guidelines for digital twin network (recommendation dated April 2024), discusses secure channels, encryption at rest, fine-grained or attribute-based access, and techniques such as masking, anonymization, and confidential computing for confidentiality in use. Select controls against the actual architecture and threat model; no single technique protects every stage or risk.

How should you secure the simulation and digital-twin environment?
The simulation itself can concentrate sensitive information and control pathways. NIST IR 8356, Security and Trust Considerations for Digital Twin Technology (final report February 14, 2025), explains that digital-twin systems can centralize data and control interfaces. A compromise may expose information about the instrumented object, and risks can arise from sensors, data feeds, representations, and remote-control paths—not only from stored files.
Protect the full chain of inputs and outputs
- Assess sensors, interfaces, model inputs, visualization and operator-facing outputs, administrative accounts, and connections to other systems.
- Monitor for untrusted or unexpected inputs, changes to models or configuration, and unusual access or exports.
- Where simulation results can affect operational decisions or physical control, separate simulation permissions from operational-control permissions.
- Independently validate consequential inputs and outputs before acting on them.
Consider both the twin and its instrumentation when assessing risk. A well-protected model can still be misled by an untrustworthy sensor or feed.

What should the information-exchange agreement cover?
Use a written arrangement suited to the participants, information, and risk. NIST SP 800-47 Rev. 1 provides guidance on identifying exchanges, protection considerations, and agreements; it does not prescribe one technical connection method or a universal contract template.
- Purpose, permitted use, and the data categories in scope.
- Participant roles, access rules, and each party’s security responsibilities.
- Retention, deletion, downstream disclosure, and handling of derived results.
- Incident notification and coordination responsibilities.
- How changes to participants, data, purpose, hosting, or connectivity are approved.
- How access and the exchange end, including termination procedures.
Does NIST SP 800-171 apply to a supplier simulation?
Not automatically. NIST SP 800-171 Rev. 3, Protecting Controlled Unclassified Information in Nonfederal Systems and Organizations (published May 2024), applies to nonfederal system components that process, store, or transmit CUI and to components that provide protection for them. Whether it applies depends on the information’s designation, the system boundary, and the governing contract. Ordinary supplier-confidential data alone does not establish that the simulation is subject to CUI requirements.
If CUI is involved, identify the components that handle it and those that protect them. NIST explains that scoping and isolation can limit the boundary. For in-scope systems, SP 800-171 Rev. 3 includes control families covering account management, access authorization, identification and authentication, audit, incident response, communications protection, and supply-chain risk management. Determine applicable requirements and assessment procedures for the actual scope rather than treating the publication as a universal supplier-simulation checklist.
How should you choose an architecture or service?
The cited guidance establishes comparison criteria, not a tested platform ranking or vendor benchmark. Use the following questions to assess architectures, processes, and services against your own requirements.

- Lifecycle confidentiality: What protects information in transit, at rest, and in use, and who controls the keys?
- Integrity and provenance: Can participants verify the source and history of shared events or outputs without placing all raw records in one repository?
- Simulation-system exposure: How are sensors, models, administrative interfaces, visualizations, and any operational-control path protected and monitored?
- Governance and exit: Do the terms cover use, retention, deletion, incident responsibilities, onward disclosure, and termination?
- Scope and assurance: Does the system handle CUI or other regulated information, and what evidence or assessment fits the actual scope?
How do you keep protections aligned as the project changes?
Reassess the agreement, access, and system boundary when participants, data categories, purpose, hosting, or connectivity change. Keep evidence of approved disclosures, access and exports, and model or configuration changes so the parties can review whether the controls still fit the work. For CUI, follow the requirements and assessment procedures applicable to the in-scope system; for other information, tailor risk management to contractual, regulatory, and business needs. NIST IR 8356 points to broader risk-management guidance for serious digital-twin security efforts and emphasizes considering both the twin and its instrumentation.
