Do not trust a voice alone to verify an urgent request. If a candidate, staffer, vendor, or election official appears to ask for money, account access, sensitive data, or a public statement, stop and independently call back using a number already on file. For high-impact actions, require a second authorized approver. A familiar voice and caller ID can both be faked.
Why a familiar voice is not proof
AI-generated speech can closely imitate someone a listener knows, and listening for odd pauses or unnatural phrasing is not a dependable authentication method. The FBI advises verifying a message through a separate, known-good contact method rather than assuming a familiar-sounding voice is genuine. Its May 15, 2025 public service announcement describes attackers using texts and AI-generated voice messages to build trust, move targets to another platform, send malicious links, and seek access to personal or official accounts.
That means a voice-cloning scam may be the opening to an account takeover, not just a request for a wire transfer. A caller could ask a staffer to share a login code, reset an account, open a link, or continue the conversation in a new messaging app. Caller ID does not settle the question either: displayed numbers and names can be spoofed.

Create a verified contact directory
Keep a controlled directory of known-good callback numbers and alternate contact channels for people who can authorize payments, access, public communications, or handling of sensitive data. Distribute it to the staff who need it. Verify and update the directory through a trusted process; never use a number or link supplied in the suspicious message to confirm that message.

Require a second approver for high-impact actions
Adopt a two-person approval rule for wire transfers, payment-detail changes, account recovery, credential resets, donor or voter data disclosures, and urgent public communications. A callback confirms who is making a request; a second approver helps ensure that one compromised or deceived person cannot authorize a consequential action alone.
Harden accounts and devices
- Enable multifactor authentication (MFA) on campaign email, social media, financial services, and other work accounts. Prefer phishing-resistant MFA where available; CISA identifies physical security keys as one such method. A key helps protect supported accounts from credential theft, but it does not identify a caller or replace verification. See CISA’s MFA guidance.
- Use unique passwords stored in a password manager, and keep campaign and personal devices and accounts updated and secured. CISA’s Political Campaign Cybersecurity guidance also addresses candidates’ family members.
- Train staff and volunteers to recognize unusual requests, malicious links, and attempts to steal credentials. Rehearse a short scenario, such as a familiar-sounding caller demanding an urgent transfer or login code. CISA recommends phishing education and testing.
- Write and practice an incident-response plan. Name who can suspend an account or payment, alert the campaign manager and counsel, preserve evidence, and contact relevant providers, platforms, or authorities.
Agree on an extra challenge for sensitive requests
A campaign may establish a safe word or another challenge procedure for especially sensitive requests. The FBI recommends a secret word or phrase as one possible measure. Treat it as an additional check, not the only one: it can be exposed or mishandled, and it does not replace a callback through a verified channel and required approvals.

What to do when a voice request seems suspicious
- Stop the action. Do not let urgency override payment, access, or disclosure controls.
- End the conversation and call back independently. Select the person’s known number from the verified directory. If they cannot be reached, use a separately verified backup channel. Do not rely on caller ID or contact information embedded in the message.
- Verify both identity and intent. Ask the person to restate the request through the known-good channel. For a high-impact request, obtain approval from a second authorized person as well.
- Protect credentials and sensitive information. Do not give an unverified caller a password, one-time authentication code, recovery code, donor record, voter file, or private contact list. The FBI specifically warns against sharing MFA codes and sensitive information.
- Do not follow the caller to a link or new platform. Wait to open links, attachments, apps, or messaging invitations until the sender has been verified. The FBI describes platform changes and malicious links as part of the impersonation pattern.
- Escalate claims of immediate danger through established procedures. Use independently verified campaign escalation contacts and emergency processes, not a callback number provided by the caller.
Responding after a suspected or confirmed incident
Preserve evidence and alert the response lead
Keep the original voicemail or message, call time, displayed number, any callback number, links, screenshots, and transaction instructions. Avoid editing or publicly reposting a recording before the response lead has preserved it. Notify the campaign’s security or IT lead and manager promptly.
Contain compromised accounts or payments
If someone disclosed credentials or a code, use a trusted device and navigate independently to the service’s account-recovery route. Change credentials, revoke active sessions, review MFA and recovery settings, and contact the provider and incident-response lead. If money was sent or payment details changed, immediately contact the bank or payment provider using a verified contact route and inform campaign counsel.

Report and communicate carefully
Report suspected criminal or election-related activity to appropriate authorities and platforms. The FBI advises contacting relevant security officials or the FBI when authenticity is in doubt. The FTC’s phone-scam guidance says reports should include details such as the number received, caller-ID number, any callback number, and the date and time when known.
Have a designated spokesperson handle public communications. Share what has been verified, what is still being checked, and where the public can find authoritative campaign updates. Do not amplify a suspected fake recording before assessing its provenance and likely audience impact.

What detection tools and caller labels can—and cannot—do
Voice-clone defenses operate at different points: some aim to authenticate audio before use, some monitor or detect suspicious audio in real time, and others evaluate a recording after it has circulated. The FTC’s Approaches to Address AI-enabled Voice Cloning explains that no single method solves the problem. Watermarks may be altered or removed; an erroneous signal that audio is authentic can itself cause harm; and detection performance varies as cloning methods evolve.

The FTC’s Voice Cloning Challenge page lists proposals including AI Detect, DeFake, OriginStory, and Pindrop’s detection proposal. Those entries describe challenge submissions and awards; they do not establish that each is a production-ready campaign service, generally available, or independently proven effective. Evaluate any service on the evidence and fit for the campaign’s actual systems, not a challenge listing alone.

Call blocking and labeling can reduce unwanted calls and help staff prioritize suspicious ones, but they cannot prove who is speaking. A familiar caller ID, a clean result from a detector, or an absence of obvious audio glitches should never authorize a high-impact action.
Questions to ask before adopting a tool
- Does it prevent unauthorized account access, or only flag audio?
- Does it work with the campaign’s actual phones, accounts, and devices?
- What independent evaluation exists, and what are the false-positive and false-negative risks?
- What recordings or biometric data does it collect, how long are they retained, and who can access them?
- Can volunteers and temporary staff use it consistently, and what incident support is available?
- Is the offering a verified product or only a research proposal? CISA’s Election Security Toolkit provides public resources, but tool listings should not be read as endorsements.
What U.S. law says—and what it does not establish
In February 2024, the FCC ruled that AI-generated voices count as “artificial” voices under the Telephone Consumer Protection Act. FCC materials discuss an AI-cloned voice resembling then-President Joe Biden that was used in a robocall to New Hampshire voters with voter-suppression messaging. See the FCC announcement. That ruling is important context for covered calls; it does not resolve every case involving one-to-one calls, recorded messages, or political speech.
On September 27, 2024, the FEC said it would not open an AI-specific rulemaking and explained that existing fraudulent-misrepresentation provisions are technology-neutral. Its interpretive notice describes specific federal statutory contexts, including a candidate or agent purporting to speak or act for another candidate or party in a damaging way, and falsely claiming to act for a candidate or party to solicit contributions. The FEC says it will apply the statute case by case. These materials do not mean every AI-generated campaign communication is illegal; consult campaign counsel about the facts, jurisdiction, and current law.
