If someone is using a .si website to impersonate your company, handle it on two tracks: report active phishing or fraud to SI-CERT, and consider Register.si’s ARDS procedure if the registered domain may violate a qualifying right and the evidence supports a claim of bad faith. ARDS can result in transfer or deletion of a .si domain, but a trademark alone does not guarantee either outcome.
Choose the response that matches the problem
A domain-name dispute and a live phishing incident are related but different problems. ARDS addresses a registered .si domain under a specific legal test; SI-CERT reporting supports incident response. Reporting a phishing site does not itself transfer a domain, and an ARDS complaint is not a general takedown process for every kind of impersonation.
| Response track | Use it when | What it can do |
|---|---|---|
| Register.si ARDS | A registered .si domain may violate a qualifying right, and the facts may establish lack of legitimate interest and bad faith. | A panel may order transfer or deletion of the disputed .si domain if the complaint meets all required criteria. |
| SI-CERT and internal security response | A website, email, SMS, or messaging-app message is impersonating the brand or attempting to steal information or money. | SI-CERT accepts incident reports and publishes confirmed phishing indicators for defensive security controls. |
For spoofed email, social-media profiles, phone impersonation, or domains outside .si, use the relevant platform, provider, registrar, law-enforcement, or legal channels as appropriate. The .si ARDS process does not decide those matters.

Register.si’s ARDS Rules of Procedure, version 5, apply to complaints initiated on or after 7 October 2025. The previous version applies to proceedings started before that date. ARDS is a contractually agreed alternative dispute-resolution procedure; the rules do not exclude or restrict judicial protection.
#1 Best Overall
- PHISHING-RESISTANT 2FA: Cryptographically binds to real domains, making phishing attacks impossible unlike SMS codes or authenticator apps.
- 3-SIDE CAPACITIVE TOUCH: Tap the end, left, or right side to authenticate, so it works in any orientation or crowded USB port.
- MULTI-COLOR LED INDICATOR: Blue means ready, blinking blue means tap now, green means success, and red means error for instant status feedback.
- IP68 WATERPROOF & BATTERY-FREE: Crush-resistant one-piece construction survives daily carry on a keychain or in a bag for years without any batteries.
- UNIVERSAL COMPATIBILITY: Works with Google, Microsoft, Apple, GitHub, AWS, and any FIDO2 / U2F / WebAuthn service, storing up to 100 passkeys.
A natural person or legal entity may complain if a registered domain allegedly violates their rights. The complainant must prove all three elements:
- A qualifying right. Examples include a trademark valid in Slovenia, a company name entered in Slovenia’s court register, copyright under Slovenian law, a registered geographic designation, personal-name rights, or another recognized right.
- The holder has no legitimate interest in the domain. The circumstances and evidence must support this claim; the fact that the domain resembles a brand is not, by itself, a decision.
- The domain was registered or is being used in bad faith. The panel considers the particular domain and conduct, not merely the existence of a brand or trademark.
If any element is not established, a trademark or other right alone does not guarantee that the complaint will be upheld. If all required elements are proved, the decision may order transfer or deletion of the domain.

How to prepare and file a complaint
Build a record of the conduct
Preserve dated screenshots and the exact URLs involved. Save relevant emails, messages, redirects, and customer reports, and document the right you rely on and the facts supporting lack of legitimate interest or bad faith. Keep records in their original context where possible. Do not access, alter, or interfere with the disputed site unlawfully.

Identify the holder and define the remedy
The electronic complaint asks for complainant and holder details, the disputed domain, the basis for the claimed right, supporting evidence, the requested remedy, and proof of fee payment. State whether you seek transfer or deletion and explain the basis for that request. One complaint may cover multiple domains only if they have the same holder.

If the holder’s identity is not visible, Register.si describes a disclosure route for justified purposes such as exercising legal rights or preparing an ADR complaint. This is not an unrestricted public lookup: use the Registry’s official disclosure process and explain the legal purpose.
Submit electronically and track the short deadlines
- Use Register.si’s current ARDS complaint forms and instructions to file electronically, with the required details, evidence, requested remedy, and fee-payment proof.
- The administrator checks formal completeness within five days after receiving the complaint and fee. If the complaint is complete, the disputed domain is blocked during the procedure.
- The holder has 21 days from blocking to respond.
- The rules provide for a decision within 14 days of arbiter appointment, with possible extension in exceptional cases. The rules provide no appeal within ARDS.
Register.si says the process is digital and legal representation is not mandatory. It estimates that a case usually takes about two to three months from filing through implementation; this is an estimate, not a guaranteed deadline.

Budget for the applicable fee
The current fee table lists €700 including VAT for a single-arbiter case covering one to five domain names. For that same one-to-five-domain range, a three-arbiter panel carries a €700 including VAT supplement. Fees differ for six or more domains, and the administrator determines fees for more than ten. Check Register.si’s live fee schedule and applicable VAT treatment before filing, since fees and procedural information can change.
Report an active phishing or impersonation attempt
When a site is soliciting passwords, payment details, or money while pretending to be your company, treat it as a cybersecurity incident as well as a possible domain dispute. SI-CERT’s national phishing reporting point became operational on 1 October 2026.

- Send phishing emails, links to phishing pages, or screenshots of SMS and messaging-app messages to phishing@cert.si.
- Send other incident reports to cert@cert.si.
- Include the relevant message, link, or screenshot so the report contains the material being reported.
SI-CERT’s 30 September 2026 announcement says that forwarding such messages helps protect both the person reporting and other users. A report is an important response step, not a guarantee that a site will be removed immediately.
Use confirmed phishing indicators defensively
SI-CERT publishes confirmed phishing URL and domain lists for organizational use in controls such as SIEM, email security, EDR/XDR, and DNS RPZ. SI-CERT says entries are confirmed by its staff. Security teams can use current entries to help block known phishing infrastructure, but phishing sites have limited lifetimes: refresh from the current list and remove stale entries rather than treating a historical list as permanently accurate.
For context, SI-CERT’s initial “Cybersecurity in numbers 2025” article, published 29 January 2026, reported 6,196 incidents, 1,995 phishing cases, and 1,100 malicious domains on a blocklist. The article noted the figures might change slightly after review. These totals describe SI-CERT’s reported 2025 figures; they are not counts of .si brand-squatting cases.

Keep the two tracks coordinated
For a live phishing operation involving a .si domain, preserve the evidence, report the phishing material to SI-CERT, and assess separately whether the domain meets the ARDS test. That division matters: incident reporting helps address the security threat, while ARDS can resolve only the qualifying .si domain dispute before it. If a court route may also be appropriate, remember that Register.si’s version 5 rules say ARDS does not limit judicial protection.
