To make a new video play earlier in a YouTube 24/7 rotation, set the YouTube playlist to Manual ordering and move the video to the first position in YouTube Studio. For repeatable changes, the YouTube Data API can set a playlist item’s position to zero, provided the playlist uses Manual ordering. YouTube’s official documentation does not describe automatic promotion of each new upload, so treat that as a manual task or separately verified automation.
Move a new video to the front in YouTube Studio

Open YouTube Studio and go to the playlist you use for the rotation.

Set the playlist’s ordering to Manual. YouTube Help explains playlist ordering and drag-and-drop reordering in its Manage playlists in YouTube Studio guidance.

Add the new video to the playlist if it is not already there.

Drag the video to the first position, or to whichever earlier position you want it to occupy.

Check the playback path for your 24/7 stream and confirm it actually uses this playlist or the sequence you have maintained. A channel playlist’s order does not guarantee that an external or hosted player reads that playlist automatically.
Putting every new upload first is a policy choice: each addition pushes the previous items farther down the order. If you want a different sequence, move the video to the specific position that fits your rotation.

For a script or other repeatable workflow, the YouTube Data API supports setting a playlist item’s position. The position is zero-based, so 0 means first. The playlist must be set to Manual ordering for a specified position to be used.

List the playlist items and identify the desired video and its playlist item ID. A video ID and a playlist item ID are not interchangeable.

Confirm the resulting order in the playlist and verify that the 24/7 playback system consumes that maintained sequence.

Google for Developers’ PlaylistItems: update documentation assigns this update a quota cost of 50 units per request. That is the API operation’s quota impact, not a recommended update frequency.
Choose the approach that matches how often you update

Playlist order is not the live stream feed
A YouTube video playlist is an ordered collection; its position determines which item appears first in that collection. A live broadcast and its stream are separate: the stream carries the audio-video feed, while a playlist’s ordering governs the sequence of videos in the collection. YouTube’s Live Streaming API documentation covers broadcasts and streams, not automatic playlist-based sequencing for every 24/7 playback setup.
HLS is another distinct layer. Its media playlist or segment manifest describes delivery of the live feed; changing it is not the way to reorder videos in a YouTube playlist. See Google’s documentation on Delivering Live YouTube Content via HLS.

Common problems and fixes

The new video is not first. Check that the playlist is set to Manual ordering, then drag the item again or confirm the API request used

The API request does not move the item. Verify that you used the playlist item ID, included the playlist ID and resource ID, and that the playlist is in Manual ordering.

The live stream keeps playing the old sequence. Confirm that the player or hosted system actually reads the playlist or updated sequence. Reordering a YouTube playlist alone does not establish that every external playback setup will follow it.

You expected new uploads to jump to the front automatically. The official YouTube documentation cited here does not establish an automatic promotion rule. Use a person to reorder each upload or build and verify a separate automation workflow.

You are changing an HLS manifest instead. HLS delivery settings and segment manifests are for carrying a stream, not for determining order in a YouTube video playlist.
