To prevent GitHub Actions cancellation from leaving a required check without a result, inspect both the job dependency chain and the workflow’s concurrency settings. A dependent job is skipped by default when a prerequisite fails or is skipped; separately, a matching concurrency group with cancel-in-progress: true can cancel an older run. A missing check can also mean the workflow never started because of a trigger filter or skip instruction, so first identify which failure mode you have.

First identify what happened to the check

In the pull request’s checks and the repository’s Actions run list, find the expected workflow and job for the relevant commit. GitHub represents workflow and job results through check suites and check runs. Look for whether a run exists and whether it is canceled, skipped, pending, or absent; those states point to different causes.

  • Canceled: A run started, then was canceled manually, through the API, or by a concurrency rule.
  • Skipped: A job may have been skipped because a prerequisite failed or was skipped, or the workflow may have been prevented from running by a filter or skip instruction.
  • Pending or absent: Check whether a filtered-out workflow was expected to provide the required check. A workflow that never starts can leave its associated check pending.

Trace the job’s dependencies and condition

Read the missing job’s needs list, then follow those dependencies upstream. If a job fails or is skipped, jobs that need it are skipped by default; the effect can continue down the dependency chain. GitHub documents that a dependent job can continue when its conditional expression allows it.

Choose the condition to match the outcome you actually want. Should this check run only after successful prerequisites, after a prerequisite fails, after one is skipped, or regardless of prerequisite outcomes? Do not add a broad status function just to make a job appear: it can change behavior during cancellation as well as after failures and skips.

Understand the status functions before changing YAML

  • always() returns true even during cancellation. It can be useful for a summary or cleanup job that must run despite an upstream result, but GitHub warns it can prevent ordinary cancellation from completing as expected.
  • !cancelled() is an alternative GitHub identifies for relevant cases when a job should not run after cancellation. It is not a universal replacement; validate it against the job’s prerequisites and intended behavior.
  • Ordinary conditions have an implicit success requirement unless overridden. Check how the condition interacts with failed or skipped dependencies rather than assuming the expression alone expresses the whole policy.

GitHub’s workflow troubleshooting guidance notes that always() can be a common reason cancellation does not complete as expected. For a surprising skip or continuation, inspect the job’s system.txt log and compare the Evaluating, Expanded, and Result lines. These show the condition GitHub evaluated, its expanded values, and the result.

Audit concurrency: cancellation and pending-run replacement are separate

Concurrency limits work within a group. By default, one run or job in a group can be running and one can be pending. When a newer run enters the same group, it replaces the existing pending run. Adding cancel-in-progress: true also cancels a run already in progress in that group.

Review both workflow-level and job-level concurrency declarations. Group names shared by multiple workflows in the same repository can cause one workflow’s run to interfere with another’s. Include workflow identity in the group when only runs from that workflow should compete; GitHub’s concurrency syntax guidance shows how to scope groups.

Choose whether to replace or queue runs

Configuration choice Behavior When it fits
Default pending behavior One pending run is allowed; a newer pending run replaces the earlier pending run. When only the latest waiting run needs to proceed.
cancel-in-progress: true A newer run in the same group can cancel the in-progress run as well as replace a pending run. When outdated work should stop, provided required checks still report for the commit under evaluation.
queue: max Allows up to 100 pending runs. It cannot be combined with cancel-in-progress: true. When runs should wait rather than be discarded as new runs arrive.

The 100-run limit is the maximum pending queue documented by GitHub’s workflow syntax reference; it is a product limit, not a measure of how often checks are skipped. Decide whether old work should be abandoned or every run should wait, then set the group and queue behavior accordingly.

Check whether the workflow was filtered out

Not every pending required check is caused by cancellation. Branch filters, path filters, or supported commit-message skip instructions can prevent a push or pull_request workflow from starting. GitHub says checks associated with a workflow skipped for those reasons remain pending, which can block a pull request when that check is required.

Review the workflow’s trigger filters and the commit message for a skip instruction. If the workflow must report for every relevant pull request, make sure its trigger covers those changes or provide an appropriate check-producing workflow. Use this investigation sequence

  1. Locate the check: In the pull request’s checks and the Actions run list, identify the expected workflow and job for the commit. Record whether a run exists and its status or conclusion.
  2. Follow needs upstream: Determine whether a prerequisite failed or was skipped, and decide whether the required job should run after that outcome or only after success.
  3. Review condition functions: Search for always(), cancelled(), and !cancelled(). Compare the intended policy with the job’s dependencies and inspect system.txt if runtime behavior is unexpected.
  4. Inspect concurrency at both levels: Check workflow- and job-level groups, whether another workflow shares the group name, and whether cancel-in-progress is enabled.
  5. Choose cancellation or queueing: Keep cancellation only when abandoning older runs is intentional; otherwise use the queue behavior that matches whether pending runs may be replaced or should wait.
  6. Check triggers and skip controls: Review branch and path filters and commit-message skip instructions for the relevant event and files.
  7. Verify the fix: Trigger a fresh run as appropriate, then confirm the required check reports its intended result for the commit GitHub is evaluating.

Why a new run may cancel an older one

If two runs share a concurrency group, the newer run’s arrival can replace an older pending run by default. If cancel-in-progress: true is enabled, it can also cancel the older active run. This is independent of needs: dependencies govern whether jobs in a run proceed, while concurrency governs which runs or jobs in a group may run or wait.

When cancellation is underway, GitHub reevaluates conditions on running jobs and unfinished steps. Work that remains eligible can continue; GitHub documents a cancellation timeout after which jobs and steps still marked for cancellation are forcibly terminated. This is why a cleanup or reporting job conditioned with always() should be tested against the cancellation behavior you want, not just the success and failure paths.
