Pick a phone VPN by checking three things: what the provider collects and shares, which traffic its app actually routes, and whether its security and privacy claims are documented. A VPN changes the route for some traffic; it does not make you anonymous or guarantee that every phone connection is protected.
Start with what you want the VPN to do
A VPN can route certain network traffic through a provider and may encrypt that traffic. This can change the IP address that websites and services see, but it does not prove that every app or system connection goes through the tunnel. Apple explains that VPNs can control the routing of certain network traffic in its VPN privacy explanation.
Write down your specific goal before comparing apps. For example, you might want to change the network path while using public Wi-Fi, or connect to resources provided by an organization. Those are different needs: an organization may require its own VPN configuration, while a consumer VPN app is designed for a different use. Do not assume that a general-purpose provider will meet a work or school access requirement.
Decide whether you trust the provider
A VPN does not remove trust from the connection; it shifts some of it. Apple warns: “When a VPN configuration is installed and active, your VPN provider may be able to see, intercept, and modify your online activity.” That makes the provider’s identity, data practices, and technical documentation central to the choice—not optional fine print.

Read the provider’s privacy policy and the app’s disclosures. FTC guidance recommends checking what an app collects, why it collects that information, and how it uses or shares it. Look for concrete answers
- Collection: What information does the app or account collect, such as identifiers, diagnostics, or connection data?
- Purpose: Why is each category collected, and is it necessary for the service you intend to use?
- Sharing: Does the provider share information with service providers, affiliates, advertisers, or other parties? Under what circumstances?
- Retention and deletion: How long is information kept, and what happens when you close an account?
- Account details: What information is tied to your account or payment, and how does the provider describe handling it?
“No logs” is a marketing phrase until you can tell what the provider means by logs, what data is retained for operations or security, and what the policy says about disclosure. Treat an audit or other assurance as evidence only for the scope and date it actually covers; a claim without accessible detail is not proof.

Check what the phone app routes
Do not assume an active VPN covers every connection from the phone. Apple says some traffic needed for essential system services can remain outside a VPN configuration, and routing depends on how the VPN is configured. Its routing documentation describes how VPN traffic routing can be controlled.

Android Developers says: “Your app must use strong encryption when transferring data to and from the VPN gateway.” Read the relevant Android VPN service documentation, and check the provider’s own documentation for the behavior of its particular app.

Questions to verify for your phone
- Does the provider support your phone’s operating-system version, and does it document which traffic is included or excluded?
- What happens if the VPN connection drops? Check whether the app documents a kill switch or another mechanism to prevent traffic from continuing outside the tunnel; do not infer that it exists from the VPN label.
- How does the app behave when switching between Wi-Fi and mobile data, or when the phone sleeps and reconnects?
- Can you find a clear explanation of the encryption and connection behavior for the mobile app, rather than only a general security claim?
For Apple devices, distinguish ordinary consumer VPN apps from managed-device deployments. Apple’s security guide, published January 28, 2026, describes Always On VPN as a feature for devices managed through device management and supervised with Apple tools; it also documents on-demand and per-app deployments. Use the same questions for each candidate. A comparison is useful only when it captures documented differences relevant to your phone and purpose.

Server counts, star ratings, and placement on a “best VPN” list can help you discover candidates, but they do not establish sound privacy practices or the behavior of the phone app. Use rankings and app-store listings as starting points, then verify the claims in provider documentation and platform-specific materials.

Historical enforcement is a reason to evaluate claims carefully, not a shortcut to judging every company. The FTC reported that Avast would pay $16.5 million in a 2024 settlement over privacy compromises involving software sold to protect privacy; its page says the relevant mobile software was included and identifies an affected period of 2014–2020. Use this checklist before installing
- Name your use case. Decide what network path or access you need; if this is for work or school, check the organization’s requirements first.
- Read the current policy and app disclosures. Find specific statements about collection, purpose, sharing, retention, and account information.
- Confirm support for your phone. Check the operating-system version and the provider’s current mobile-app documentation.
- Verify routing and failure behavior. Look for what is included or excluded and what happens if the connection drops or changes networks.
- Compare evidence, not slogans. Treat ratings, rankings, server counts, and broad “no logs” language as insufficient on their own.
- Recheck after changes. Policies, apps, and operating-system behavior can change, so revisit the provider’s current documents when updating the app or reassessing your choice.
