To hover over an element with Selenium WebDriver, locate it, move the pointer to it with the Actions API, and call perform(). For example, Java uses moveToElement; Python uses move_to_element. Hover is a pointer movement, not a click.
Hover over an element with Selenium WebDriver
Selenium’s mouse actions documentation describes moving the mouse to an element’s in-view center point as hovering. Action-chain calls are queued; perform() dispatches them. Use a stable locator for the menu item, button, or other target that triggers the hover state.
Java
Import Actions and locate the target before creating and performing the action:

new Actions(driver).moveToElement(target).perform();moveToElement(target) targets the element’s middle by default. The Java API also provides an offset overload if the center is not the part of the element that triggers the UI.

Python’s ActionChains provides the corresponding method:

ActionChains(driver).move_to_element(target).perform()Like the Java method, move_to_element targets the middle of the element by default. Python also provides move_to_element_with_offset for targeting a particular point.

Choose the right hover point and wait for the resulting state
The default center point is a good starting point, but it may not activate a hover-dependent state if the page’s interactive area is elsewhere. In that case, use an element-relative offset. In Java, moveToElement(target, xOffset, yOffset) measures from the in-view center; negative X moves left and negative Y moves above the center. Python’s move_to_element_with_offset serves the same purpose, though exact binding and browser behavior can vary.
After moving the pointer, wait for the state the test needs: for example, the submenu to become visible or a tooltip to appear. Prefer a condition-based wait for that state over an arbitrary delay. Selenium’s Actions API also supports a pause when a timed pause is specifically needed in an action sequence.

Troubleshoot hover actions that do not work
- The action cannot find the target: Check that the locator identifies the intended element and that it is present before calling the hover action.
- The pointer moves, but no menu or tooltip appears: Check that the page is in the expected layout and viewport state. Selenium’s mouse guide warns that the element must be in the viewport or the command can error. The Java reference describes scrolling the element into view, so behavior should not be assumed identical across bindings and browsers.
- The action succeeds but the next assertion fails: Synchronize with the expected UI condition, such as submenu visibility, before asserting or clicking. A page may reveal its hover content only after a delay.
- The element’s center is not interactive: Use an element-relative offset to place the pointer over the relevant area.
- The test dispatches a JavaScript mouse event instead: If the purpose is to test user-like pointer interaction, use Selenium’s Actions API. Script-dispatched events are not a substitute for exercising the virtualized device input described by Selenium.
Use hover in Selenium IDE
Selenium IDE provides the mouse over command. Enter the command with the target locator in the test editor. If you are recording a test, Selenium IDE’s FAQ notes that hover actions may require manual intervention; you can add a Mouse Over step from the recording context menu or insert the command in the editor.
