A separate owner or permissions password can restrict printing, editing, copying, annotations, forms, or document assembly, but those restrictions are not equivalent to confidentiality: after decryption, the PDF viewer determines whether permissions are respected.
You can encrypt during generation with PDFKit, encrypt an existing file with Apache PDFBox, use Adobe PDF Services, or apply protection in Acrobat. Choose based on your language, whether a service boundary is acceptable, reader compatibility, accessibility and permissions needs, password handling, and any PDF/A requirement.
Choose the protection you actually need
Document-open (user) password
A user password is required to decrypt and open the PDF. This is the setting to use when recipients must authenticate before seeing the content.
Owner and permissions passwords
An owner password controls permission settings such as printing, changes, copying, annotations, form filling, accessibility extraction, and document assembly. A recipient may be able to open the file without knowing the owner password, depending on the configuration, so permissions should not be presented as a substitute for an open password.

PDF viewers do not all enforce permissions identically. PDFKit explicitly notes that the PDF file itself cannot enforce access privileges after it has been decrypted; the reader application decides how restrictions are honored. Do not promise that disabling copy or print defeats a determined recipient.
Node.js: encrypt while generating with PDFKit
PDFKit supports generation-time encryption. Pass userPassword in the PDFDocument options. Add ownerPassword and a permissions object when you also need usage restrictions.

Set the two environment variables before running the program; never put real passwords in source control. Use a user password when opening must be restricted. Use an owner password and permissions only when those controls match your policy.
PDF version and password-character limits
PDFKit chooses encryption according to the selected PDF version and documents legacy RC4 and AES modes. Avoid treating a legacy option as a recommendation. For PDF 1.7 ExtensionLevel 3, PDFKit documents a UTF-8 password representation truncated to 127 bytes; older versions have a 32-byte limit and a Latin-1 character restriction. Verify the limits for the PDFKit version and PDF version you deploy, and test the exact characters your users need.

Verify the result
- Open the output in at least the viewers your recipients use.
- Confirm that a password prompt appears before page content is displayed.
- Test each permitted operation, including printing, copying, annotations, forms, and accessibility extraction.
- Test an incorrect password and confirm that the document is not opened.
Java: encrypt an existing PDF with Apache PDFBox
PDFBox is useful when your application already creates a PDF or receives one from another component. The documented cookbook flow creates an AccessPermission, sets allowed operations, creates a StandardProtectionPolicy with owner and user passwords, sets the key length, applies protection, and saves the file.

The API example above follows the PDFBox cookbook pattern. PDFBox also documents a separate 3.0 command-line encrypt operation with -O (owner) and -U (user) options plus permission flags; its displayed default key length is 256 bits. Do not silently mix 2.0 cookbook API assumptions with 3.0 command-line syntax. Pin and document the version used by your build.
Adobe PDF Services: protect through an API
Adobe PDF Services documents a Protect PDF operation that can apply a user password, an owner/permissions password, and restrictions. Its documented encryption choices include AES-128 and AES-256. This approach fits a workflow already using Adobe’s service, but evaluate your own requirements for data handling, credentials, latency, cost, and service availability rather than assuming the documentation establishes a universal best choice.
Acrobat desktop workflow
- Open the PDF in Acrobat.
- Choose the Protect action, then select password security rather than certificate security.
- Enable the option requiring a password to open the document and enter it.
- Choose whether printing, changes, copying, accessibility access, form filling, or assembly are allowed.
- Save the file as a new protected copy and reopen it to verify the prompt.
Acrobat labels can vary by edition and release. Adobe’s guidance distinguishes the document-open password from permissions controlling printing, permitted changes, copying, and screen-reader access. Treat the labels above as the workflow, then confirm the wording in your installed version.

Password handling is part of the security design
- Read the open password from a secret manager or protected environment variable, not from source code, command history, or application logs.
- Do not place the password in the same unprotected email or download channel as the PDF. Use a separately controlled channel appropriate to your organization.
- Plan rotation and revocation. A password already delivered with a file cannot be recalled by changing your application setting.
- Document who may retrieve owner and user credentials and how recovery is handled.
Adobe Experience League states: “Your password is not stored anywhere and cannot be retrieved if lost or forgotten.” Keep a recovery copy in an approved password-management system before distributing a protected document.
Encryption, compatibility, and archival decisions
Viewer compatibility
Encryption behavior depends on the PDF version, algorithm, password encoding, and reader. The implementation documents describe supported choices but do not constitute a cross-viewer interoperability test. Test the exact output with the desktop, mobile, browser, and assistive-technology viewers used by your recipients.
Accessibility
If screen-reader or accessibility text extraction is required, explicitly allow the corresponding permission where your library supports it, then test with your target assistive technology. An open password still protects the document; allowing accessibility extraction does not make the content public.
PDF/A and archival conformance
PDFKit documents that PDF/A documents cannot be encrypted. If an archival workflow requires PDF/A conformance, check that requirement before adding a password. You may need a separate access-controlled delivery copy and an unencrypted archival master, subject to your records policy.

Performance and reliability considerations
- Generation-time encryption: avoids writing an unencrypted intermediate file and is usually the simplest design when you control PDF creation.
- Post-generation encryption: fits pipelines that receive PDFs from several producers, but secure temporary files and delete them according to your retention policy.
- Hosted protection: reduces local PDF-library integration, while introducing network, service-availability, data-transfer, and credential-boundary considerations.
- Large files: stream where the library permits it, monitor memory use, and verify that retries do not leave plaintext copies in temporary storage.
Troubleshooting common failures
The PDF opens without asking for a password
Check that you supplied a user/document-open password, not only an owner password or permissions object. Inspect the final file rather than an earlier unencrypted artifact and verify that your write stream completed successfully.
Printing or copying is still possible
Permissions are enforced by the viewer. Confirm the permission flags in the file, then test the actual recipient viewer. Do not treat a successful restriction in one application as proof that every viewer will enforce it.
Some passwords fail unexpectedly
Check PDFKit’s version-specific byte and character limits, especially non-Latin characters and long passphrases. Use a test vector containing the exact production character set and verify behavior in each target viewer.
PDF/A validation fails
Remove encryption from the archival-conformance copy or obtain a policy-approved design that separates archival storage from protected distribution. PDFKit’s documentation states that PDF/A cannot be encrypted.

The password was lost
There is no documented universal recovery mechanism. Adobe states that a lost password cannot be retrieved. Restore an authorized source copy, use your approved password-management recovery process, or regenerate the PDF with a new credential.

- Need printing, editing, or copying controls? Add permissions, but test the target viewers.
