Use Temporal.ZonedDateTime.from() when an RFC 9557 timestamp includes a bracketed time-zone annotation, such as [America/New_York]. For an offset-bearing timestamp without a bracketed zone, parse it as a point in time with Temporal.Instant.from(); convert it to a named zone only if your application chooses one. If a timestamp supplies both an offset and a named zone, choose how your code should handle disagreement between the two.
Choose the Temporal type that matches the information in the timestamp
RFC 9557 defines Internet Extended Date/Time Format (IXDTF), an extension of RFC 3339 that can append a time-zone annotation and other information. The extension is optional, so an ordinary RFC 3339 timestamp can also be an IXDTF value. See the RFC 9557 specification.

A numeric offset such as +09:00 describes the relationship to UTC at that timestamp. A named zone such as Asia/Tokyo identifies a rule set. They are not interchangeable when future local-time rules matter.
Parse a timestamp that includes a bracketed zone
Pass an RFC 9557 string with a bracketed time-zone ID to Temporal.ZonedDateTime.from():

The timestamp gives both an offset and a named zone. The zone supplies regional rules; the offset is the value associated with that local date and time. If the offset conflicts with the zone’s rules, Temporal needs a resolution policy. By default, from() rejects the mismatch with a RangeError.
Parse an offset timestamp without a bracketed zone
A plain RFC 3339 timestamp such as 2020-08-05T11:06:13Z does not include the bracketed zone required by Temporal.ZonedDateTime.from(). If it represents an instant, parse it with Temporal.Instant.from():

If the application needs a local representation, convert the instant to a zone selected independently by the application:
const tokyoView = instant.toZonedDateTimeISO('Asia/Tokyo');
This conversion does not recover a region zone from the original timestamp; it applies the zone you supply. Use Temporal.PlainDateTime instead only when the input is genuinely a local clock reading without a zone-derived instant.

Decide how to resolve an offset and zone mismatch
When the offset and named zone disagree, select an offset option based on which information your application must preserve. The Temporal documentation describes these behaviors in its time-zone ambiguity guidance.

Understand the annotations and UTC notation
Bracketed zone names and tags
IXDTF can carry bracketed time-zone annotations and key/value tags. Tag keys are lowercase; values are case-sensitive unless their definition says otherwise. A ! before a zone name or tag marks it as critical. RFC 9557 requires a recipient to act on an inconsistency involving critical time-zone information; elective annotations do not impose that same requirement. Temporal parsing acceptance should not be treated as proof that an application has understood every annotation’s meaning. See RFC 9557.

Z and +00:00 are not identical statements
RFC 9557 updates the interpretation of RFC 3339’s UTC notation: “If the time in UTC is known, but the offset to local time is unknown, this can be represented with an offset of "Z".” By contrast, +00:00 indicates UTC as the preferred reference point. Preserve the distinction if your application relies on what the original timestamp says about local-offset knowledge. The rule is in Section 2.2 of RFC 9557.
Offset-only annotations are not regional rule sets
RFC 9557 permits an offset-only zone such as [+01:00] for compatibility, but strongly discourages relying on it for calculations that need future local-time rules. Named IANA zones represent rule sets, and those rules can change as time-zone databases are updated. A previously stored offset and region zone can therefore disagree for future timestamps.

Validate RFC 9557 separately when strict conformance matters
Temporal’s documented parsing grammar accepts some ISO 8601 extensions that RFC 9557 does not define, including six-digit years. A successful call to Temporal.ZonedDateTime.from() therefore establishes that Temporal accepted the input, not that it conforms strictly to RFC 9557. If conformance is a requirement, validate against the RFC grammar separately. See the Temporal.ZonedDateTime documentation.
Temporal does not preserve leap seconds as distinct values. If a timestamp has a seconds field of 60, Temporal converts it to 59. Applications that must retain a distinct leap-second value need a different representation or processing approach, as noted in the Temporal documentation.
Round-trip a zoned value as a string
Temporal.ZonedDateTime.toString() produces an RFC 9557-style zoned string that can be passed back to Temporal.ZonedDateTime.from() to recreate the value’s fields. Output options control the offset, zone name, calendar annotation, and precision, so a serialized value can include a calendar suffix as well as a zone suffix. Check Temporal availability in your deployment targets
The API documentation describes Temporal behavior but does not provide a current runtime-by-runtime native support matrix. Check the JavaScript runtimes and versions used by your application before relying on native availability; do not assume the API exists everywhere JavaScript runs.
