For a structured WCAG conformance evaluation, follow WCAG-EM and document the scope, sample, findings, and evaluation method.
Choose the purpose and scope before testing
First decide whether you are doing an early review, routine quality assurance, or a formal WCAG conformance evaluation. The goal determines the depth of the work and which methods are appropriate.
- Identify the website or application, the relevant content and interactions, and the standards or requirements you need to assess.
- Decide whether dynamic flows, login-protected pages, and other restricted content are in scope.
- Choose the parts of the product to examine: a component, a page, a representative sample, or a broader site review.
Tool capabilities vary by content type, page scope, standard, and access requirements. W3C’s Selecting Web Accessibility Evaluation Tools explains factors to consider when matching tools to an evaluation.
Follow a layered accessibility review
1. Start with an initial review
Use W3C’s Evaluating Web Accessibility guidance and Easy Checks — A First Review of Web Accessibility to spot visible issues and decide what needs deeper examination. Easy Checks are a starting point, not a complete conformance evaluation.

2. Use tools that fit the work
Tools can help find and organize potential issues, guide manual checks, or simulate aspects of user experience. Depending on the task, suitable options may include browser extensions, command-line tools, desktop or mobile applications, and online services. More than one tool may be useful when the tools serve different roles.
The W3C tools directory lists more than 100 tools; W3C’s 2025 directory search result described it as last updated in February 2025. That count describes the directory, not tool quality or how completely any one tool can evaluate a site. Check the current Web Accessibility Evaluation Tools List for entries and details.

3. Manually review findings and context
Confirm tool findings in the context of the page, and manually evaluate aspects that require judgment. W3C cautions that tools cannot check every accessibility aspect and may produce misleading results. As its overview puts it, “No tool alone can determine if a site meets accessibility standards.” A clean automated report is therefore not a declaration that a site is accessible.
4. Evaluate throughout development
W3C recommends evaluating while developing or redesigning a site or application, rather than waiting until the end. Repeating checks as the product changes helps teams identify issues during the work. This is qualitative guidance; it does not establish a particular amount of time or money saved.

Compare accessibility evaluation tools by task
When choosing tools, compare how each fits the actual evaluation rather than relying on a feature count or a clean scan. Useful questions include:
- Purpose and method: Does it automate checks, support manual review, provide guided checks, simulate a user experience, or combine methods?
- Standards: Does it address the relevant WCAG version and any additional standard or regulation your project must meet?
- Content type: Does it apply to your website, application, documents, or other content?
- Scope and access: Can it assess the components or pages you need, and can it reach protected pages or dynamic flows?
- Workflow: Is it a browser extension, command-line tool, desktop or mobile app, or online service? Does its reporting fit your team’s process?
- Team fit: What knowledge does it require, and is accessibility expertise available to interpret and follow up on results?
- Cost and terms: Is it free, limited, subscription-based, or licensed another way? Verify current terms on the provider’s site.
W3C’s tool-selection guidance and tools directory are useful starting points. Directory entries and licensing can change, so confirm a particular tool’s current capabilities and terms before selecting it.

Use WCAG-EM for a structured conformance evaluation
For a formal, structured evaluation of how well a digital product conforms to WCAG, use the WCAG Evaluation Methodology (WCAG-EM). It is a process, not an automatic checker.
- Define the scope: establish which product, content, requirements, and boundaries the evaluation covers.
- Explore the target website: understand its content and functionality before selecting what to assess.
- Select a representative sample: choose pages and states that reflect the in-scope site.
- Evaluate the sample: combine suitable tools with manual evaluation by an experienced reviewer.
- Record the results: document the scope, sample, method, findings, and relevant limitations.
The Template for Accessibility Evaluation Reports describes conformance evaluation as a combination of semi-automated tools and manual evaluation by an experienced reviewer. The WCAG-EM Report Tool helps structure information supplied by the evaluator; it does not perform the checks.
