You generally can’t transfer ownership of a personal YouTube playlist from one Google Account to another with YouTube’s channel-move tool. Instead, open the playlist link from the new account and save the playlist to its library for ongoing access, or manually recreate it under the new account if you need a separately owned playlist. Private videos need separate access from their uploader.
Choose between saving a playlist and recreating it

The India-localized YouTube Help pages describe saving and sharing playlists, not a separate India-only migration process. The steps below use those documented actions; exact controls can vary by account or interface.

Save an accessible playlist to the new account
- Copy the playlist page URL. While signed in to the old account, open the playlist itself and copy its address. Check that it is the playlist page, not just a URL for one video; YouTube notes that a playlist URL contains a playlist identifier. YouTube Help: Share playlists.
- Open the link while signed in to the new Google Account. If prompted, switch accounts in YouTube before opening or revisiting the playlist.
- Save the playlist if YouTube offers the control. Use the save-playlist control on the playlist page or from a video in the playlist. YouTube documents saving playlists to a library and notes that an owner can make a playlist publicly addable to viewers’ libraries. YouTube Help: Save playlists.
- Confirm it appears in the new account’s library. This gives the new account access to the original playlist, not a separately owned copy.
Create a separately owned playlist
If you want the new account to manage its own playlist, create a playlist while signed in to that account, then add the videos that are available to it. Recreating by hand is the documented practical fallback in the cited community answer about Takeout: the downloaded data is an export, not an established automatic playlist-import file. The effort depends on how many videos are in the playlist and whether each remains available.

A playlist URL does not grant access to private videos. The uploader must invite the new account to view each private video; YouTube says private videos will not play for others unless the uploader has shared them. YouTube Help: Share playlists.

Do not use a channel move just to migrate playlists
YouTube’s documented channel-move process applies to moving a channel and its videos between Brand Accounts associated with the same Google Account. It is not a general tool for transferring playlist ownership between personal Google Accounts. YouTube Help: Move your YouTube channel from one Brand Account to another.
The channel move also has eligibility requirements: YouTube says supervised accounts cannot move a channel, while a school account may have a qualified transfer option. Follow the channel instructions only if you intend to move a channel, and verify the selected source and destination before proceeding. Replacing an existing destination channel permanently deletes its content, including playlists. That makes this an unsuitable shortcut for a playlist-only move.
