Google’s published instructions describe this separate-window workflow for tablets; they do not establish the same feature for Android phones.
Move a tab to another Chrome window on an Android tablet

Open Chrome and create the destination window if needed: tap More > New window.

In the window containing the tab, touch and hold the tab. With a mouse or trackpad, right-click it.

Tap Move group to another window, choose the destination window, then tap Move. Although the menu says “group,” Google lists this as the menu action for moving a tab.

Google’s current instructions are on its Chrome Help page for managing tabs on Android.
Use drag-and-drop instead
Touch and hold the tab, then drag it to the other window. You can drop it on the destination’s tab strip or tab switcher. You can also drop it over the page content, but that replaces the content with the moved tab, so use the tab strip or switcher if you want to keep the page that is open there.

Move a tab group or several selected tabs
Move a tab group
Touch and hold a tab in the group, tap Move group to another window, select the destination, then tap Move.
Move multiple selected tabs
Chrome’s tab highlighting and bulk actions are available for this workflow on Android tablets and laptops. Select the tabs, then choose Move tabs to another window from the bulk actions.

Find or restore a window that is missing

In Chrome, tap More > Manage windows.

Look under Active for recently opened windows, or check Inactive.

To bring back an inactive window, select it and tap Restore. If Chrome cannot restore it because the window limit has been reached, close an active window first.

Restoring an inactive window brings it back as a separate window. Restoring a tab opens that tab in the current window. A window that has actually been closed does not appear in the inactive list and cannot be restored from there. Google confirms that Chrome has a window limit but does not state its current numeric maximum on the tab-management help page.

On an Android tablet, you can open a tab in a new window and drag it to the edge of the screen to enter split screen. Google also says that when Chrome is full screen, a newly opened window starts in split screen by default. See Google’s instructions for using split view in Chrome.
