Build a repeatable monitoring loop: identify the public-service pages and journeys where errors would harm users, check availability, links, meaningful content changes and accessibility, then send actionable alerts to named reviewers who verify, fix and retest them. Treat AI-assisted drafts and translations as a content-governance risk: keep a record of their source and approval, but do not assume a page snapshot can reveal whether text was written by AI.

What monitoring can—and cannot—tell you

Website monitoring can reveal signals such as an unavailable page, a broken link, a changed eligibility date or a machine-detectable accessibility issue. It cannot, by itself, establish that a service is error-free, fully accessible or that a change was generated by AI. The official guidance cited here does not establish a reliable detector of AI authorship from a page snapshot alone.

Use monitoring to identify changes and failures that merit investigation. Use publishing records and human review to determine whether a change was authorized, accurate and appropriate. For AI-assisted drafting or translation, record provenance and approval rather than treating authorship detection as the control.

Choose what to monitor first

Start with pages and user journeys where an error could prevent someone from understanding or completing a service. Prioritization should reflect user impact, not simply how easy a page is to scan.

  • Application forms and other essential transactional journeys.
  • Deadlines, public notices and service-status pages.
  • Accessibility statements and help or contact pages.

For each item, record its URL or journey, accountable content owner, expected update window, language versions, important third-party dependencies and the approved source against which material changes can be checked. A form may rely on an external identity or payment service; a notice may have equivalent versions in several languages. Include those dependencies and versions in the monitoring plan rather than treating the visible page as the whole service.

Set a baseline and a reviewable change record

Capture a baseline of the published page and its expected state. A useful record includes the date, page or journey, owner, approved content or release reference, language version and known dynamic elements. For changes made with AI assistance, add the source material, tool or workflow, reviewer, approval and status of related language versions. These are operational recommendations; India’s GIGW guidance supports the underlying need for content moderation and approval, documented records and coordinated multilingual updates.

Keep the baseline useful rather than treating every byte-level difference as meaningful. Pages can change because of timestamps, rotating notices, personalization, adverts or other third-party content. Decide which regions and changes require review, and document expected dynamic elements so reviewers can distinguish noise from a consequential edit.

Run checks on a schedule suited to user impact

Automate recurring checks for availability, HTTP or page errors, broken links, significant content changes and machine-detectable accessibility issues. Official guidance supports automated accessibility testing and broken-link checks, but does not prescribe one universal monitoring frequency. Set intervals according to the service’s risk, rate of change and the time in which an undetected failure could harm users; document the chosen interval and alert delay.

Use a mix of approaches. A page-level check can tell you whether a URL responds and whether selected content has changed. A journey-level check can exercise the path a user takes through a form or service. When a flow depends on login, dynamic content or a third party, verify that the monitoring method can reach and test that state; do not infer successful service completion from a homepage check.

For a change alert, compare the observed page with the baseline and approved release or content record. A difference is a prompt to investigate, not proof of an unauthorized edit or an AI-written change. Preserve the relevant observation and reference so the reviewer can explain why the change is expected or escalate it.

Include accessibility checks—and manual review

Automated accessibility checks are useful for finding some issues, not for certifying a site. The Government Digital Service states, “Automated testing does not find all accessibility issues.” Its monitoring guidance uses sampling, runs Axe and adds manual tests; it identifies keyboard function, visible focus and reflow as barriers automated scans may miss. The current cited GDS guidance names WCAG 2.2 level AA, while its 2022–2024 monitoring report says tests in that reporting period used WCAG 2.1 and monitoring from October 2024 onward uses WCAG 2.2.

  • Zoom the page and check that content remains usable and reflows appropriately.
  • Inspect small-screen layouts and complete important form steps.
  • Use assistive technology where appropriate, especially for high-impact journeys.
  • Provide a clear way for the public to report accessibility problems and route reports for review.

The US Department of Justice similarly advises that a “‘clean’ report does not necessarily mean everything is accessible” and recommends pairing manual checks with automated checkers. Automated results and manual observations should both enter the same issue-tracking and remediation process.

Route alerts to named reviewers and close the loop

An alert is useful only if someone can assess it and act. Assign each monitored page or journey to a named role or team, define who covers absences, and route high-impact failures to an escalation path. A reviewer should be able to compare the alert with the approved content source or release record and decide whether it is expected, a defect or a possible integrity concern.

  1. Log the signal: Record the affected URL or journey, observation time, check type and evidence.
  2. Triage: Have the owner assess user impact, scope and urgency; distinguish expected updates from suspected errors.
  3. Assign remediation: Name the person or team responsible and record the corrective action or reason no change is needed.
  4. Retest: Repeat the relevant check after correction, including manual checks when the issue needs them.
  5. Close with evidence: Record the outcome, retest result and closure date so the history is reviewable.

This approach reflects the follow-through in the GDS monitoring model: organizations receive findings, normally have a remediation period and are retested on reported issues. In GIGW guidance, operational content controls include regular review of linked-content accuracy, correction or removal of broken links and page-not-found errors, content moderation and approval, and simultaneous updates to language versions.

Why follow-through matters

In its 2024 reporting on monitoring from January 2022 to September 2024, the Government Digital Service reported checking 1,203 websites and 21 mobile apps and finding 29,787 accessibility issues. Public-sector organizations fixed 16,482 issues (55.3%) during monitoring; 3,693 (12.4%) remained unfixed at retest. GDS also reported that 68% of organizations had fixed identified issues or had short-term plans for remaining issues after receiving reports and normally having 12 weeks to respond.

Those figures describe that monitoring program and period; they are not a prediction of the issue rate on another service. GDS cautions that issue counts cannot be directly compared with its 2020–2021 report because testing methodology and recording changed. The report also found that 85% of organizations had published an accessibility statement at initial monitoring; after monitoring, 97% had one, and 65% included all information in the model template.

Include availability and integrity in security monitoring

Government website monitoring should cover more than accessibility and editorial correctness. GIGW security guidance identifies unavailable web resources and modified webpage information among website risks, and calls for vigilance through design, coding, implementation, testing and deployment. Treat unexpected content changes and service unavailability as signals that may need security review, while avoiding the unsupported claim that this guidance specifies an AI-content detector.

What the guidance says about AI and monitoring

GIGW 3.0 describes a central monitoring dashboard for identifying and alerting on non-conformity, as well as AI-based tools for Indian-language translation. That shows AI in the government web context; the cited overview does not explain how to identify whether an observed edit was AI-generated or report measured performance for such detection. For practical oversight, maintain source, reviewer, approval and language-version records and compare published changes with authorized material.

When evaluating an approach, compare the work it actually covers rather than relying on a general claim that a site is monitored. The following are decision criteria, not a mandated procurement standard:

  • Coverage: Which high-value pages, forms and end-to-end journeys are checked?
  • Timing: How often does it check, and how quickly does an actionable alert reach a reviewer?
  • Detection: Does it cover availability, broken links, meaningful content changes and accessibility signals?
  • Real-world flow: Can it handle authenticated or dynamic pages and identify third-party dependencies?
  • Content governance: Can reviewers account for multilingual versions and compare changes to approved content?
  • Follow-through: Can the team assign an owner, record a decision, retest a fix and retain an audit trail?
  • Human effort: Which findings still require manual inspection, and who has capacity to investigate them?

Do not equate a dashboard, a scan or a clean automated report with continuous assurance of every page. The UK GDS model samples organizations and domains, tests core pages and a selection of additional pages, and supplements automated checks with manual testing.

Jurisdiction-specific accessibility timing

For US state and local entities covered by the ADA Title II web rule, the DOJ’s first-steps page reports that an April 2026 interim final rule extended compliance dates to April 26, 2027 for entities with a total population of 50,000 or more, and April 26, 2028 for entities with smaller populations or special district governments. These dates apply to the stated US rule and covered entities; they should not be generalized to other jurisdictions. The DOJ’s separate March 2022 guidance page says it does not reflect later state and local government requirements, so consult the current first-steps page for those deadlines.
