Use ChangeTower to watch a deliberately chosen set of procurement portals and agency bid pages: filter each portal first, create monitors for the useful listing URLs, choose criteria and a check schedule, and route alerts to the people who can act on them. Treat every alert as a lead—not as confirmation—and check the live notice and attachments at the official source before deciding whether to bid.

Build a watchlist from the right sources

Government opportunities can appear on national or regional procurement portals as well as on individual agency, municipality, district, or other organization websites. ChangeTower’s guide specifically recommends collecting URLs for procurement listings and pages labeled “Bids and RFPs” or “Current solicitations.” Your source list should reflect the geography, sectors, and buyers your team actually pursues; no single monitor can be assumed to cover every government tender source.

For each source, note the agency or portal, the relevant service line or region, and whether it has a dedicated opportunities page. If a portal lets you filter by category or region, apply those filters before creating a monitor. When filtering changes the page URL, save and monitor that filtered URL so the monitor is aimed at the relevant listings rather than the entire portal.

Set up ChangeTower monitors

  1. Open the target listing. Start with the filtered opportunities page where possible. For a single source, create a one-page monitor. For several URLs with the same criteria, use ChangeTower’s multi-page feature. Its guide also describes creating a monitor from the browser extension while viewing a page.
  2. Choose how ChangeTower should detect a change. Use Smart Monitor criteria for a defined event, such as a new tender, RFP, or bid, an RFP in a target service area, or an extended deadline. Use keyword monitoring when service terms are the clearest signal, or content monitoring when you want to know about broader page changes. The best choice depends on how the portal presents its notices.
  3. Set a check frequency and alert route. Choose a schedule that suits the notice and submission windows, then configure email notifications. ChangeTower’s guide also describes Slack routing. A separate ChangeTower page describes alert routing through email, Slack, Microsoft Teams, and webhooks. These are vendor-described options; confirm the routes available in your account and settings.
  4. Organize the monitors for the team. Use tags or folders for useful groupings such as region, agency, or service line. The guide also describes notification states for bid teams, which can help distinguish alerts that still need review from those already being handled.
  5. Test the resulting workflow. Review the monitored page and its criteria after setup. Confirm that the selected URL is the intended filtered listing and that the chosen detection method is suited to the way the source posts opportunities.

ChangeTower describes its government and RFP monitoring as covering new solicitations, amendments, deadlines, awards, and recompetes, with selective monitoring to focus on a chosen page section. These are vendor product descriptions, not a guarantee that every source or change will be detected.

Use official procurement alerts as a separate layer

If you supply the UK public sector, GOV.UK identifies Find a Tender, also known as the Central Digital Platform, as an online place to search public contract opportunities at no cost and set alerts. Use official portal search and alerts as a first-party discovery channel where available; use ChangeTower to watch selected pages or changes your team wants to track. Their coverage is not interchangeable: an official portal and a page monitor follow different sources and mechanisms.

For other geographies, check whether the relevant procurement portal offers its own search filters or alerts. The UK guidance does not establish what alert features are available in other countries.

Verify every opportunity before acting

An alert is a prompt to investigate, not a bid decision. Open the official notice and its attachments, then confirm the current deadline, amendments, eligibility requirements, and submission instructions on the source site. If the portal requires sign-in or changes its page structure, check the source directly and review ChangeTower’s separate guidance for password-protected pages; compatibility with any particular portal is not established here.

Limits to plan around

  • Coverage depends on your watchlist. You need to identify the portals and agency pages relevant to your buyers and geography. Monitoring selected URLs does not establish comprehensive tender coverage.
  • Checks follow the configured schedule. Do not treat page monitoring as guaranteed real-time detection. Set a cadence appropriate to the opportunity and still check official sources when timing is critical.
  • Detection depends on page presentation. Broad content monitoring can surface general changes; keywords or Smart Monitor criteria can narrow the signal; selective monitoring can focus on a page section. Choose based on how listings appear on that site.
  • Page access can affect the workflow. Some pages may require a login or may change layout. The ChangeTower guide points to separate password-protected-page instructions, but does not establish compatibility with every procurement portal.

Or skip the browser setup

For a screenshot or PDF of a public listing page, ScreenshotNeo offers a one-request API and an MCP server for AI agents. It accepts cookie or consent banners like a visitor and removes 60+ known consent platforms, newsletter popups, and chat widgets before capture; each step can be turned off. Bot checks and CAPTCHAs, blank pages, timeouts, failed loads, and cache hits are not billed, and responses identify the page verdict and billing status. ScreenshotNeo is a capture tool, not a replacement for tender discovery or official-source verification.

cURL example, using a public procurement listing URL in place of the example target:

curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://stripe.com -o shot.webp

See the ScreenshotNeo API documentation for request options. Its MCP server offers the tools take_screenshot, get_page_info, and capture_pdf for Claude, Cursor, and other MCP clients. The free plan includes 1,000 screenshots per month with no card; paid plans start at $5 for 3,000. Sign up free for ScreenshotNeo.

Can I monitor a procurement page that requires a login?

ChangeTower points users to separate instructions for password-protected pages, but compatibility with a particular portal is not established. Verify access and the resulting monitoring behavior for that source.
