A reliable mapping covers more than matching form labels to fields: it connects each source form and claim event to the state’s accepted transaction, required elements, codes, edits, file format, testing, acknowledgments, and correction process.
Why a form-to-field crosswalk is not enough
A paper or web form is only one view of the information a jurisdiction needs. Electronic filing also depends on when a report is triggered, which transaction and event code represent that point in the claim, what data is required for that event, and how the state expects a file to be formatted and validated.
IAIABC says its Claims EDI standards are used by claims administrators to report first and subsequent injury claim data to U.S. jurisdictions. Claims Release 3.1 is the current release identified by IAIABC and is maintained on an ongoing basis. Its materials include an implementation guide, event table, element requirement table, edit matrix, supplement, business scenarios, XML schema, and sample files. Together, these provide a framework for event selection, data requirements, validation, serialization, and testing.
The framework does not make state implementations interchangeable. Illinois adopted IAIABC Release 3.1 FROI/SROI XML effective September 9, 2024, while Pennsylvania’s Version 16 guide says that its implementation follows national standards with state differences. Treat the applicable state guide and tables—not the national standard alone—as the filing specification.

Build a jurisdiction register before mapping fields
Start by listing every state, territory, or other reporting authority in scope. Give each jurisdiction its own profile and record the information needed to determine what to file and how to file it:
- Authority and official source for forms, rules, implementation guides, and change notices.
- Claim types and reporting responsibilities covered by the implementation.
- Official paper or web forms, including form names, revision dates, and source locations.
- Reportable business events, applicable filing deadlines, and the rule that triggers each filing.
- Accepted IAIABC release, serialization, state guide version, event table, element requirement table, edits, and code lists.
- Effective dates, retired formats, submission channel, testing or certification steps, acknowledgment handling, and correction rules.
- Owner for monitoring changes, approval history, and date the profile was last verified.
Do not infer a filing deadline or event from a form title, or assume that a similarly named form has the same meaning in another jurisdiction. State agencies publish their own materials: Alabama, for example, lists a FROI form and codes alongside trading-partner resources.
Choose the adopted state profile and transaction format
For each jurisdiction, confirm the release and file format it accepts now, the state-specific implementation documents, and the dates on which current and former formats apply. Record these as controlled configuration, not as assumptions embedded in code. A migration date matters because a state can retire an earlier format even when the national transaction concepts remain familiar.

These agency examples illustrate why a national baseline must be paired with a current jurisdiction profile; they are not a complete state-by-state requirements list.

Create a governed field crosswalk
For each source form field, keep the source definition and destination together so a reviewer can trace how a reported value was produced. A usable crosswalk should include:
- Provenance: jurisdiction, form name and revision, field label, and source location.
- Meaning and timing: business meaning, applicable claim event or report stage, and whether the field applies only in particular circumstances.
- Source constraints: data type, length, code set, whether blank values are permitted, and the source system of record.
- Destination: IAIABC element and record location for the selected release, plus the state-required status and any state-specific value or formatting rule.
- Transformation: derivation, normalization, validation, and source-of-truth rule, including treatment of missing, conflicting, or not-applicable values.
- Governance: mapping owner, effective date, approval history, and regression-test cases.
Use the applicable state guide and authorized reference materials to define the actual mapping. IAIABC’s standard references list resources such as a claim-data-element-to-record-location-and-format map, an IA-1 form mapping reference, and guidance for forms returned by jurisdictions; access to some references is restricted.

Map claim events and changes, not just documents
Associate each source form or business event with the first report of injury (FROI) or subsequent report of injury (SROI) transaction and maintenance or event code required by the jurisdiction. The paper form’s name is not a dependable substitute for that event logic.
For every mapped event, define:
- What business occurrence triggers the transaction and who records it.
- Which transaction and state-required event code represent it.
- Which fields are new, changed, repeated, or no longer applicable compared with the prior report.
- How the implementation represents corrections, cancellations, and resubmissions.
- Which state event-table rule and test case verify the mapping.
IAIABC Release 3.1 includes an event table and business scenarios, and Minnesota publishes its own event table. Use both the standard and the jurisdiction’s implementation instructions when deciding how an event is coded.

Before transmission, validate the transaction against both the selected release and the state’s implementation rules. At minimum, checks should cover requiredness, data type and length, valid codes, cross-field dependencies, duplicate or out-of-sequence reports, and state edits. Generate only the file format the authority currently accepts, and validate it against the applicable schema as well as state-specific edits.

- Run local validation. Stop records that fail required-field, code, format, dependency, or sequencing checks and route them to an accountable owner.
- Generate and validate the transaction. Preserve the source values and transformation rules used to create the jurisdiction-specific file.
- Transmit through the approved channel. Follow the state’s connectivity, testing, and submission instructions. Illinois requires new vendors or direct filers to complete its full test plan and specifies connectivity-testing expectations for some existing R3.1 senders.
- Process acknowledgments. Distinguish successful transport from business-level acceptance. Store the acknowledgment and route state errors with their rejection reasons for correction.
- Correct and resubmit under state rules. Determine whether the issue belongs in the source data, mapping, or transaction sequence, then link the resubmission to the original source event.
- Retain an audit trail. Keep the original input, transformed transaction, validation result, transmission receipt, acknowledgment, and any returned form or document.
Minnesota DLI publishes common EDI/eForm error help and returned-form and document-sending guidance. IAIABC also lists returned-form guidance among its standard references, so account for documents or forms a jurisdiction sends back as part of the operational workflow.

EDI means computer-to-computer exchange using a common standard; Oregon’s Workers’ Compensation Division describes it as computer-to-computer communication without human intervention. That does not mean every filer must use the same channel: a state may offer a portal for a defined group or a separate electronic form route. Verify availability, eligibility, scope, evidence of submission, and correction behavior with the jurisdiction.
Illinois says employers submitting 250 claims or fewer to IWCC per year qualify for its Low-Filer Portal and may manually submit FROIs and SROIs. Minnesota provides an eFROI portal and says its EDI conversion did not affect eform trading partners. These are state-specific arrangements, not a general entitlement to manual filing.

Keep adjacent EDI programs out of the claims mapping
Medical bill data and proof-of-coverage reporting are distinct EDI areas. IAIABC maintains separate EDI Medical and EDI Proof of Coverage materials; do not treat either transaction set as a FROI/SROI claims report merely because it relates to workers’ compensation. Keep their interfaces and requirements separately identified in the system design.
Maintain profiles as state rules change
Use a change-control process that treats state guides, event tables, code lists, edits, schemas, and effective dates as versioned inputs. Before a profile change reaches production, identify affected form fields and events, update the crosswalk and test cases, complete any state-required testing, and retain approval and release records. Recheck the live implementation material before a production release or compliance sign-off: the named state resources are examples, not a verified current matrix for every U.S. jurisdiction, and the specific filing deadlines and rules must be confirmed with each authority.
When comparing implementations or evaluating a claims workflow, assess accepted release and format, supported events and codes, required elements and edits, filing deadlines, channel and testing requirements, acknowledgment detail, correction handling, returned-document rules, manual filing eligibility, and support for effective-date changes. These are comparison criteria, not a verified feature comparison of commercial vendors.
