Manage multiple DevOps environments by assigning each one a clear purpose, provisioning it consistently, protecting its credentials, controlling deployments to shared targets, and reliably shutting down or deleting resources when they are no longer needed. A common baseline is deployment, test, and production environments for each system; add staging, developer sandboxes, or temporary review environments only when they support a distinct validation or collaboration need.

There is no universally correct environment count. The right design depends on your systems, tests, team concurrency, risk, and the cost and effort of operating each target.

Decide what each environment is for

Start with the lifecycle decisions an environment must support, not a fixed number of environments. AWS DevOps Guidance recommends that each system have deployment, test, and production environments. It describes system-level environments as a way to isolate systems, tailor resources to their needs, and separate lifecycle concerns. AWS DevOps Guidance

Many teams also use development sandboxes, shared integration targets, staging, or temporary review apps. These are options, not mandatory stages. Add one when it answers a specific need, such as letting a reviewer inspect a merge request or giving a load test a representative target. Avoid environments that duplicate one another without improving isolation or validation.

Match fidelity to the test

A lightweight development environment can be useful for quick feedback, even if it is not identical to production. Make dependencies and controls close enough to production when differences would undermine the test. AWS specifically recommends production-equivalent environments for load testing, where infrastructure differences can make results less representative. That does not establish that every test environment must be production-sized or identical. AWS Well-Architected Framework, OPS05-BP08

Choose boundaries deliberately

Isolation can be implemented at different levels: separate deployments, cloud accounts, or even organizations. Stronger separation can reduce blast radius and simplify permissions, but it adds operational overhead. The cited AWS guidance notes that account separation alone may not be enough for some organization-level experimentation; separate AWS Organizations may be appropriate in those cases. Do not make every environment a separate account by default.

Build repeatable environments with infrastructure as code

Represent infrastructure and environment configuration as code so teams can create comparable targets and review changes. AWS recommends infrastructure as code (IaC) and configuration management to keep environments consistent with controls present in production. It also recommends self-service provisioning through IaC or API calls. Tailor resource sizes and controls to the environment’s purpose rather than copying production wholesale. AWS DevOps Guidance

  • Keep infrastructure definitions and environment-specific configuration in version control.
  • Separate values that genuinely differ by environment, such as resource sizing or service endpoints, from reusable configuration.
  • Make provisioning and teardown repeatable, and assign an owner to investigate failures.
  • For tests whose results depend on production fidelity, document the important similarities and differences so teams can interpret results correctly.

Protect credentials and control production access

Give each environment only the credentials and permissions it needs. Keep production secrets unavailable to untrusted branches and jobs, and require suitable approvals for high-risk deployments.

GitHub Actions environments

GitHub Actions environments can represent targets such as development, staging, and production. Protection rules can require approval, restrict eligible branches, apply deployment protection rules, and limit secret access. A job that references an environment waits for its configured protection rules before starting; environment secrets are not available until those rules pass. Check the current GitHub documentation and your repository’s configuration before relying on a particular protection behavior. GitHub: Using environments for deployment

GitLab CI/CD

GitLab documents protected CI/CD variables, environment-scoped variables, deployment permissions, and approvals before production promotion. For tighter separation of production configuration and secrets, its guidance also describes using a separate deployment project. Use temporary environments for review and parallel work

A temporary environment can give a merge request or branch an isolated place to run and be reviewed. GitLab calls these dynamic environments and documents review apps for merge requests. A branch-derived name and URL can be formed with predefined variables such as $CI_COMMIT_REF_SLUG and $CI_ENVIRONMENT_SLUG. For example, a team might use the branch slug as the environment name and the environment slug as part of a review hostname. Configure the actual deployment and routing in your project; the variables alone do not provision infrastructure. GitLab: Environments

Design cleanup at the same time as creation. GitLab documents stop actions, automatic expiration settings, and stale-environment cleanup. A CI environment marked stopped is not proof that external cloud resources were deleted: ensure the stop job actually runs and verify that it removes the infrastructure and related resources. Prevent deployment races on shared targets

Two pipelines may try to change the same shared environment at once. Serialize deployments when simultaneous changes could conflict, or give parallel pipelines isolated targets when the extra resources are justified.

  • GitHub Actions: use concurrency groups to limit deployment jobs targeting a shared environment to one at a time. Review how your workflow handles queued, superseded, and stale runs. GitHub: Using concurrency
  • GitLab CI/CD: use a resource_group for deployment jobs that must not run concurrently against the same target. Check the behavior of old or outdated pipeline runs as well as simultaneous runs. GitLab: Resource groups

Serialization reduces conflicting writes but can create a queue. If shared-environment contention regularly blocks useful work, consider whether some pipelines need isolated temporary environments instead.

Keep environment costs and cleanup under control

Persistent environments are convenient but may consume resources while idle. AWS recommends turning off unused environments to avoid idle-resource costs, including development systems outside working hours. Temporary targets should have an automated teardown path and stale-resource checks. AWS Well-Architected Framework, OPS05-BP08

Assign ownership for failed teardown, and verify deletion in the cloud provider or resource system rather than relying only on the CI platform’s environment status. Track idle cost and cleanup failures so temporary environments do not quietly become permanent.

Implement the environment strategy step by step

  1. Map systems and validation needs. List which systems need deployment, test, and production targets, then identify any distinct need for shared integration, staging, developer sandboxes, or review apps.
  2. Choose boundaries and fidelity. Decide what must be isolated, which controls should align with production, and which tests—especially load tests—need production-equivalent infrastructure.
  3. Codify a reusable baseline. Put infrastructure and environment configuration in code, with documented environment-specific settings and repeatable provisioning.
  4. Scope identity and secrets. Give each environment only its necessary credentials. Gate production deployments and keep production secrets out of untrusted jobs.
  5. Automate creation and naming. For temporary targets, derive unique names and URLs from branch or pipeline identity; ensure routing and provisioning use those values consistently.
  6. Make deployment ordering explicit. Configure CI concurrency controls for shared targets and test how they handle parallel, stale, and superseded runs.
  7. Automate and verify teardown. Add stop actions or expiration and stale-environment cleanup. Confirm the actual external resources are removed after teardown.
  8. Review operating signals. Monitor failed deployments, environment drift, cleanup failures, idle-resource cost, and how often shared targets block parallel work. Use those signals to decide whether to split, share, resize, or make an environment temporary.
