Make your idea—not the borrowed footage—the reason the Short exists. Use a clip to illustrate your own explanation, critique, reaction, or story, and make that contribution clear to viewers. YouTube sets no required number of seconds, percentage of footage, or amount of commentary; its standard is whether the new video has meaningful original value beyond repurposing the source.
What counts as adding value to a reused clip?
YouTube defines reused content as material already available online that is repurposed without significant original commentary, substantive modifications, or educational or entertainment value. Reviewers assess the channel as a whole, not just one Short, and can consider its videos and metadata. YouTube’s examples of potentially eligible formats include critical reviews, reactions with commentary, sports replays explained by the creator, a scene with rewritten dialogue and changed voiceover, and footage edited into a new storyline. These examples are not guarantees of monetization.
The useful test is whether someone watching both videos can identify what your Short adds: a perspective, explanation, context, critique, or distinct entertainment. Cropping, captions, borders, speed changes, filters, or putting clips together do not by themselves demonstrate that kind of contribution in YouTube’s guidance.

How to make a Short with reused clips
- Start with your own point. Choose a question, claim, explanation, or critique you can express in your own words. Decide what the viewer should understand or feel by the end before selecting footage.
- Use only the footage that supports that point. Select the portions needed to set up or illustrate your idea, rather than letting a string of borrowed moments become the whole video.
- Add a substantive contribution. Explain what is happening, why it matters, what the source leaves out, or how you interpret it. You can do this through spoken commentary, a reaction with analysis, rewritten dialogue and voiceover, or a new narrative built through editing.
- Make your role apparent. Narration, on-screen presence, a clear structure, or substantive audio and visual editing can help viewers recognize what you contributed. A label or caption alone is not a substitute for meaningful input.
- Compare the Short with its source. Ask whether a viewer could describe the new information, perspective, or entertainment you supplied. If the main differences are technical changes or a compilation, reconsider the concept.
- Check the channel pattern. A recurring series format is not automatically a problem, but each video should have materially varied substance and deliver creative, educational, or other value. Avoid publishing interchangeable clips with only a changed subject or caption.
- Check rights and platform rules separately. A format that may qualify under monetization policy does not settle copyright questions or guarantee that the video complies with other YouTube policies.
Two useful approaches: commentary or storytelling
These are practical ways to think about your creative contribution, not official YouTube policy categories. Either can work only when the Short makes its distinct value apparent.

How much commentary do you need?
YouTube’s cited guidance gives no numeric minimum for commentary, footage, or editing. A fixed number of seconds or a particular percentage of original material is not a reliable test. The relevant question is whether your contribution is significant enough that viewers can tell the Short is meaningfully different from its source. Brief commentary may be substantial if it supplies the point of the video; a longer voiceover may add little if it merely describes what viewers can already see.
Can you monetize Shorts made from other people’s clips?
Possibly, but using a clip does not by itself make a Short eligible. YouTube says unedited third-party clips, reuploads, and compilations without original content are examples of non-original Shorts whose engaged views are ineligible for revenue sharing. Its reused-content policy also applies across the channel, and permission from the rights holder does not by itself resolve monetization eligibility. Copyright rules and enforcement remain separate.

YouTube’s channel monetization policies note that the July 15, 2025 clarification renamed “repetitious content” as “inauthentic content”; YouTube said that clarification did not change its reused-content policy. The page says reviewers may consider a channel’s main theme, most-viewed and newest videos, share of watch time, metadata, and About section. That is why a strong individual Short cannot necessarily offset a channel dominated by repetitive, minimally changed repurposing.
For recommendations, TeamYouTube announced on October 1, 2026 that YouTube was updating systems to further prioritize original Shorts and reduce reach for reuploads without added creator contribution. JJ of TeamYouTube advised: “If you use clips from another creator, make sure you’re adding real value through your own original commentary, unique edits, or storytelling.” This is a platform-level direction, not a prediction of how much reach any one video will receive. YouTube’s Shorts monetization policies say monetizing partners must accept the Shorts Monetization Module for eligible views to count from that date. The page describes a 45% share of a creator’s allocated Shorts revenue, subject to the program’s eligibility and allocation conditions. It also states that beginning February 1, 2027, at least 10 million qualified Shorts views in the preceding 90 days will be required for monthly Creator Pool and YouTube Premium revenue eligibility. These policy figures do not mean that views automatically produce income.

No. Permission and monetization eligibility answer different questions. YouTube says reused-content review is separate from copyright enforcement and may apply even if you have permission to use the material. Conversely, a monetization example is not permission to use footage and does not settle whether a particular use is lawful. Consider copyright and other applicable YouTube rules independently.
