Publish the information as HTML when it does not require a fixed page layout; GOV.UK identifies HTML as the most accessible format for documents. If a PDF is necessary for printing, signing, distribution, or another fixed-layout purpose, create it from an accessible source, export it as a tagged PDF, repair its structure, test it with both automated and manual checks, and publish it with a descriptive HTTPS link and an HTML alternative where practical.
1. Decide whether the content should be HTML or PDF
HTML normally gives readers better reflow, browser zoom, user-controlled presentation, search, and assistive-technology support. It is also easier to update without asking people to download a replacement file. GOV.UK warns that PDFs can be harder to find, use, and maintain, and often do not work well with screen readers.
Use a PDF when the exact page appearance matters—for example, a printable form, a signed record, a poster, a brochure, or a document that must preserve pagination. Even then, publish an HTML summary or equivalent whenever the content is primarily web information. Do not make a PDF the only route to essential instructions, application steps, or contact details.

2. Make the source document accessible
Accessibility starts before the PDF is exported. A tagged PDF cannot reliably recover meaning that was absent from the source file.

Use real heading styles
Apply the authoring tool’s Heading 1, Heading 2, and Heading 3 styles instead of enlarging or bolding ordinary paragraphs. Keep one clear document title, do not skip levels merely for visual effect, and use headings to describe the section that follows. This gives the exported tag tree a navigable structure.
Build semantic tables
Use the table feature rather than spacing text with tabs. Identify header cells, keep header rows meaningful, avoid merged cells where possible, and give the table a short caption or introductory sentence. A screen reader needs to know which header belongs to each data cell.
Write useful alternative text
Describe the information an image contributes, not its file type or visual decoration. A chart needs its conclusion or data relationship in the surrounding text or alternative text. Mark purely decorative artifacts as decorative so they are skipped. Do not use a filename such as image1.png as an alternative.
Use meaningful links and sufficient contrast
Link text should explain the destination or action, such as “Download the 2026 application form,” rather than “click here” or a long bare URL. Ensure text, controls, and important graphical elements have adequate contrast, and do not communicate meaning with color alone.

Keep language, metadata, and filenames clear
Set the document language, title, and authoring metadata. Choose a short filename made from words, numbers, and hyphens—for example, benefits-application-form-2026.pdf. Avoid spaces, unexplained abbreviations, and filenames that change without notice.
3. Export a tagged PDF
Choose the authoring tool’s accessibility or tagged-PDF option when saving. Microsoft documents that Microsoft 365 applications can add accessibility tags automatically when saving as PDF. Automatic tagging is a starting point, not evidence that the finished file conforms to an accessibility standard.
After export, open the PDF in a tool that exposes its tag tree and reading order. Confirm that headings, paragraphs, lists, tables, figures, links, and form fields were exported as the intended elements. A visually perfect page can still have a nonsensical sequence for a screen reader.
4. Repair the PDF structure
Section508.gov describes tags as the structural foundation of an accessible PDF. Repair the exported file when the source-to-PDF conversion loses meaning.

Check the tag tree
- Place headings in a logical hierarchy.
- Ensure ordinary text is tagged as paragraphs rather than individual visual fragments.
- Represent bulleted and numbered content as lists with their items.
- Give figures meaningful alternative text or mark them decorative.
- Mark table headers and data cells correctly, including header relationships for complex tables.
Check reading order
Inspect multi-column pages, sidebars, callout boxes, captions, headers, and footers. The sequence should make sense when read from start to finish without relying on visual positioning. Decorative backgrounds and repeated running elements should not interrupt the main narrative.
Check forms and document properties
Give every form field a useful name, a visible label, a sensible tab order, and instructions that do not depend on color or location. Set the document title and language, and verify that security settings do not prevent assistive technology from copying or reading content.
Repair links
Links must be programmatically available, not merely text that looks like a URL. W3C guidance recommends creating links during authoring when possible. In Acrobat Pro, use the Create Link workflow for existing files, then verify that the link annotation is associated with the correct Link tag. W3C PDF13 explains that an /Alt value on a Link tag can replace an unhelpful visible URL for screen readers.
5. Test before publishing
- Run the authoring and PDF checker. Resolve errors, then review warnings rather than dismissing them automatically.
- Inspect the tag tree. Confirm headings, lists, tables, figures, links, and form fields have the right roles and nesting.
- Inspect reading order manually. Use the order panel or equivalent tool on every distinct page layout, including columns and tables.
- Use the keyboard only. Tab through links and fields, activate controls, and check that focus is visible and sequential.
- Activate every link. Check that each destination works, opens the intended resource, and has understandable link text.
- Test with a screen reader when possible. Navigate by headings, lists, links, and form fields; listen for missing labels, repeated content, or illogical sequencing.
- Test zoom and reflow. Check that text remains usable at enlarged magnification and that important content is not hidden behind clipping or overlays.
- Repeat after every replacement. A regenerated PDF is a new artifact. Recheck its tags, links, reading order, and metadata before publishing it at the same URL.
Automated checkers find only the failures they are designed to detect. Manual inspection and assistive-technology testing remain necessary.

6. Publish an accessible PDF link
Use a stable HTTPS URL
Serve the file over HTTPS and use a descriptive, stable path. If a document is replaced, preserve the URL when the meaning and filename remain appropriate, or redirect the old URL to the new file. Avoid session-only links that expire or require a login unless access control is intentional.
Write link text that sets expectations
Tell readers what they are opening and, where useful, include the format and file size:

Do not present a long URL by itself. Include a short description before the link explaining who the document is for and what it contains. If the PDF is a fixed-layout version of information already on the page, link to the HTML version first or place both choices together.

Keep an HTML alternative
Provide the key instructions, eligibility rules, contact details, and deadlines in HTML. An HTML alternative is especially important when the PDF is a brochure, policy, or web article rather than a form or print artifact. State clearly when the PDF contains information that is not available in HTML.

9. Cost, maintenance, and reliability considerations
- Maintain one source of truth. Keep the accessible source file, exported PDF, and HTML alternative under version control or an equivalent change process.
- Retest replacements. Changing a heading, image, table, link, page break, or form field can alter tags and reading order.
- Prefer stable destinations. Link to the PDF’s canonical HTTPS URL and monitor for broken links after migrations.
- Separate visual review from accessibility review. A screenshot can show clipping, missing images, or a broken layout, but it cannot prove semantic tags or keyboard access.
- Document exceptions. If a fixed-layout PDF has no practical HTML equivalent, explain why and provide the most accessible alternative available.

- HTML was chosen unless fixed layout is genuinely needed.
- The source uses real headings, semantic tables, meaningful links, useful alternative text, adequate contrast, and a short filename.
- The PDF is tagged and has a logical reading order.
- Language, title metadata, figures, tables, lists, links, and form fields were checked.
- Keyboard, link activation, zoom, and screen-reader tests were performed.
- The file is served from a stable HTTPS URL with descriptive surrounding link text.
- An HTML alternative is provided when the content is primarily web information.
- The exact file at the published URL was retested after the final upload.
Frequently Asked Questions
Does a PDF pass accessibility checks automatically when it is tagged?
No. Tags provide structure, but you must still verify reading order, headings, tables, figures, links, forms, metadata, keyboard operation, and screen-reader behavior.
Can I make an existing untagged PDF accessible without the source file?
Often, yes, by adding tags, repairing order, links, figures, tables, and form fields in a PDF editor. Recreating the document from an accessible source is usually more reliable when extensive repair is required.
Should the PDF open in a new browser tab?
That is a site interaction choice, not an accessibility requirement. Make the link purpose clear and do not rely on a new tab to communicate that the destination is a PDF.
