When grocery prices rise, the most useful response is a repeatable plan—not an assumed savings percentage. Set a realistic food-at-home target, plan meals around what you already have, and compare the cost of food your household will actually use. U.S. price averages can explain the broader trend, but they cannot predict your bill at a particular store.
What rising food prices mean for your grocery budget
USDA’s Economic Research Service (ERS) reported that U.S. food-at-home prices in August 2026 were 2.2% higher than in August 2025; grocery prices were unchanged from July to August. In its September 2026 outlook, ERS forecast a 2.4% increase in food-at-home prices for calendar year 2026, with a forecast interval of 1.8% to 3.0%. Those averages do not describe every item or local shop. ERS reported that average U.S. food-at-home prices rose 2.3% in 2025 compared with 2024, while annual average beef and veal prices rose 11.6% and retail egg prices rose 21.9%. Fats and oils and fresh vegetables declined over that period. In August 2026, egg prices were 23.0% lower than a year earlier, while beef and veal were 5.9% higher. ERS’s 2026 forecasts also differed by category: beef and veal +9.4%, fresh vegetables +5.7%, and eggs -29.4%. Set a food-at-home target that fits your household
Start with recent grocery spending and distinguish food bought to prepare at home from restaurant meals and takeout. Choose a weekly or monthly ceiling that reflects your actual circumstances and local prices. A target should guide decisions, not become a reason to skip necessary food; revise it when household size, income, access to stores, dietary needs, or prices change.
For a public reference point, USDA’s Thrifty Food Plan describes market baskets of nutrient-dense foods and beverages, quantities, and costs intended to support a nutritious, practical diet on a limited budget. USDA says costs for all four food plans are adjusted monthly for inflation using CPI-U. To estimate a household total from the monthly plan, USDA instructs users to add individual food costs and apply the household-size adjustment. The Thrifty Food Plan market basket and cost levels were last set in 2021; Alaska and Hawaii adjustments were published in 2023, and the next reevaluation is required to be no earlier than October 1, 2027. Use a simple weekly grocery routine
1. Check what you already have
Before deciding what to cook, look through the pantry, refrigerator, and freezer. Note ingredients that should be used soon as well as staples already on hand. Build a few meals around those foods so your list does not duplicate items you already own. This is a practical way to organize shopping; it does not guarantee a particular amount of savings.

Choose meals that share ingredients, then identify substitutions you would genuinely eat. If a planned item is expensive, compare acceptable alternatives in the same role—for example, another suitable vegetable or protein—using current local prices. A flexible outline gives you room to adapt without abandoning the plan.

3. Make the list from the meals
Check each planned meal against your inventory and write down only missing ingredients, in the quantities you need. 4. Compare the usable cost
When unit-price labels are available, compare like units and check the package size. Then consider whether the food fits your household’s diet, can be stored safely, and is likely to be used before it spoils. A larger package or lower unit price is not a better deal if it requires extra storage, costs more to transport, or leaves food unused.

5. Shop with room to adapt
Use current promotions or coupons when they fit the list, and compare prices across stores or services if doing so is convenient. A discount should not turn into an unplanned purchase just because it is marked down. Include travel costs and the time required to compare offers when deciding whether a deal is worthwhile.

6. Review the week
After shopping and cooking, note what ran out, what remained unused, and which substitutions worked. Use those observations to adjust the next meal outline, quantities, and spending target.

How to judge whether a deal is worth it
Compare options by the cost of food your household can use—not by the sale label alone. Consider the factors that change the real value of a purchase:
- Unit price and package size: Compare the same unit where possible, then check whether the total package cost fits your target.
- Usable amount: Account for what will actually be eaten, rather than treating the entire package as equally useful.
- Shelf life and waste risk: A lower unit price may not help if you cannot use the food in time.
- Storage and transport: Check available refrigerator, freezer, and pantry space, along with the cost or effort of getting the item home.
- Dietary fit and household preference: A substitute or bulk quantity only works if the people you shop for will eat it.
- Time: Include the effort of traveling to another store or comparing multiple offers in your decision.
There is no universal winner between a sale, a bulk package, and a smaller regular-price package. The better choice depends on the household’s needs and whether the food is likely to be used.
When the budget still does not cover enough food
If your food budget cannot meet your household’s needs, consider seeking local food assistance and checking whether anyone in the household may qualify for public benefits. Eligibility and available services depend on your circumstances and location.
