Add Open Graph metadata to the HTML <head> of the specific government page you want people to share. The key field for the thumbnail is og:image; the head must appear within the first 300 KB of the HTML response. Then test the exact URL in WhatsApp before sending it.
Put Open Graph metadata in the page head
Add these tags to the HTML response for the page whose link people will share—not just to the site homepage. Replace the example values with the page’s own title, description, canonical URL, and image URL:

</head>Use nonempty values. The image address must be an absolute URL that WhatsApp can retrieve publicly, without a login. Meta’s WhatsApp developer guidance, updated November 5, 2025 and accessed through a documentation mirror, says the metadata head must be within the first 300 KB of the HTML. This is a limit on where the head appears, not a requirement that the whole page be smaller than 300 KB.

Meet WhatsApp’s image requirements
Meta’s guidance specifies that the preview image must be under 600 KB, at least 300 pixels wide, and no wider than a 4:1 width-to-height ratio. For example, an image 1,200 pixels wide must be at least 300 pixels tall. Keep the image publicly accessible and use its full URL in og:image.

Choose the right way to update the page
If the CMS has social-sharing fields
Look in the page editor for social sharing, Open Graph, or link-preview fields. Set the title, description, and image for the individual page, then publish the change. CMS labels and menus vary, so confirm that the published page’s returned HTML contains the tags; a value saved in an editor is not enough if it does not reach the page head.
If the CMS has no page-level fields
Ask the site’s web team or developer to add the metadata to the template or server-generated HTML for that page. A shared template can provide defaults, but pages that need different previews need page-specific values. Keep the tags near the beginning of the head so they remain within WhatsApp’s 300 KB position limit.

Verify the metadata and preview
- Inspect the returned HTML. View the page source or fetch the server response. Confirm all four tags are present inside
<head>, near the start of the response. - Check the values. Make sure none are blank, the canonical URL is correct, and the image URL is absolute rather than a relative path.
- Check public access to the image. Open its URL without signing in. Confirm the file is under 600 KB, at least 300 pixels wide, and within the 4:1 ratio limit.
- Test the exact share URL in WhatsApp. Paste the intended page URL into a chat and wait for the card to appear. Inspect the result before sending it to others.
A valid setup does not guarantee that every share will display a preview. If the card is missing, record the exact URL and what WhatsApp displayed, then check the page and image responses separately.
Troubleshoot a missing thumbnail
- The tags are absent from the response: The CMS may not have published the fields, or the tags may exist only in a client-side script. Check the returned HTML and have the site team put the metadata in the HTML head WhatsApp reads.
- The title or description is missing: Confirm
og:titleandog:descriptionare present and nonempty in the response. - The preview uses the wrong page or image: Check that you edited the page people are sharing, and that its
og:urlandog:imagevalues point to the intended canonical page and image. - The image does not load: Use an absolute URL and verify it is publicly retrievable without a login. Recheck the documented file-size, width, and aspect-ratio limits.
- The tags appear correct but no card appears: Paste the exact URL into WhatsApp again and wait for the result. A page’s metadata is necessary for the preview, but does not ensure a card will appear in every share.
