Record what you checked, fix barriers, and repeat the evaluation as the site changes. No automated tool or single user session proves that an entire site is accessible.
Why accessibility maintenance needs more than a scan
Automated checks can help teams find and repeat checks for some issues, but they cannot settle whether a site meets accessibility standards. W3C WAI puts it plainly: “However, no tool alone can determine if a site meets accessibility standards. Knowledgeable human evaluation is required to determine if a site is accessible.” See the W3C WAI overview of evaluating web accessibility.
Standards-based evaluation and user testing answer related but different questions. Conformance evaluation checks a product against a target such as WCAG. Testing with disabled and older users can expose usability barriers that a conformance review may not reveal. Use both: a site can pass checks and still frustrate people trying to complete real tasks.
Set the scope and target before testing
Define the product boundary
Write down exactly what is included: pages, application views, interactive states, languages, mobile versions, and relevant third-party content. Include separate areas such as a shop hosted on another subdomain when they are part of the user experience. WCAG-EM 2.0 emphasizes enclosing the full product; excluding a portion can distort the evaluation.

Choose a conformance level and support baseline
State the WCAG 2 conformance level you intend to evaluate. WCAG-EM identifies Level AA as the generally accepted and recommended target; that is not a statement that one legal requirement applies in every jurisdiction. Also define the browsers, assistive technologies, and other user agents your product is expected to support. The appropriate baseline depends on the product’s purpose, audience, language, technologies, and available user agents.
W3C announced WCAG-EM 2.0 as a Group Note on 23 July 2026, describing it as technology-agnostic guidance suitable for self-assessment and third-party evaluation. A Group Note is guidance, not a W3C Recommendation. See the W3C announcement and the WCAG-EM 2.0 methodology.

Build a repeatable accessibility maintenance cycle
- Do an initial review. Look for obvious barriers and use suitable evaluation software or services to support checks. W3C maintains a filterable list of more than 100 tools and guidance for choosing among them in its evaluation resources. Treat tool output as findings to review, not as a verdict.
- Choose representative samples. For a large site, build a structured sample that covers distinct views, functions, and technologies, then add a random sample equal to 10% of the structured sample, as WCAG-EM 2.0 specifies. This is a sampling-method recommendation, not a claim that testing 10% of all pages is sufficient. If random pages reveal a new content type or issue, expand the structured sample and repeat the comparison. For a small site, evaluate every page and skip sampling.
- Cover whole processes. Include every page or view and branch needed to complete important tasks. Check the interactions, data entry, confirmation, errors, and feedback involved—not only the initial screen. Interactive, dynamically generated applications may need more time and a larger sample than simpler sites.
- Evaluate against the target and baseline. Combine standards-focused review with task-based evaluation. Record where users encounter barriers and whether the issue concerns conformance, usability, or both.
- Fix, then retest. Verify repaired issues and repeat evaluation periodically and after meaningful changes. Keep some earlier samples so results can be compared, and replace others to improve coverage. Unless the product has changed significantly, WCAG-EM says the sample size and sampling approach usually need not change.
- Document the evaluation. Record scope, target, support baseline, technologies, sample selection, processes covered, findings, and dates. Include examples of criteria not met and note recurring issues. A clear record makes the evaluation transparent, repeatable, and easier to interpret later.
WCAG-EM 2.0 recommends documenting each stage and cautions that development-stage evaluations can become obsolete quickly after changes. Describe what was assessed and when; do not present a limited or outdated assessment as a conformance claim about the current, complete product.
Test with people with disabilities throughout development
Involve people with disabilities during development rather than waiting until a final usability session. The format can range from a focused consultation about one issue to formal usability testing in which representative participants perform tasks and provide qualitative and quantitative data. Match participants’ experience to the intended audience and the questions being investigated.

Prepare a brief that identifies relevant users and tasks, explains which prototype or site state is under review, and gives observers a consistent way to record where barriers occur. Watch interactions and discuss accessibility issues with participants. Their feedback is valuable evidence about their experience, but one person’s experience should not be generalized to every person with a disability or treated as a complete conformance audit. W3C’s guidance on involving users in accessibility evaluation discusses these approaches.
Choose evaluation tools that fit the work
Compare tools by the evaluation needs and content they support, fit with your team’s workflow and site complexity, support for recurring checks and useful reporting, and the amount of knowledgeable human review they require. Also ask how the tool-based work will be paired with evaluation by disabled users. W3C’s tool resources cover selection considerations; a tool’s score alone is not proof of accessibility.

Common mistakes and how to correct them
- Treating a clean scan as proof. Use the scan to find and track issues, then have knowledgeable people evaluate results and test real tasks.
- Testing only the home page. Sample distinct views and technologies, and include all steps and branches of important processes.
- Leaving out product areas. Include relevant subdomains, languages, mobile versions, and third-party content in the stated scope.
- Relying on a single participant. Use feedback as evidence of that person’s experience; do not assume it represents all users with disabilities.
- Reusing an old result after a redesign. Record the evaluation date and version or state, then retest after significant changes.
- Making a broad claim from a limited review. State the evaluated scope, sample, target, and date so readers can understand exactly what the findings cover.
Frequently Asked Questions
How often should a website be tested for accessibility?
W3C’s guidance supports evaluating early and throughout development, then repeating checks after fixes and periodically as the product changes. It does not prescribe one universal calendar interval; set a cadence that reflects how often the site and its user journeys change.
Can user testing replace a WCAG evaluation?
No. Task-based sessions reveal user experience barriers, while conformance evaluation checks against a stated standard and level. Use both to answer their different questions.
