Put the PDF’s URL in an anchor’s href attribute. A normal link opens the file according to the browser’s PDF settings; add the download attribute when you want to request a download instead.

The basic PDF link
An HTML anchor can point to a PDF exactly as it points to an HTML page. The only required part is a valid URL in href:

Depending on the browser, operating system, installed PDF software and user preferences, the file may open in an integrated PDF viewer, open in an external application or trigger a download prompt.
Use descriptive link text
Tell users both what the destination is and what will happen. Good examples are:

Avoid vague labels such as “click here.” Descriptive text is clearer for everyone and gives screen-reader users useful information when links are listed out of context.
Choose between opening and downloading

What the download attribute can and cannot do
The Boolean form, download, asks the browser to treat the target as a download. The filename form, download="annual-report.pdf", also supplies a preferred name.
MDN documents this behavior for same-origin URLs and for blob: and data: URLs. A PDF hosted on another origin should therefore be written as an ordinary navigation link; do not promise visitors that a cross-origin download attribute will force a download. For a cross-origin resource, server response headers and the remote server’s policy control the result.
Write the correct URL in href

Use a relative URL when the PDF is served by the same site:

Absolute URLs
Use a complete URL for a PDF on another site or when the link must remain unambiguous:
<a href="https://example.org/files/guide.pdf">Read the guide (PDF)</a>Use ordinary navigation wording for cross-origin links. The remote server decides whether the response is displayed or downloaded.
Spaces, query strings and fragments
Encode unsafe characters in filenames. Prefer a URL such as /files/annual-report-2026.pdf instead of putting literal spaces in the path. Query parameters can be included normally:
<a href="/reports/report.pdf?version=2">Read version 2 (PDF)</a>A fragment can be used when the PDF viewer supports it, for example /reports/report.pdf#page=3. Fragment behavior is viewer-dependent; it does not change the file requested from the server.

</html>The two anchors can use the same resource. The first leaves the action to normal browser navigation; the second requests download handling and suggests a filename.
Make the server identify the file as a PDF
Serve the resource with the registered application/pdf media type. A correct response normally includes a header equivalent to:
Content-Type: application/pdfIf the server sends a generic binary type or an incorrect type, browsers may display an unexpected prompt or fail to use their PDF viewer. Confirm the response headers in your hosting configuration or browser developer tools.
When headers override the link
The HTTP response can request inline display or attachment download with Content-Disposition. Its filename can take precedence over the filename suggested by download="...". Browser handling differs, so treat the HTML filename as a preference rather than a guarantee.

Accessibility and user experience details
- Include “(PDF)” in visible link text so users know they are leaving HTML content for a document.
- Use “Read” or “View” when the normal action is opening the document, and “Download” when you request saving it.
- Keep the link text meaningful without surrounding paragraph context; screen readers may present a list of links alone.
- Do not rely on color alone to identify the link.
- If a PDF opens in a new tab because of your interface or browser behavior, make that outcome clear in the surrounding text. Do not add a new-tab target merely to compensate for a PDF viewer.
- Provide an HTML alternative when the document contains essential information that some users cannot access in their PDF software.
Same-origin and cross-origin decisions
Same-origin PDF
For a PDF on the same scheme, host and port as the page, you can offer both a normal link and a download request. The browser still has the final say, and response headers may affect the result.

For a PDF hosted elsewhere, use an ordinary anchor and describe it as a PDF link. The download attribute is not a reliable way to force saving across origins. If you control the remote server, configure its response headers there; if you do not, explain that the destination opens according to the host and browser.
Testing checklist
- Open the page over the same protocol visitors will use, preferably HTTPS.
- Activate the view link and confirm that the expected PDF opens or downloads.
- Activate the download link and check whether the browser honors the request.
- Inspect the network response for a successful status and
Content-Type: application/pdf. - Check the saved filename. If it differs from the HTML suggestion, inspect
Content-Dispositionand browser settings. - Test keyboard activation with
TabandEnter. - Test at least one desktop and one mobile browser because integrated PDF viewers differ.
- Test a logged-out session if the file should be public; authentication redirects are a common cause of an HTML login page appearing where a PDF was expected.
Troubleshooting PDF links
The link returns “404 Not Found”
The URL does not map to the deployed file. Check capitalization, directory names, the leading slash and the exact filename. Many production servers treat Guide.pdf and guide.pdf as different paths.
The browser shows a blank page or an HTML error page
Inspect the response body and headers. A failed application route, login redirect or proxy error may be returned at the PDF URL. The endpoint must return the PDF bytes with a successful status and the application/pdf media type.
The PDF opens instead of downloading
That is normal for a plain anchor. Add download for a same-origin file, then retest. If the file is cross-origin, the attribute is not a dependable force-download mechanism; configure the remote response or explain the expected browser behavior.

The suggested filename is ignored
The filename is only a suggestion. A Content-Disposition filename, browser policy or user preference may take precedence. Check the response headers and avoid promising a specific saved name in user-facing copy.
The link works locally but fails after deployment
Verify the deployed path, URL base, case sensitivity, redirects and access permissions. A relative URL that worked in a nested local folder may resolve somewhere else after the page is moved.
A cross-origin request is blocked
Normal navigation to a PDF generally does not require JavaScript CORS permission. If your page fetches the PDF with JavaScript instead of navigating to it, the PDF host must allow that request with appropriate CORS headers.

Can I link to a PDF stored in a private system?
Yes, but visitors must satisfy that system’s authentication and authorization rules. A link cannot make a protected PDF public; unauthenticated users may be redirected to a login page instead of receiving a PDF.
Should I add a file extension to the link text?
You do not need to expose the URL or extension, but identifying the destination as “(PDF)” helps users understand the format before activating the link.
